Section 66 of the Constitution of Trinidad and Tobago declares, that not later than three months after the first meeting of the House of Representatives, the Parliament shall appoint Joint Select Committees to inquire into and report to both Houses in respect of Government Ministries, Municipal Corporations, Statutory Authorities, State Enterprises and Service Commissions, in relation to their administration, the manner of exercise of their powers, their methods of functioning and any criteria adopted by them in the exercise of their powers and functions. 1.2. Motions related to this purpose were passed in the House of Representatives and Senate on September 17, 2010 and October 12, 2010, respectively, and thereby established, inter alia, the Joint Select Committee to inquire into and report to Parliament on Ministries with responsibility for the business set out in the Schedule as Group 2, and on the Statutory Authorities and State Enterprises falling under their purview with regard to their administration, the manner of exercise of their powers, their methods of functioning and any criteria adopted by them in the exercise of their powers and functions. 1.3. The List of Entities which fall under the purview of the Committee is attached as Appendix I. Powers of the Joint Select Committee 1.4. Standing Orders 71B (7) of the Senate and 111 of the House of Representatives delineate the core powers of the Committee which include inter alia: to send for persons, papers and records; to sit notwithstanding any adjournment of the Senate; to adjourn from place to place; to report from time to time; to appoint specialist advisers either to supply information which is not otherwise readily available, or to elucidate matters of complexity within the Committee's or Sub- Committee's order of reference; v Twenty-First Report of the Joint Select Committee on Ministries, Statutory Authorities and State Enterprises (Group 2) to communicate with any Committee of Parliament on matters of common interest; and to meet concurrently with any other Committee for the purpose of deliberating, taking evidence or considering draft reports. To acquire an appreciation of the management arrangements and management strategies in place at the Board (vis-a-vis Strategic Plans and Annual Operational Plans, Quarterly Reports, Development Plans). 2. To inquire into the financial position of the Board and the procedures/polices in place to ensure effective management and oversight of financial resources. 3. To understand the relationship between the Board and the following stakeholders: i) Ministry of Sport; ii) Sport Company TT; iii) Boxing Associations (Amateur, Professional, promoter, overseas) 4. To gain an appreciation of its achievements and challenges experienced over the past five (5) years. 5. To examine the strategies which are presently being employed by the Board to fulfil its objectives, goals and purposes? To determine the adequacy of the existing legislative and regulatory framework governing the TTBBC and the sport. 7. To determine the adequacy of programmes and resources currently in place to support the development of the Sport particularly as it relates to athletes, technical support personnel and facilities. The Committee obtained both oral and written evidence based on the objectives listed above, via a public hearing held on October 10th, 2014 some of the significant issues concerning the operations of the Board that were noted by the Committee were: - no work has begun on the formulation of a new strategic plan for the Board; - there appeared to be an urgent need for legislative and Regulatory Modifications; - the need for a new Organisational Structure to adequately support the operations of the Board; - the need for the Board to become
