EXECUTIVE SUMMARY 1.0 INTRODUCTION The Pathakhera coalfield was developed as captive mine to the pithead Satpura Thermal Power Station at Sarni. Most of the underground mines of Pathakhera area are located in the southern side of Tawa river. Consequent to depletion of reserves in the existing mines, it became essential to explore virgin blocks for opening new mines. In Pathakhera coalfield, the coal seams are limited in their lateral spread being bounded by a series of upthrown faults. The virgin shallow occurrences are available only in the hilly reserve forest region in the north eastern parts of the coalfield. Accordingly, exploration was started in July’90 in the north eastern side of Tawa river in Tawa Extension Geological block. The total area of Tawa Extension geological block has been divided into 10 sectors on the basis of faults of different magnitudes. Thus out of 10 sectors of Tawa Extension geological block, five sectors namely IIIB, IVA, IVB, IVC and IVD lying in north side of fault F3 - F3 and dyke are not included in the mine boundary of existing Tawa-II UG mine. This Project Report of Tawa-III UG mine has been planned to work the remaining sectors of Tawa Extension geological block lying in north side of fault F11- F11 and dyke which were not included in existing Tawa-II UG mine. Based on the Project Report as mentioned above, the Form – 1 submitted to MOEF through MOC vide O.M. no. 43011/ 37/ 2010 - CPAM dated 04.10.2010. EAC Meeting for finalization of TOR was held on 23.11.2010. Terms of Reference (TOR) was accorded by MOEF vide its letter dated 23.12.2010. Hence as directed by MOEF, this draft EIA/EMP has been prepared along with Executive summary both in English and Hindi for onward submission to Madhya Pradesh Pollution Control Board for conducting Public Hearing as per the procedures laid down in the EIA Notification 2006. 2.0 MARKETABILITY & JUSTIFICATION The coal produced from Tawa-III U/G Mine shall be utilized by Satpura TPS of MPPGCL or by miscellaneous consumers. The annual requirement of coal of Satpura TPS is 7.10 Mt. The mines of Pathakhera Coalfield are only contributing about 2.5 Mt to this requirement. This quantum movement of 4.6 Mt of coal can be reduced to some extent if coal from Tawa-III U/G Mine is linked to Satpura TPS or else there will be a substantial increase in the quantum of coal transported to Satpura TPS. 3.0 PROJECT SITE INFORMATION Tawa Extension Geological Block is located in the North Eastern part of Pathakhera Coalfield and lies to N.E. of the existing mines and the Tawa Block across the Tawa River. The area is covered by Survey of India Toposheet No. 55 J/4 and lies between Latitudes 220 08' N and 220 10' N and Longitudes 780 10' E and 780 12' E. Two underground mines namely Tawa-II and Tawa-III have been projected in Tawa Extension Geological Block. The existing Tawa-II UG mine is located in a part of Tawa Extension geological block on the southern side of Fault F3 - F3 and dyke. The proposed Tawa-III mine has been envisaged on the northern part of Tawa Extension geological block beyond the northern mine boundary of Tawa-II UG mine. 3.1 ACCESSIBILITY AND COMMUNICATION The block is about 7 – 8 km North of Satpura Thermal Power Station, Sarni. Satpura Dam, which is located in the southern edge of the block, is connected to Sarni (5 km) by an all weather road built by Madhya Pradesh State Electricity Board. The proposed Tawa-III UG mine can be approached from Tawa-II UG mine by a forest cart road (3.8 km). It is proposed to construct an approach road of 0.7 km length from this forest cart road to the proposed Incline site of Tawa-III UG mine. An approach road of 100 m length has also been envisaged from above forest cart road to the proposed location of air-shaft. Thus provision of construction of 4.6 km road including 3.8 km forest cart road from Tawa-II UG mine has been made in this report for approach road. The nearest rail head is Ghoradongri (18 kms from Sarni) on the Nagpur- Itarsi section of Central Railway on New Delhi – Chennai trunk route. Sarni is connected to Ghoradongri by an all weather tar road. A railway line connecting Ghoradongri to the MPSEB railway siding passes through the southern part of the coalfield. The area within the block is traversed by seasonal forest roads which connect to Gandhigram and Shaktigarh villages lying to the north of block. 3.2 TOPOGRAPHY WITH DRAINAGE PATTERN OF AREA The southern and eastern part of the block is hilly and rugged with thick forest cover whereas the northern and north western regions are comparatively flat. The Bagdev Pahad, the highest peak, extends in the NE – SW direction along the eastern limit of the block. The Tawa River flowing to the west and south of the block controls the drainage of the area. Few seasonal nallahs originating from Bagdev Pahad and other elevated regions discharge into Tawa River which flows in westerly direction. Satpura Dam has been built across the Tawa River to store water for Satpura Thermal Power Station, Sarni as well as to regulate the flow of water in the down stream of Tawa River. The entire water requirement to the townships of STPS and WCL is also met from this reservoir. The extended full reservoir level is 436.78 m (1433 ft). Please purchase PDFcamp Printer on http://www.verypdf.com/ to remove this watermark. 4.0 GEOLOGY 4.1 Mining Block Boundaries The proposed Tawa-III UG mine has been envisaged in the northern part of Tawa Extension Geological Block beyond fault F3 - F3. The block boundaries of this northern part of Tawa Extension Geological block area as follows: North : Fault F1 - F1 South : Fault F3 - F3 East : Fault F1 - F1 and F3 - F3 West : Arbitrary line 200m from the peripheral boreholes CMPTE- 75, 76, 134 &142 & 140. 4.2 Borehole Density Geological Block : Total 32 boreholes were drilled in an area of about 2.70 km2 and the Borehole density works out to about 12 BH/ km2. Seam-wise number of borehole intersection , area & borehole density are given in Table – 4.2. Mining Block : Total 26 boreholes were drilled in an area of about 2.05 km2 and the Borehole density works out to about 13 BH/ km2. 4.3 Structure Tawa–III U/G mining area is characterized by rugged topography dissected by numerous nalla cuttings. Generally the sandstones are massive and it is not possible to determine the strike and dip. However, at places the strata is found to exhibit a NE – SW trend dipping towards NW at an angle varying from 50 – 150. Dip and Strike The structural interpretation of the Tawa–III U/G mining area has been mainly deciphered on the basis of sub-surface data generated through drilling and is presented in the form of Seam Folio plans of Upper Workable Seam, Lower Workable Seam, Bagdona Seam and IA Seam. The general trend of the formation in the area is N – S dipping towards W at a gradient of 1 in 7.5 to 1 in 10.0 i.e., 5.50 to 7.50 dip. Please purchase PDFcamp Printer on http://www.verypdf.com/ to remove this watermark. 4.4 Description of Coal Seams Presence of all the four correlatable coal seams of Pathakhera Coalfield i.e. Upper Workable Seam, Lower Workable Seam, Bagdona Seam and IA Seam has been established by drilling in Tawa-III U/G mining area. However a general reduction in thickness of the different seams as compared to the central part of the Coalfield has been observed. The Upper Workable Seam, the topmost seam of the Coalfield has generally reduced in thickness in Tawa-III U/G mining area. Apart from reduction in thickness, several carb shale and shale bands have developed in the seam rendering it practically unworkable in the mining area. The thickness of the Lower Workable Seam is workable but it has also reduced as compared to the central part of the Coalfield. Bagdona Seam, however, has maintained its thickness, whereas Seam IA has attained workable thickness in Tawa-III UG mine area. In the central part of the block, Seam IA has developed a splinter seam designated as Seam IB. This splinter seam has limited extent and erratic behaviour and is unworkable. 4.4.1 Overall Quality of Coal Overall Grade of coal is ‘D’ corresponding to M% 1.9, Ash% 29.08, UHV (k.Cal/kg) 4614 and GCV (k.Cal/kg) (calculated) 5260.
