It begins with an idea and culminates in a structure that may serve its occupants for several decades, even centuries. Like the manufacturing of products, building construction requires an ordered and planned assembly of materials. It is, however, far more complicated than product manufacturing. BUILDING INFORMATION MODELING (BIM) IMPACT ON CONSTRUCTION PERFORMANCE by DAVID DYLAN JOHN (Under the Direction of Yunfeng (Cindy) Chen) ABSTRACT This study is designed to address the need for having a measure for Construction Performance on BIM-assisted construction projects. Through this study a new Construction Key Performance Indicator (CKPI) matrix is identified and created by the author. The CKPI could be used to assess BIM-assisted projects. Utilizing a sequential mixed methodology approach, academic and practitioner perspectives are assessed. A qualitative content analysis and quantitative descriptive analysis based on demographics are conducted to establish a better understanding of BIM and Construction Performance. The academic perspective is used to assess the relevance of BIMM and CKPI indicators, and the practitioner perspective is used to assess the extent to which BIM addresses the indicators.

    Design-Build Contracts as an Alternative Method for the Construction of Public Buildings Sam Niece, P.E., Esq. Can a California general law city use design-build? It depends on what you mean by “design-build.” I. What is Design-Build? The term “design-build” refers to a range of alternatives to the traditional project delivery system. A useful way to look at design-build is by what it is not. Traditional design-bid-build is a segmented, sequential process where the owner first contracts with a design professional to prepare detailed, suitable-for-construction plans and specifications (or sometimes has them prepared by its in-house engineers), then uses the detailed plans and specifications to solicit competitive price bids for construction, and finally awards the construction project to the low bidder. In design-build, one entity performs both design and construction under a single contract. Government Code § 14661(b) defines the term as follows: “‘design-build’ means a procurement process in which both the design and construction of a project are procured from a single entity.” Public Contract Code § 20133(c)(2) defines the term in identical language. The American Institute of Architects (AIA) defines the term as “a process in which the Owner contracts directly with one entity that is to provide both design and construction services.” Usually, the design-build contract is awarded by some process other than competitive bidding. Government Code § 14661(d)(3)(A)(i) provides that “[a]ward shall be made to the design-build entity whose proposal is judged as providing the best value in meeting the interest of the department and meeting the objectives of the project.” Public Contract Code § 20133(d)(4)(B) provides that “[a] county may use a design-build competition based upon best value .

    Department of Finance and Administrative Services ALTERNATIVE PUBLIC WORKS GENERAL CONTRACTOR/CONSTRUCTION MANAGER (GC/CM) – GENERAL INFORMATION INTRODUCTION This manual provides the policy framework, procedures and guidance regarding the use of the General Contractor/Construction Manager (GC/CM) alternative public works delivery method. It is written for City departments. PCSD issues all forms, templates, contract boilerplates and similar documents to be used throughout the GC/CM contracting process. BACKGROUND RCW 39.10.340-410 provides the GC/CM approach to public works. A GC/CM is procured through a multi-part selection process that includes consideration and evaluation of the GC/CM bidder qualifications and experience together with some cost elements. The GC/CM is selected early in design and generally assists the Owner in evaluating the project during the design phase and then provides construction management services. This type of project delivery is sometimes called Construction Management at Risk because the contractor assumes part of the project construction risk. The GC/CM delivery method is intended to create a more collaborative relationship between the City and the General Contractor that is not found in a traditional “design-bid-build” delivery method. The collaborative approach is a core philosophical component to make any GC/CM project successful. The Washington State Legislature established an oversight board for Alternative Public Works, called the Capital Projects Advisory Review Board (CPARB) in 2005 through RCW 39.10. CPARB reviews alternative public works procedures and projects and provides guidance to state policymakers to enhance public works contracting methods. The 2007 Legislative Session created the Project Review Committee (PRC) to work under CPARB.
