NYS Department of State safetyOFPC ALERT October NY STATE FIRE 2009 Ford Recalls 4.5 Million Additional Vehicles In Switch Recall Faulty Part Could Cause Fire; Largest Recall In Ford’s History Ford Motor Co. says it will add 4.5 million older-model vehicles to the list of those recalled because a defective cruise control switch could cause a fire. Ford says 1.1 million Ford Windstar minivans will be recalled for repairs due to a small risk of fires. The company says another 3.4 million Ford, Lincoln and Mercury vehicles with the same switches also will be recalled even though there have been no reports of fires. Those vehicles mainly are trucks and SUVs. All vehicles covered by the recall are from the 1992 to 2003 model years. This is Ford’s seventh recall due to the Texas Instruments speed control switches. The recalls cover a total of 14.3 million vehicles and combined are the largest in Ford’s history Summary of the Ford Fire Recalls Both the National Highway Traffic Safety Administration and Ford Motor Co. have issued several recalls of millions of Ford, Lincoln and Mercury vehicles as a result of a defective cruise control switch that can lead to a spontaneous fire, even when the vehicle is turned off, parked and unattended. The most recent of this Ford cruise control recalls occurred on September 9, 2008, when the National Highway Traffic and Safety Administration re-recalled millions of Ford, Lincoln and Mercury SUV’s pickup trucks, vans and cars. This advisory was the second recall warning from the safety agency issued in 2008 and is meant to bring in nearly 5 million cars, trucks and SUVs which still have not been brought in for repair since an earlier recall of 12 million vehicles in February 2008. -

As part of its mission to reduce fatalities and injuries, since model year 2001 NHTSA has included rollover information as part of its NCAP ratings. One of the primary means of assessing rollover risk is the static stability factor (SSF), a measurement of a vehicle’s resistance to rollover. The higher the SSF, the lower the rollover risk. -

MITCHELL 1 ARTICLE - D - ADJUSTMENTS 1991 ENGINE PERFORMANCE Ford/Mercury - On-Vehicle Adjustments Page 1 of 3 Back To Article D - ADJUSTMENTS 1991 ENGINE PERFORMANCE Ford/Mercury - On-Vehicle Adjustments ADJUSTMENTS ENGINE MECHANICAL Before beginning any on-vehicle adjustments to fuel or ignition systems, ensure engine mechanical condition is okay. VALVE CLEARANCE NOTE: All models are equipped with hydraulic lash adjusters. No adjustments are required. IGNITION TIMING CAPRI 1. Place automatic transmission in Park or manual transmission in Neutral. Disconnect and plug hoses attached to vacuum diaphragm assembly on distributor. Connect tachometer and timing light. Turn off all electrical loads. 2. Start engine, and warm it to operating temperature. Ensure idle speed is set to specification, adjusting if necessary. See IDLE SPEED & MIXTURE . Determine initial timing. See IGNITION TIMING table. If base timing is not correct, loosen distributor mounting bolts and rotate distributor until marks align. Tighten bolts to 14-18 ft. lbs. (19-25 N.m). 3. Increase engine RPM while observing timing light. Verify ignition timing advances. For Turbo models, go to step 5). For non-Turbo models, continue with step 4). 4. On non-Turbo models, apply 16 in. Hg vacuum to chamber "A". Verify timing advances by 26-30 degrees. Remove vacuum source from chamber "A". Apply 8 in. Hg vacuum to chamber "B" while observing timing. Verify timing advances by 3-7 degrees. Stop engine, and remove test equipment. 5. On Turbo models, apply 20 in. Hg vacuum to advance diaphragm. Verify timing advances by 13-17 degrees. Disconnect vacuum source. Apply 8 psi (.6 kg/cm2 ) pressure to advance diaphragm. -

Switches & Instrument Panels - Standard DESCRIPTION & OPERATION Instrument panel on Capri contains a speedometer, tachometer, fuel, water temperature, oil pressure and voltmeter gauges. A boost gauge is incorporated into the tachometer on turbo models. Instrument panel is equipped with indicator/warning lights for charging system, air bag, manual shift, seat belt, turn signals, high beam and brakes. A CHECK ENGINE light, located on instrument panel, illuminates if a computerized engine control fault occurs with engine running. Instrument panel on Festiva contains a speedometer, fuel and water temperature gauges. Instrument panel is equipped with indicator/warning lights for charging system, oil pressure, seat belt, rear defogger, turn signals, high beam and brakes. A CHECK ENGINE light, located on instrument panel, illuminates if a computerized engine control fault occurs with engine running. CAUTION: On models with Supplemental Restraint System (SRS), observe safety precautions. The air bag system is powered directly from the battery and back-up power supply. Before any repairs are performed, disconnect and shield battery ground cable. Disconnect the back-up power supply BEFORE servicing ANY air bag component. Use caution when working near steering column. Air bag could accidentally deploy at any time. TROUBLE SHOOTING NOTE: Ensure continuity exists between chassis ground and Black wire of instrument panel connector, especially if fault exists in multiple gauge circuits. -

FOUR-CYLINDER ENGINE SECTION 1.6L OHV “KENT” ENGINE Open-wheel racing enthusiasts associate this overhead valve design with the long-lived international Formula Ford series, the starting point for many professional drivers. Most of the combustion chamber is in a dished piston, where the mating cylinder head face is nearly flat. Production for European models (Cortina, Capri and Fiesta) is now phased out. Ford Racing sold numerous production-type parts for Formula Ford competition. 1.6L/1.8L/1.9L/2.0L SOHC “CVH” OR “SPI” ENGINES The two-valve CVH (Canted Valve Hemispherical) engine was introduced with the 1981 Escort and 1.6L/1.9L CVH 2.3L OHC (Turbo-Intercooled) later used in Focus. The layout is also called “Cam in head,” because it resembles a classic overhead valve geometry. A single overhead camshaft lifts up hydraulic lash adjustors, linking individually mounted rocker arms to valves “canted” at angles relative to the cam axis, as well as front to rear, to match the shallow hemispherical chamber. Manufactured at Dearborn (Mich.) Engine Plant, it was replaced by the Duratec® HE engine family. 1.6L/1.8L/2.0L DOHC MAZDA® ENGINES In the early 1990s, Mazda®-manufactured four-valve engines were shared with Ford applications. The 1.6L was introduced on 1991 2.3L/2.5L HSC 2.0L OHC Australian-made Mercury Capri (including a turbocharged variant), the 1.8L on 1991 Escort GT, and the 2.0L on the 1993 Probe. Ford Racing developed for the SOHC, including a partnership 178 horsepower in North American Fusion and parts were not developed for this iron-block ® architecture, which was replaced by the Zetec® with Esslinger Engineering for an aluminum Escape applications.
