The Bureau's overall goal is to strengthen and advance the Nation's science and technology and facilitate their effective application for public benefit. The Institute consists of the Office of Standard Reference Materials and the following divisions: Analytical Chemistry — Polymers — Metallurgy — Inorganic Materials — Reactor Radiation — Physical Chemistry. THE INSTITUTE FOR APPLIED TECHNOLOGY provides technical services to promote the use of available technology and to facilitate technological innovation in industry and Government; cooperates with public and private organizations leading to the development of technological standards (including mandatory safety standards), codes and methods of test; and provides technical advice and services to Government agencies upon request. THE INSTITUTE FOR COMPUTER SCIENCES AND TECHNOLOGY conducts research and provides technical services designed to aid Government agencies in improving cost effec- tiveness in the conduct of their programs through the selection, acquisition, and effective utilization of automatic data processing equipment; and serves as the principal focus within the executive branch for the development of Federal standards for automatic data processing equipment, techniques, and computer languages. Price $1.30 Foreword The National Standard Reference Data System was established in 1963 for the purpose of pro- moting the critical evaluation and dissemination of numerical data of the physical sciences. The pro- gram is coordinated by the Office of Standard Reference Data of the National Bureau of Standards but involves the efforts of many groups in universities, government laboratories, and private indus- try. The primary aim of the program is to provide compilations of critically evaluated physical and chemical property data. These tables are published in the Journal of Physical and Chemical Ref- erence Data, in the NSRDS-NBS series of the National Bureau of Standards, and through other appropriate channels. The task of critical evaluation is carried out in various data centers, each with a well-defined technical scope. A necessary preliminary step to the critical evaluation process is the retrieval from the world scientific literature of all papers falling within the scope of the center. Each center, therefore, builds up a comprehensive well-indexed bibliographical file which forms the base for the evaluation task. Bibliographies derived from these files are published when they appear to be of value to research workers and others interested in the particular technical area. It lists former Fellows from the foundation of the Society in 1783 to October 2002. Most are deceased Fellows up to and including the list given in the RSE Directory 2003 (Session 2002-3) but some former Fellows who left the Society by resignation or were removed from the roll are still living. HISTORY OF THE PROJECT Information on the Fellowship has been kept by the Society in many ways – unpublished sources include Council and Committee Minutes, Card Indices, and correspondence; published sources such as Transactions, Proceedings, Year Books, Billets, Candidates Lists, etc. All have been examined by the compilers, who have found the Minutes, particularly Committee Minutes, to be of variable quality, and it is to be regretted that the Society’s holdings of published billets and candidates lists are incomplete. The late Professor Neil Campbell prepared from these sources a loose-leaf list of some 1500 Ordinary Fellows elected during the Society’s first hundred years. He listed name and forenames, title where applicable and national honours, profession or discipline, position held, some information on membership of the other societies, dates of birth, election to the Society and death or resignation from the Society and reference to a printed biography.

LEE’S PROFESSOR OF CHEMISTRY FOR THE YEAR ENDED 31st July 2003 Over the past year, several members of the Department were honoured in different ways, and we extend our warm congratulations to them all. We are delighted with the election of Professor John Brown to Fellowship of the Royal Society. Professor David Clary was elected to Honorary Membership of the American Academy of Arts and Sciences, as well as being elected a Fellow of the American Association for the Advancement of Science. In addition, he was elected to the Council of the Royal Society, and was awarded the Polanyi Medal of the Gas Kinetics Discussion Group of the Royal Society of Chemistry. Professor Richard Compton was nominated visiting Professor at the University of Săo Paulo in Brazil over the last summer. Professor Jacob Klein was awarded the Prize Lecture of the Colloid and Interface Division of the Japanese Chemical Society, while Professor Paul Madden was awarded the Statistical Mechanics and Simulation Industrial Award of the Royal Society of Chemistry sponsored by Unilever. Professor Richard Wayne was honoured by being chosen as the Hauptvortrag speaker at the 10th Fachbereichstag at the University of Wuppertal. Of our junior members, we note with pleasure that Jay Wadhawan, a 3rd year D.Phil. in Richard Compton’s group, was awarded a two-year Study Abroad Studentship by the Leverhulme Trust, while Susan Perkin, working in Jacob Klein’s group, was elected to a Jowett Senior Scholarship at Balliol. On 30 March, the 77 men who’d already leant their support met at what would be the Chemical Society’s first official meeting; at that meeting, Thomas Graham was unanimously elected to be the Society’s first president. The other main decision made at the 30 March meeting was on the system by which the Chemical Society would be organised: “That the ordinary members shall elect out of their own body, by ballot, a President, four Vice-Presidents, a Treasurer, two Secretaries, and a Council of twelve, four of Introduction whom may be non-resident, by whom the business of the Society shall be conducted.” At the first Annual General Meeting the following year, in March 1842, the Bye Laws were formally enshrined, and the ‘Duty of the President’ was stated: “To preside at all Meetings of the Society and Council. To take the Chair at all ordinary Meetings of the Society, at eight o’clock precisely, and to regulate the order of the proceedings. A Member shall not be eligible as President of the Society for more than two years in succession, but shall be re-eligible after the lapse of one year.” Little has changed in the way presidents are elected; they still have to be a member of the Society and are elected by other members.

He then presented the follow- ing Keport on the state of the Society during the past twelve months : REPORT OF THE COUNCIL. The Council are in the fortunate position of being abie to report that the Society continues to increase and flourish. At the date of the Annual General Meeting last year, the number of Fellows was 2,631 * ; since that date, 170 Fellows have been elected and three reinstated, making a gross total of 2,804. Of these, 23 have been removed for non-payment of subscriptions, and the elections of 2 have become void, 28 have resigned, and 17 have died, leaving a net total of 2,734 Fellows on our list.
