Dans le domaine du droit international public, l’Institut a eu des débats approfondis sur deux questions : les effets des conflits armés sur les traités, sur la base d’un rapport du professeur Bengt Broms et les aspects juridiques de la création de superports et d’îles artificielles, sur la base d’un rapport du professeur Fritz Münch. Il a invité les Commissions qui avaient entrepris ces travaux à pour¬ suivre leur tâche en s’inspirant des débats qu’il a consacrés à ces questions. Faute de temps, la discussion du rapport du professeur Karl Doehring sur les problèmes nouveaux soulevés par l’extradition a été renvoyée à la prochaine session. Sur proposition de la Commission des Travaux, deux nouvelles Commissions ont été créées, dont l’une traitera de la non-comparution, devant la Cour internationale de Justice et l'autre de la répartition des domaines d’action entre Etats, indépendamment des partages territoriaux. En application de l’article 4 des Statuts, l’Institut a pris acte du fait que la qualité de Membre titulaire était acquise à Mme Denise Bindschedler-Robert, MM. Bengt Broms, Yvon Loussouam, José Maria Ruda, Daniel Vignes et Karl Zemanek. En outre, à la suite des élections statutaires, l’Institut a élu, en qualité d’Associés : MM. Georges-Michel Abi-Saab, C.F. Amera- XII Avant-propos singhe, Gaetano Àrangio Ruiz, Derek William Bowett, Erik Jayme, Vicente Marotta-Rangel, Anatoly P. Movchan, Stephen Schwebel, Santiago Torres Bemardez, Tieya Wang et Prosper Weil. La session de l’Institut, que le professeur Charles Rousseau a présidée avec efficacité, aidé en cela par les Vice-Présidents, le Juge Roberto Ago, le professeur Berthold Goldman et le Juge Abdullah El Erian, a réuni le plus grand nombre de Membres et d’Associés (107) de l’histoire de l’Institut. Elle a bénéficié de l’accueil généreux et des facilités remarquables que lui ont accordés les autorités gouvernementales françaises ainsi que les autorités de la région de Bourgogne et de la ville de Dijon et les autorités académi¬ ques et universitaires. A la séance d’ouverture le Gouvernement français a été représenté par M. Jean-Pierre Cot, Ministre délégué auprès du Ministre des relations extérieures, chargé de la coopéra¬ tion et du développement, dont le discours substantiel est reproduit dans le présent volume de l’Annuaire. L’Institut est tout particulièrement redevable de l’excellente organisation et de la réussite de la session aux membres du groupe français, et notamment au Président Rousseau, aux professeurs Berthold Goldman et Michel Virally, ainsi qu’au professeur Gene¬ viève Burdeau-Bastid. Les débats se sont déroulés dans les très confortables locaux du Conseil régional de Bourgogne. Au risque de dépasser le cadre scientifique du présent Annuaire, nous nous devons d’évoquer avec gratitude les réceptions, visites et excursions qui ont accompagné la session et ont révélé les richesses artistiques et historiques de la Bourgogne aussi bien qu’elles ont témoigné de l’hospitalité française. Les dames grâce auxquelles cette hospitalité a été souriante et agréable ont droit à toute la reconnais¬ sance des participants. Par son efficacité et sa rapidité, le secrétariat collabora lui aussi au succès de cette session. Il était assuré, sous la direction de M.     MAPPING THE ‘INVISIBLE COLLEGE OF INTERNATIONAL LAWYERS’ THROUGH OBITUARIES Leiden Journal of International Law (Forthcoming) Luíza Leão Soares Pereira School of Law, University of Sheffield Niccolò Ridi School of Law and Social Justice, University of Liverpool Abstract Since Oscar Schachter’s famous articulation of the concept, scholars have attempted to know more about the composition and functioning of the ‘invisible college of international lawyers’ which makes up our profession. They have done this though surveying public rosters of certain sections of the profession (arbitrators, International Court of Justice counsel), providing general anecdotal accounts about informal connections between members, or establishing certain individuals’ influence in the development of discrete legal concepts. Departing from these approaches, we use the obituaries published in the British Yearbook of International Law (1920-2017) to draw a map of the ‘invisible college of international lawyers’. Obituaries are a unique window into international law’s otherwise private inner life, unveiling professional connections between international lawyers and their shared career paths beyond a single academic or judicial institution. Employing network analysis, a method commonly used in social sciences to describe complex social phenomena such as this, we are able to demonstrate the ubiquity of informal networks whereby ideas move, and provide evidence of the community’s homogeneity. Exploring the connections between international lawyers and their shared characteristics in this novel way, we shed light on the features of the community and the impact individual personalities have on the law. These characteristics of the profession and its members may be obvious to insiders, but are seldom acknowledged. Graphic representation is a powerful tool in bolstering critiques for diversity and contestation of mainstream law-making narratives.
