EOI for Selection of Developer -- Industrial Area at Mohasa (Babai), Hoshangabad District, Madhya Pradesh INVITING EXPRESSION OF INTEREST (EOI) FOR DEVELOPMENT OF INDUSTRIAL PARK / PROJECT AT Mohasa (Babai), Dist. Hoshangabad. 1.0 Background MP AUDYOGIK KENDRA VIKAS NIGAM (BHOPAL) Ltd., (Subsidiary of MPTRIFAC Ltd.), is a Government organisation which has been entrusted with the responsibility of Industrial promotion through development of Industrial Growth Centers in selected areas of its jurisdiction in the State of Madhya Pradesh. Many Industrial areas such as Pilukhedi, Mandideep, etc, have been already developed and are running successfully in the state. In continuation with the same vision, development of multi product Industrial area at Mohasa (Babai), district Hoshangabad in an area of 1678.43 acres was conceptualized. 2.0 Location The proposed industrial area lies in 8 Villages namely Mohasa, Madhavan, Jhasar seth, goradiamoti, Peelikharar, chaplasar, Makodia, Sanghakheda Kala and all are located in Babai Tehsil of Hoshangabad district in the state of Madhya Pradesh. These are villages in Hoshangabad district located approximately 18 Km from Hoshangabad towards Pipariya road. It lies in the south of the city of Hoshangabad as indicated in the map below. Itarsi is approximately 21 km from the village and is known as the commercial hub for agricultural goods, and is famous as important railway junction of the country. Site connectivity details are shown in figure 1 below. SITE LOCATION PLAN Figure 2 : Site location Plan 3.0 Proposal MPAKVN (B) proposes to allot 1678.43 acres of land, as a single plot in Mohasa, Babai to developers on long lease, for development of industrial Area, with a clause for sub-leasing. 4.0 Demand Drivers Mohasa (Babai) industrial area is located in Hoshangabad District which is well known as a rich agriculture area with major crops such as Wheat,Soya, Jowar etc. This area is also located near integrated logistics hub at Powerkheda near Itarsi, which will help in harnessing the full potential of the 3 EOI for Selection of Developer -- Industrial Area at Mohasa (Babai), Hoshangabad District, Madhya Pradesh industrial area, In addition to this, Itarsi Railway Junction itself, is a major transit point in West Central Railway Zone offering very good connectivity to all major cities and ports in India. The industrial area is located near to Narmada River (i.e., 8 Km) and there is assured water availability of 5 Mgd to the industrial area. On account of this, the area would be suitable for water intensive industries also. 5.0 Road Connectivity Road connectivity of the site from State Capital Bhopal via Hoshangabad District is as given below: From To Distance Road details (Km) Bhopal Hoshangabad 75 NH 69 Hoshangabad Babai Village 18 SH 22 Achalkheda Proposed 6 Minor Road (1.6 Km Village near industrial area is PWD road and 3.4 babai Km is proposed by MPAKVN) Total distance 99 The site is located at a distance of 21 Km from Itarsi Town. 6.0 Availability of Water for the proposed industrial area Approval is available from Water Resources Department for abstracting 5 MGD water from Narmada River which is located at a distance of 8 Km from the industrial area. In addition to the above, the ground water availability is very good with the ground water table available at a depth of 30-40m. 7.0 Implementation of the Project To be conceived, designed, financed, implemented, operated and maintained by a single private developer under Public Private Participation (PPP) framework. The developer shall be responsible for development of entire 1678.43 acres of area as an industrial area by constructing basic infrastructure, market the industrial area, allot the industrial plots to industrial unit holders and maintain the industrial area in accordance as per the good governance practices. He will be allowed to charge the premium/ lease rentals, development charges and user charges from the unit holders. 4 EOI for Selection of Developer -- Industrial Area at Mohasa (Babai), Hoshangabad District, Madhya Pradesh 8.0 Project Development Activities undertaken till date • Master Planning of the entire Project area is completed and submitted to Town and Country Planning Department, Hoshangabad for approval • Cost estimates of the infrastructure components are prepared • Approval for withdrawal of 5 MGD of water from Narmada river, lying at a distance of 8 Km from the Project area for use of the industrial area from water resources department • EIA activities have been initiated for phase I of the project area considering the project under Category 7 (C) • Draft financial modelling of the project area is completed • Land acquisition for the approach road for the Project (3.4 Km) is initiated • Approval available from State Electricity Department, for abstraction of electricity from nearby 132/33 KV substation and laying of 11 KV electrical distribution network system. 9.0 Marketing activities undertaken by MPAKVN (Bhopal) MPAKVN (B) has initiated marketing the Project area by advertising for interested unit holders at predetermined rates to interested industrialists. It is proposed that the information of interested industrialists would be given to the developer. It is also in the pipe line that some multinational companies are showing interest in taking large single land parcels in the industrial area. Upon further development, these proposals and interested industrial units shall be handed over to the developer 10.0 Estimated Project Cost The Project cost of providing infrastructure to the Project areas is arrived at approximately Rs.220 Crores based on the studies conducted by the Consultant. 11.0 Envisaged Role of Developer • Construction of approach road of 3.3 Km length in Cement Concrete of 7m carriage way for which land acquisition would be taken up by MPAKVN Bhopal • Construction of intake well of 5 MGD capacity located at a distance of approximately 8 Km from tthe site and supply of water to the industrial area • Construction of Water Treatment inside the industrial area • Laying of power supply distribution line from nearby Gujarwada substation to the Project area • Development of internal infrastructure such as roads, water supply, electrical power supply, street lights, horticultural works, High Mast Lights etc 5 EOI for Selection of Developer -- Industrial Area at Mohasa (Babai), Hoshangabad District, Madhya Pradesh • Market the industrial area at local/ national level for allotment to interested unit holders • Allot the plots by way of subleasing to interested industrialists at predetermined rates • Collect revenue in terms of lease rentals. User charges etc from the unit holders • Maintain the industrial area in best condition during the authorisation period • Handover the industrial area after lease period to MPAKVN at zero cost 12.0 Envisaged Role of MPAKVN (B) • Facilitate the developer by way of land acquisition for approach road, land acquisition of laying of water supply transmission main etc • Enter into binding lease deed with the developer with provision of subleasing • Facilitate the developer in getting all necessary approvals from concerned departments for implementation of the Project 13.0 Eligibility criteria i. The applicant should be a large industrial house or established firm / infrastructure developer/ company based on nationally or internationally with a proven track record in structuring/ implementing large industrial infrastructure projects ii. The applicant should have a average annual turnover of at least Rs.100 Cr in the previous three financial years iii. The applicant should have a minimum tangible net worth of Rs.50 Cr as per the audited financial results of the preceding financial year 14.0 Selection Process These EOIs are issued only with a purpose of collection of information from interested industrial houses or developers and MPAKVN reserves the right to proceed ahead with the Project on PPP or not. However, the applications received shall be reviewed carefully and interactions with the applicants may likely to take place before finalisation of Project terms and conditions. 15.0 What the applicant has to do now Interest applicants can download from the website www.mpakvnbhopal,nic.in. In particular, Pachmarhi Biosphere Reserve (PBR) regions (Districts Hoshangabad, Betul and Chindwara) of MP comprises a vast range of reptiles, especially herpetofauna yet unexplored from the conservation point of view. Earlier inventory herpetofaunal study conducted in 2005 at MP and Chhattisgarh (CG) reported 6 snake families included 39 species. After this preliminary report, no literature existing regarding snake diversity of this region. This situation incited us to update the snake diversity of PBR regions. From 2010 to 2012, we conducted a detailed field study and recorded 31 species of 6 snake families (Boidae, Colubridae, Elapidae, Typhlopidea, Uropeltidae, and Viperidae) in Hoshanagbad District (Satpura Tiger Reserve) and PBR regions. Besides, we found the occurrence of Boiga forsteni and Coelognatus helena monticollaris (Colubridae), which was not previously reported in PBR region. Among the recorded, 9 species were Lower Risk – least concerned (LR-lc), 20 were of Lower Risk – near threatened (LR-nt), 1 is Endangered (EN) and 1 is vulnerable (VU) according to International Union for Conservation of Nature (IUCN) status.

    Build Your Own Success Story! FOREST OF MADHYA PRADESH As per the report (ISFR) MP has the largest forest cover in the country followed by Arunachal Pradesh and Chhattisgarh. Forest Cover (Area-wise): Madhya Pradesh> Arunachal Pradesh> Chhattisgarh> Odisha> Maharashtra. Forest Cover (Percentage): Mizoram (85.4%)> Arunachal Pradesh (79.63%)> Meghalaya (76.33%) According to India State of Forest Report the recorded forest area of the state is 94,689 sq. km which is 30.72% of its geographical area. According to Indian state of forest Report (ISFR – 2019) the total forest cover in M.P. increased to 77,482.49 sq km which is 25.14% of the states geographical area. The forest area in MP is increased by 68.49 sq km. The first forest policy of Madhya Pradesh was made in 1952 and the second forest policy was made in 2005. Madhya Pradesh has a total of 925 forest villages of which 98 forest villages are deserted or located in national part and sanctuaries. MP is the first state to nationalise 100% of the forests. Among the districts, Balaghat has the densest forest cover, with 53.44 per cent of its area covered by forests. Ujjain (0.59 per cent) has the least forest cover among the districts In terms of forest canopy density classes: Very dense forest covers an area of 6676 sq km (2.17%) of the geograhical area. Moderately dense forest covers an area of 34, 341 sqkm (11.14% of geograhical area). Open forest covers an area of 36, 465 sq km (11.83% of geographical area) Madhya Pradesh has 0.06 sq km.

General Characteristics of the District The district takes its own name from the head quarters town Hoshangabad which was founded by "SULTAN HUSHANG SHAH GORI", the second king of Mandu (Malwa) in ealry 15th century. 1.1 Location & Geographical Area. Hoshangabad district lies in the central Narmada Valley covering an area of 5408.23 sq.km, and lies on the northern fringe of the Satpura Plateau.

Industries in Madhya Pradesh, are largely natural resources driven. It has abundant natural wealth in the form of Lime Stone, Coal, Bauxite, Iron, Diamond ore, Silica and so on and crops like Soya, Cotton, Wheat Paddy etc. The State has a strong industrial setup in the sectors such as Auto, Textile, Cement and Soya/Textile processing units. The Major Central Public Sectors Undertaking like :- BHEL Bhopal, National Fertilizer Ltd. Vijaypur Dist. Guna, Security Paper Mill Hoshangabad, Currency Printing Press, Bank Note Press, Dewas, Opium Alkaloid Factory Neemuch, Ordnance Factory Itarsi, Gun Carriage Factory Jabalpur and Nepa Mills, Nepa Nagar etc. are also located in the State . In Madhya Pradesh there are about 14,000 industries/project located in different parts of the State. Out of the above 1,426 industries are registered with. M.P. Pollution Control Board issued authorization to 1568 units under Hazardous Waste (Management, Handling & Trans-boundary Movement) Rules 2008. Out of these 598 are Large/Medium 2 scale industries, where as 970 are Small Scale units. The main source of generation of hazardous waste from most of the industries is waste/spent oil whereas the manufacturing process also contribute to the generation of hazardous waste to a considerable extent.
