Office of the Adjutant General HISTORICAL AND BIOGRAPHICAL NOTES Since 1808, Missouri has had an organized standing militia. In 1820, when the state constitution was drafted, the founders recognized the need to maintain a state militia and created an act to establish the Office of the Adjutant General to oversee this militia. The first Adjutant General appointed was John O’Fallon, the nephew of territorial governor William Clark. The Adjutant General is the military secretary and chief of staff to the governor of Missouri, as well as the administrative head of the military establishment of the state. Currently, this includes the Missouri Military Council and the Missouri Army and Air National Guards. The Adjutant General must also perform other military duties as ordered by the governor and is responsible for the maintenance of the personnel records of the Missouri National Guard. In 1877, the Twenty-Ninth General Assembly passed a new militia law that officially named the state volunteer militia the “National Guard, State of Missouri” (Laws of Missouri, 1877, p298-309). The federal Militia Act of 1903 required that the state National Guard units’ organization, equipment, arms and discipline be consistent with that of the regular army; provided federal funds for equipment, training and summer encampments, and codified when state troops could be federalized. The revised National Defense Act of 1916, mandated the term “National Guard,” which was already in use in Missouri; increased the number of drills from 24 to 48 annually and annual training from 5 to 15 days; and provided federal payment for drills. In addition, the National Defense Act of 1916 gave states the authority to organize military reserve units for duty when the National Guard was federalized. Missouri created reserve units, often referred to as the State Guard, during both World War I and World War II. The 1933 National Mobilization Act placed the states’ National Guard on permanent federal status under the U.S. Army, which ensured that National Guard units would remain intact when called into federal service. The National Defense Act of 1947 established the Air National Guard as a separate entity. In 1974, as part of the Omnibus State Reorganization Act, the Office of Adjutant General was moved from the direct control of the governor to the newly created Department of Public Safety.
