BOOKMARK NOT DEFINED. 3 1 Uvod Problem ugroženosti i očuvanja životne sredine sve više dobija na značaju . Svjedoci smo različitih aktivnosti koje su praćene što političkim odlukama na najvišim nivoima što medijskom promocijom i kampanjama za podizanje javne svijesti . Uprkos stalnim naporima problemi životne sredine su sve izraženiji i kompleksniji . Globalni pristup sagledavanja problema životne sredine je opšte prihvaćen te postoje elementi pritiska i motivacije na sve zemlje svijeta da slijede opšte odluke koje se tiču očuvanja prirode . Trenutno opredjeljenje je da se problemi prepoznaju i rješavaju na lokalnom nivou tamo gdje i nastaju i gdije su najizraženij (razmišljaj o cijelom svijetu djeluj u svojoj okolini) . Zakonskom regulativom, tačnije Zakonom o zaštiti životne sredine („Sl. glasnik RS“ broj: 53/02), u odredbama člana51., navodi se da jedinice lokalne samouprave donose lokalne programe zaštite životne sredine za period od 6. godina , koji usvajaju skupštine lokalne samouprave. Načelnik opštine Milići donio je Rješenje broj : 02-020-49/13 od 15.10.2013 o imenovanju tima za izraduLEAP-a opštine Milići . Povod za izradu Plana pored zakonske obaveze je potreba za uređenjem ove oblasti kako od strane građana tako i od neophodnosti za rješenje ove problematike. lokalni program zaštite životne sredine treba da obradi sledeće oblasti : Čistoća životne sredine, Drenaža bujičnih voda, Tretiranje, prikupljanje, drenaža i prečišćavanje kanalizacije na području grada Tretiranje otpada na području opštine, Zaštita od buke, vibracija i zagađenosti vazduha nastale kao rezultat aktivnosti javnosti i javnih usluga, npr ugostiteljstva, postrojenja, veleprodaje... Organizovanje lokalnog transporta, Snabdjevanje vodom za piće, Lokalno upravljanje energijom, Upravljanje zelenim površinama i loklanim prirodnim zaštićenim područjima. Izrada plana vrši se u saradnji sa nadležnim organima uprave, predstavnicima privrednih organizacija i udruženja koje se bave pitanjima zaštite životne sredine. LEAP se donosi na period od šest godina (2014-2020.) i može se revidirati, a stavlja se na uvid javnosti svake godine. Plan je izradila radna grupa, imenovana od strane načelnika opštine Milići, u sastavu: 1. Marko Savić 2. Rada Đokanović 3. Rajko Dukić 4. Zoran Stjepanović i 5. Mirsad Čizmić Uključenje javnosti predviđeno je kroz javnu raspravu o dokumentu . Grupa za izradu će napraviti plan javne rasprave kada će sa dokumentom upoznati sve zainteresovane strane na lokalnom nivou . 4 LOKALNI EKOLOŠKI AKCIONI PLAN OPŠTINE MILIĆI 2 Šta je LEAP Na Konferenciji Ujedinjenih Nacija o životnoj sredini i razvoju koja je održana 1992. godine u Rio de Ženeiru usvojena je "Agenda 21" koja održava globalni konsenzus i visok stepen političke saglasnosti o neodvojivosti razvoja i životne sredine i obraduje najznačajnije globalne ekološke probleme sa kojima se čovečanstvo suočava. Na ministarskoj konferenciji "Životna sredina Evrope", održanoj 1993. godine u Lucernu potpisan je "Ekološki akcioni program za centralnu i istočnu Evropu". Osnovni princip ovog dokumenta je da se pitanja zaštite životne sredine neposredno uključe u proces ekonomske obnove. EAP(Environmental Action Program - program ekoloških akcija za centralnu i istočnu Evropu) se smatra privremenim, srednjoročnim programom, sa ciljem da pomaže zemljama centralne i istočne Evrope da dostignu zapadne standarde u očuvanju i unapređenju životne sredine. On donosi okvire za utvrdivanje prioriteta i za razvoj realnih, efikasnih i ekonomsko racionalnih rešenja. Jedan od osnovnih zadataka EAP-a je da osnaži planiranje zaštite životne sredine na lokalnom nivou. U većini zemalja centralne i istočne Evrope u toku je proces uspostavljanja Nacionalnih ekoloških akcionih planova (NEAP - National Environmental Action Program). Ovaj proces se odvija uz manje ili veće prepreke koje su posledica nagomilanih ekoloških problema kao i trenutnog društveno - ekonomskog stanja tih zemalja, odnosno opštih teškoća da se planovi prevedu u konkretnu akciju. I pored činjenice da EAP potencira lokalne inicijative, nije usledilo adekvatno uobličavanje programa za lokalne zajednice. Sve je to navelo pojedine lokalne zajednice da pristupe izradi sopstvenih planova za zaštitu i unapredjenje životne sredine, zasnovane, pre svega, na prioritetima tih zajednica i metodologiji EAP-a. Pokazalo se da se na lokalnom nivou mogu lakše identifikovati i primeniti preporuke i metodologija za izradu planova i programa ekoloških akcija. Postupajući po ovoj metodologiji mnogi gradovi u zemljama istočne Evrope doneli su svoje ekološke akcioni programe: Trojan i Stara Zagora - Bugarska, Elk i Radom - Poljska, Šatoraljaujhelji - Mađarska, Sveti Nikola i Kavadarci - Makedonija. Donošenje ovih programa i njihova realizacija bila je pomognuta od međunarodne zajednice. Ovo su bili prvi lokalni planovi a danas veliki broj opština i gradova ovog regiona ima usvojene lokalne planove . Lokalni ekološki akcioni plan donosi: ▪ poboljšanje razumevanja ekoloških problema na lokalnom nivou, ▪ rangiranje problema u odnosu na ljudsko zdravlje, eko - sisteme, kvalitet života uopšte, ▪ racionalno usmeravanje ograničenih sredstava na prioritetne probleme, ▪ uobličavanje LEAP-a koji u potpunosti uključuje tehnička, politička i upravljačka rešenja Razlozi za sprovođenje LEAP-a su: ▪ unapređenje saradnje unutar sektora i među-sektorski, ▪ doprinos stvaranju partnerskih odnosa na lokalnom nivou, ▪ unapređuje mogućnost učestvovanja gradjana u donošenju odluka koje se tiču životne sredine ▪ povećava nivo informisanosti i znanja o ekološkim problemima, ▪ donosi više stručnosti u kreiranju ekološke politike, ▪ pomaže procesu uspostavljanja prioriteta, ▪ otkriva nedovoljno istražena i ugrožena područja u oblasti životne sredine, ▪ povećava mogućnost lokalnih zajednica da se suoče sa ekološkim problemima, ▪ doprinose izgradnji konsenzusa o ekološkim prioritetima, ▪ ohrabruje ekonomski racionalno donošenje odluka, ▪ doprinosi očuvanju i poboljšanju ekoloških uslova. Donošenje Ekološkog akcionog plana podrazumeva aktivno učešće javnosti tokom celog procesa a uspešnim uključivanjem javnosti u proces ostvaruje se dvosmerna komunikacija: 5 LOKALNI EKOLOŠKI AKCIONI PLAN OPŠTINE MILIĆI ▪ učešće javnosti znači podizanje svesti kroz informisanje i obrazovanje članova zajednice o obimu i ciljevima donošenja, ekološkim temama i prioritetima i mogućim akcijama za rad na najvišim prioritetima, - LEAP obuhvata traganje za idejama, razmišljanjima i mišljenjima građana, čime se osigurava da prioriteti i rešenja odražavaju ono što smatra zajednica kao celina. Proces donošenja, prema dosadašnjim iskustvima, traje oko 2 godine. Njima se sistematišu saznanja o stanju životne sredine i utvrduju prioriteti za rešavanje najznačajnijih ekoloških problema. On predstavlja, novi kvalitativni pristup životnoj sredini i planiranju razvoja. Njegovom izradom se ne zaustavlja realizacija postojećih planova, već se učešcem i pritiskom javnosti njihova realizacija podstiče. Faze LEAP-a su: ▪ Planiranje i početak projekta, ▪ Prepoznavanje i rangiranje ekoloških problema sredine, ▪ Izrada programa ekoloških akcija, ▪ Sprovođenje programa ekoloških akcija i ▪ Praćenje i vrednovanje lokalnih programa ekoloških akcija. Prva faza LEAP-a ukazuje na osnovne probleme životne sredine, planirane promene tehnoloških procesa, potrebu modernizacije opreme, prostornog planiranja, vodosnabdevanja, razvoja održive poljoprivrede i turizma, očuvanja prirodnih i kulturnih vrednosti, ekološkog obrazovanja i na druga pitanja od važnosti za kvalitet života. INTRODUCTION UNHCR conducted a Returnee Monitoring Framework (RMF) study in the Republika Srpska (RS) between 5 January and 3 March 2000. A total of 194 interviews were carried out, covering 30 villages or towns within 12 municipalities, with minority returnees to the RS who had either fully returned or were in the process of return. The purpose of the this study was to gauge the national protection afforded to minority returnees to the RS, the living conditions of returnees, as well as the positive and negative factors which affect the sustainability of return. For example, interviewees were asked questions about security, schools, pensions, health care, etc. Through the 194 interviews, UNHCR was able to obtain information on 681 persons. Broken down by ethnicity, there were 657 Bosniacs, 13 Bosnian Croats, and 11 Other which included Serbs in mixed marriages, people of mixed ethnicity and several people of other nationalities who had immigrated to BH before the conflict. 20% of the study group was over 60 years old (elderly), 54% was between the ages of 19-59, 20% was school age (7-18 years), and 6% was 0-6 years old.

The paper analyses references to UPA in the main agricultural development policies in Bosnia; assesses focus on UPA by extension agents; and analyses urban planning and zoning regulations and budget dedicated to agriculture in many municipalities of Sarajevo region. Semi-structured interviews focused also on economic, environmental, aesthetical and social benefits of UPA.
