Grievance Redress Mechanism 3 Due Diligence Report for construction of PS Office Building with Library EXECUTIVE SUMMARY The sub project details indicate that the works under the subproject involve construction of a 3- story melty purpose building together with the office and the Library for the PS Narammala. The land allocated for the subproject is belongs to the PS. However, the existing old library building which is located in the same land that proposed for the sub Project will have to be demolished in order to construct the new building. Therefore, there are no impacts of resettlement or on indigenous people. Initial screening of resettlement and indigenous people, show that the subproject is categorized as category “C” in both aspects The filed visits and discussions with relevant government officials revealed that the subproject does not involve any activities on any private land and the works do not involve permanent displacement of livelihood of any citizens in the subproject areas. The existing Library is very old and does not have adequate space to cater to the demand of the readers in the Sub Project area. Even though the users of the existing library would be temporarily inconvenienced with the demolishing of this old building the PS has ensured that they would be able to use the other two libraries in the PS area. After the new library is built they will be provided with better services. Public consultations revealed that the subproject would have positive social and economic benefits to the citizens without affecting their land or livelihoods and there are no indigenous people present in the subproject area. It can be concluded that the sub-project would result in provision of a better more complete service to the residents of the subproject area including women and children in improving their life styles without affecting their land and or livelihoods. It would also improve the education facilities to students thus improving their levels of education. 4 I. BACKGROUND A. Introduction: The Local Government Enhancement Sector Project (LGESP) is a key infrastructure initiative of the Government of Sri Lanka, and aims to improve local infrastructure, and services delivered effectively by local authorities in less developed areas in Sri Lanka. Participating local authorities will implement subprojects in the areas of roads and bridges, water supply and sanitation, drainage, solid waste management, and other basic facilities including health centers and public markets. Funds for these subprojects will be obtained as grants from the Ministry of Provincial Councils and Local Government. To continue the support to the initiatives of the Government through the current project and on solving the problems in areas affected by Chronic Kidney Diseases and further the support in service delivery improvement and capacity building in local authorities, ADB and government have agreed on an additional financing component which will (i) support implementation of water supply schemes in areas affected by chronic kidney diseases and enable the availability of safe drinking water to the vulnerable section of these areas; (ii) Support infrastructure delivery in 29 additional Pradeshiya Sabhas; and (iii) extending the support for capacity building initiatives under the project. Most physical work associated with subprojects will take place within existing government- owned locations and minimize involuntary resettlement impacts (land acquisition and physical or economic displacement of people). During project preparation, assessments and field observations for identified subprojects reveal that there are remote possibilities of resettlement impacts in any of the subprojects. The filed observations in the subproject for which this DDR is prepared indicate that there would be no resettlement impacts there is no presence of Indigenous people in this subproject area. B. Proposed Sub -Project Component This due diligence report is prepared for proposed multipurpose building (PS office building with library) for Narammala Pradeshiya Sabha under the additional financing component of the Local Government Enhancement Sector Project. The Sub-project is designed to construct a new office building with a library for the Narammala PS. The existing office of Narammala Pradeshiya Sabha is located in Narammala town adjacent to Negambo - Kuruengala road. It is a single-story building comprising the PS office, office rooms of Chairman and Secretary, Meeting hall, Conference room, Record Room and the Council Chamber. II. SUBPROJECT DESCRIPTION The existing building is over 36 years old and in a dilapidated condition. It is inconvenient for both the workers of the PS office and the patrons who visit the PS office for official purpose. This is significant since many community members visit the PS office regularly. The existing PS library is also very old and does not have enough space to carry books. Hence the library 5 cannot be upgraded even if there is a big demand in the area for a public library. There are four sections in the office and the space in the building is inadequate to carry out the activities of these sections conveniently and efficiently. The office is very crowded which causes great inconvenience to the public who visit PS office for PS services. Lack of space in the building has also become a hindrance to expand the activities of the PS and to provide better facilities to the public with modern equipment in a more efficient manner. There is no meeting hall in Narammala town spacious enough to accommodate a large gathering in a meeting, training work shop or conference. Many including officials representing libraries and preschool wardens, who attended the consultative meeting expressed that not having a place large enough in the PS office to hold meetings is a great hindrance to their activities. Members of the PS too complained that a large number of people come to PS for various purposes, and due to lack of space in the office, they have to undergo many hardships. They further pointed out that not having a proper place in the PS office for the members too is a disgraceful situation. A more spacious office with a better arrangement on service facilities would benefit the public in getting services from the PS more efficiently and conveniently. There are 03 libraries maintained by the PS in the area, all of these are very small consisting with only lending and reading sections. They do not have the modern facilities required by present day children. The largest and the main library out of all these also have only a lending and reading section. The existing library is housed in this particular old building over 20 years having a floor area of about 120 sqm. It has about 10,000 books but does not have sufficient space to store properly. The membership in the library is 2,300. None of the libraries in the area has the facilities to qualify for even the lowest grade. A library with essential books, magazines, periodicals and other modern facilities will help to improve the knowledge and education standard of the children in Narammala as well as those in other areas of PS. An up-to-date library will be an asset for the adult population as well as to improve their knowledge. As a priority need the officials of the PS in consultation with the community have decided to construct a three-storied building for PS office building with a library at Narammala town. Land selected for the sub project is situated about 1 km from Narammala town on Negambo - Kuliyapitiya road. The site is the land where the existing old library is located. The ownership of the site is completely with the PS. Confirmation of land ownership of the proposed site area is shown in Annexure 2. 6 The details of the works to be taken up under the subproject are given Table 1 and 2 below.
