I picked up the trail of my ancestors through the initial efforts of two cousins, one in my father’s family and one in my mother’s line. It seems that starting to draw the family tree always raises more questions and opens opportunities to research further. It had been known that both my ancestor lines traced back to the northern Rhine valley in Germany, near the border with the Netherlands. Und für welche Aufgaben im öffentlichen Interesse? Diesen Fragen widmet sich der Zuwendungsbericht des Kreises Borken. Die Berichterstattung über die im jeweils zurückliegenden Jahr geleisteten Zuwendungen ist inzwischen fester Bestandteil des jährlichen Berichtswesens geworden. Sie soll einen transparenten Überblick über die durch den Kreis Borken gewährten freiwilligen Geldleistungen eröffnen. Dabei verfolgt der Zuwendungsbericht insbesondere das Ziel, die politischen Gremien in die Lage zu versetzen, eine Bewertung und Steuerung im Bereich der freiwilligen Zuwendungen vornehmen zu können. Zuwendungen im Sinne dieses Zuwendungsberichts lassen sich als freiwillige Geldleistungen des Kreises definieren, die zur Erfüllung öffentlicher Aufgaben bzw. zur Förderung öffentlicher Zielsetzungen an Stellen außerhalb der eigenen Verwaltung - beispielsweise an Vereine, Verbände, Initiativen und Projektträger - gewährt werden. Der Begriff „Zuwendungen“ umfasst im Allgemeinen die Zuweisungen (Übertragung von Mitteln innerhalb des öffentlichen Bereiches) und die Zuschüsse (Übertragung von Mitteln vom öffentlichen Bereich an den privaten Bereich). Auch bei Zuwendungen, die der Kreis Borken von Dritten erhält und lediglich weiterleitet, gilt er als Zuwendungsgeber. Zuwendungen können sowohl für laufende Zwecke als auch für Investitionen gewährt werden. „Freiwillig“ bedeutet, dass die Empfänger keinen dem Grunde und auch der Höhe nach bestimmten Rechtsanspruch auf die Leistungen haben.
