Kiratpur EOI.Pdf EOI for Selection of Developer -- Industrial Area at Kiratpur (Jilwani), Hoshangabad District, Madhya Pradesh INVITING EXPRESSION OF INTEREST (EOI) FOR DEVELOPMENT OF INDUSTRIAL PARK / PROJECT AT Kiratpur (Jilwani), Dist. Hoshangabad. 1.0 Background MP AUDYOGIK KENDRA VIKAS NIGAM (BHOPAL) Ltd., (Subsidiary of MPTRIFAC Ltd.), is a Government organisation which has been entrusted with the responsibility of Industrial promotion through development of Industrial Growth Centers in selected areas of its jurisdiction in the State of Madhya Pradesh. Many Industrial areas such as Pilukhedi, Mandideep, etc, have been already developed and are running successfully in the state. In continuation with the same vision, development of multi product Industrial area at Kiratpur (Jilwani), district Hoshangabad in an area of approximately 529 acres was conceptualized. 2.0 Location The proposed industrial area is located in Kiratpur Village, adjacent to Itarsi Town. The connectivity of Kiratpur is as given below: Distance in KM Site Hoshangabad Kiratpur Itarsi Rly Bhopal Mandideep Railway Station Railway Station Station Airport Industrial Area Kiratpur 24.0 2.0 8.0 125.0 76.0 Industrial area The location of Kiratpur industrial area is shown in figure 1 below SITE Figure 1: Site connectivity details 2 EOI for Selection of Developer -- Industrial Area at Kiratpur (Jilwani), Hoshangabad District, Madhya Pradesh It lies in the outskirts of Itarsi town. Itarsi town is a major transit hub in the district of Hoshangabad District and known as commercial hub for agricultural goods. The site plan is shown in figure 2 below. Figure 2: Site location plan 3.0 Proposal MPAKVN (B) proposes to allot 529 acres (approx) of land, as a single plot in Kiratpur Jilwani to developers on long lease, for development of industrial Area, with a clause for sub-leasing. 4.0 Demand Drivers Kiratpur (Jilwani) industrial area is located in Hoshangabad District which is well known as a rich agriculture area with major crops such as Wheat, Soya, Jowar etc. This area is located near integrated logistics hub at Powarkheda near Itarsi, which will help in harnessing the full potential of the industrial area, In addition to this, Itarsi Railway Junction itself, is a major transit point in West Central Railway Zone offering very good connectivity to all major cities and ports in India. 3 EOI for Selection of Developer -- Industrial Area at Kiratpur (Jilwani), Hoshangabad District, Madhya Pradesh 5.0 Availability of Water for the proposed industrial area The water supply for Kiratpur (Jilwani) is proposed to be made available from existing ground water sources. The ground water availability is very good with the ground water table available at a depth of 50-100m. 6.0 Implementation of the Project To be conceived, designed, financed, implemented, operated and maintained by a single private developer under Public Private Participation (PPP) framework. The developer shall be responsible for development of entire 529 acres of area as an industrial area by constructing basic infrastructure, market the industrial area, allot the industrial plots to industrial unit holders and maintain the industrial area in accordance as per the good governance practices. He will be allowed to charge the premium/ lease rentals, development charges and user charges from the unit holders. 7.0 Project Development Activities undertaken till date • Master Planning of the entire Project area is completed and submitted to Town and Country Planning Department, Hoshangabad for approval • Cost estimates of the infrastructure components are prepared • Draft financial modelling of the project area is completed • Approval available from State Electricity Department, available for abstraction of electricity from nearby 132/33 KV substation and laying 11 KV electrical distribution network system. 8.0 Marketing activities undertaken by MPAKVN (Bhopal) MPAKVN (B) has initiated marketing the Project area by advertising for interested unit holders at predetermined rates to interested industrialists. It is proposed that the information of interested industrialists would be given to the developer. It is also in the pipe line that some multinational companies are showing interest in taking large single land parcels in the industrial area. Upon further development, these proposals and interested industrial units shall be handed over to the developer 9.0 Estimated Project Cost The Project cost of providing infrastructure to the Project areas is arrived at approximately Rs.40 Crores based on the studies conducted by the Consultant. 4 EOI for Selection of Developer -- Industrial Area at Kiratpur (Jilwani), Hoshangabad District, Madhya Pradesh 10.0 Envisaged Role of Developer • Development of internal infrastructure such as roads, water supply, electrical power supply, street lights, horticultural works, High Master Lights etc • Market the industrial area at local/ national level for allotment to interested unit holders • Allot the plots by way of subleasing to interested industrialists at predetermined rates • Collect revenue in terms of lease rentals. User charges etc from the unit holders • Maintain the industrial area in best condition during the authorisation period • Handover the industrial area after lease period to MPAKVN at zero cost 11.0 Envisaged Role of MPAKVN (B) • Enter into binding lease deed with the developer with provision of subleasing • Facilitate the developer in getting all necessary approvals from concerned departments for implementation of the Project 12.0 Eligibility criteria i. The applicant should be a large industrial house or established firm / infrastructure developer/ company based on nationally or internationally with a proven track record in structuring/ implementing large industrial infrastructure projects ii. The applicant should have average annual turnover of at least Rs.20 Cr in previous three years iii. The applicant should have a minimum tangible net worth of Rs.10 Cr as per the audited financial results of the preceding financial year 13.0 Selection Process These EOIs are issued only with a purpose of collection of information from interested industrial houses or developers and MPAKVN reserves the right to proceed ahead with the Project on PPP or not. However, the applications received shall be reviewed carefully and interactions with the applicants may likely to take place before finalisation of Project terms and conditions. 14.0 What the applicant has to do now Interest applicants can download from the website www.mpakvnbhopal,nic.in. In particular, Pachmarhi Biosphere Reserve (PBR) regions (Districts Hoshangabad, Betul and Chindwara) of MP comprises a vast range of reptiles, especially herpetofauna yet unexplored from the conservation point of view. Earlier inventory herpetofaunal study conducted in 2005 at MP and Chhattisgarh (CG) reported 6 snake families included 39 species. After this preliminary report, no literature existing regarding snake diversity of this region. This situation incited us to update the snake diversity of PBR regions. From 2010 to 2012, we conducted a detailed field study and recorded 31 species of 6 snake families (Boidae, Colubridae, Elapidae, Typhlopidea, Uropeltidae, and Viperidae) in Hoshanagbad District (Satpura Tiger Reserve) and PBR regions. Besides, we found the occurrence of Boiga forsteni and Coelognatus helena monticollaris (Colubridae), which was not previously reported in PBR region. Among the recorded, 9 species were Lower Risk – least concerned (LR-lc), 20 were of Lower Risk – near threatened (LR-nt), 1 is Endangered (EN) and 1 is vulnerable (VU) according to International Union for Conservation of Nature (IUCN) status.
