Your offer should be in accordance with the terms and conditions described below:-. 1- DUE DATE - Your offer should reach this office by 28-08-2019. At 16.00hrs. 2- VALIDITY - Validity of your offer should be up to 120 days from the date of opening of offer. 3- Earnest Money Deposit :- Offer should be accompanied with EMD/worth Rs. Nil/- in the form of DD/drawn in favour of the Sr. Account Officer , MPPGCL,STPS, Sarni/ Cash receipt. Following are exempted from depositing EMD, after submission of supporting documents for exemption. (a) Purchase of Materials through DGS&D/ GeM rate contracts. (b) PSUs/ Govt. Sector companies (State & Central) like BHEL, NTPC, Railways/ RITES/ IOCL/ HPCL/ BPCL/ CIL etc & reputed technical institutes like GEC/IIT/NIT etc. (c) MPLUNL, M.P. Agro Industries Development Corporation Limited, NSIC, DIC, and SSIC Industries registered with the Directorate of Industries, GoMP per following rules- (i) Exemption shall be provided to the firms whose average turnover for preceding three years is less than Rs. 25 Cr. For availing the same, they will have to provide related documentary evidences certified by practicing CA. (ii) Bid must specify to provide Notarized valid Competency Certificate issued to these industries for the respective work/ item (and not the acknowledgment given by department for the application submitted) for claiming such exemption. (iii) In case, the industries fail to provide such certificate, it shall not be entitled to avail the benefit of exemption from EMD. 4- SPECIFICATION / MAKE:- Full specification of the offered terms may please be given, Deviation if any should be mentioned clearly. 5- PRICE- The price quoted by you shall be firm in rupees F.O.R. Sarni including all charge like packing and forwarding charge, freight, insurance etc, for the delivery of goods the nearest station Ghoradongri is a railway station or, Itarsi-Nagpur section of Central Railway in Betul District. In case extra charges are applicable over & above the quoted prices, the same should be clearly mentioned separately. 6- GST : MPPGCL. is a registered Dealer under GST which is applicable w.e.f. 01-07-2017, as per notification of departmental of Revenue central Board of Excise and customs, GOI. It is necessary to provide firms GST registration No. and also provide applicable rate of GST on Good & Services supplied by you against the tener with documentary evidence i.e. material/work, HSN/SAC code no. as per GST Guide lines. Freight/ Transportation charges in firm’s account if not so then please specify Fright charges in% including taxes i.e. GST etc. 7- PAYMENT - Payment would ordinarily be made within 45 days or on turn as per queue whichever is later. The MPPGCL shall not be liable to pay any interest. 8- DELIVERY : The goods are required urgently and hence preference will be given to ex-stock or with shorter delivery period. The date of delivery in respect of each of the items of the schedule be clearly specified. 9- PENALTY : The date of the delivery of the store stipulated in the offer will be deemed to be the essence of tender. In case of any delay in execution of the order (i) this office will recover from the supplier as penalty a sum of ½% (Half percent) per week of the total supply value of material undelivered up to a maximum of 10% of the total supply value (ii) to purchase material from elsewhere at suppliers risk cost. 10- SECURITY DEPOSIT : Not Applicable 11- PACKING CONDITION : The material shall have to be packed according to railway packing tariff condition. If any loss in the consignment is caused due to failure of above condition by the supplier loss shall be made good by the Supplier free of all charges to the purchaser. 12- GUARANTEE : The supplier shall guarantee that if during the course of 12-18 months from the date of commission/receipt of the goods is found to be defective in material or workmanship the same will be replaced by him/them free of all charges to the purchaser. 13- SAMPLE: In case the parties are required to submit samples for approval before bulk supplies, the time required for the submission of sample and time required for dispatch after approval of sample should be clearly indicated. 14- DESPACH OF MATERIAL;- (a) THROUGH RAILWAY:- The material should be dispatched upto Betul Railway Station which is situated on Itarsi- Nagpur of Central Railway in Betul Distt. of (M.P.) First meeting of the Expert Appraisal Committee was held on 13.04.2021 and 16.4.2021 online through video conferencing to review the impact assessment report/Comprehensive Hydro- geological report submitted by the firm for grant of No Objection Certificate for abstraction of groundwater as per the guidelines. List pf participants is enclosed. Dr. Uma Kapoor, Regional Director, Central Ground Water Authority & Convenor welcomed all the members of the committee. After a brief introduction of all the participants, Chairman gave his opening remarks. He informed the Committee Members about the NGT order, in pursuance of which the present committee had been constituted. As per the revised guidelines notified by the Ministry of Jal Shakti, all industries located in Over-exploited, Critical and Semi-critical (OCS) assessment units drawing ground water in excess of 100 KLD are required to submit impact assessment report. Further, infrastructure dewatering projects are required to submit impact assessment report along with groundwater modelling covering area within 5 km radius. Furthermore, all mining projects irrespective of dewatering are required to submit comprehensive hydrogeological reports of core and buffer zones in the radius of 2 and 10 sq.km respectively. Further industries and mining projects located in OCS assessment units and drawing > 500 KLD in areas underlain by hard rock and > 1000 KLD in areas underlain by soft rock/ alluvium are required to conduct modelling studies to predict the impact and plan mitigation measures in all categories of assessment units.

In Madhya Pradesh, out of 313 blocks, 23 blocks extended to over exploited category, 09 blocks are in critical stage and 57 blocks are in semi critical stage (MP Dynamic Ground Water Assessment, 2015). As per rules of CGWB, the areas where the water level could not recuperated upto 3m depth after the monsoon K e yw or ds season, will essential artificial recharge. The solution lies in harvesting rainwater in farmers‟ field which are kept or left fallow for one reason or another. Though, all Groundwater these fields may not be good enough to recharge groundwater like percolation tanks recharge, Kharif but transfer water well below at least @4 mm/day even in clayey soils. So, to decide fallow, Priority which area is to be taken first in present study a method of identification of priority is Article Info proposed. Four basic criteria to decide the priority namely, amount of annual rainfall, the soil type, stage of ground water development stage and extent of kharif fallow.
