The 69th meeting of Operation & Coordination Committee of MP was held on 25th April 2019 at 10:30 AM at Hotel Kalchuri, MP Tourism , South Civil Lines, Jabalpur. The list of participants is enclosed at Annexure -1.0. The 69th OCCM of MP was hosted by NHDC and the meeting was commenced by lighting of Lamp. Shri S.Shukla, GM(PN&C),NHDC welcomed Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC & Shri S.S.Patel, SE(SLDC). He also welcomed all the dignities to 69th OCCM of MP. He thanked Shri K.K.Parbhakar, C.E.(SLDC) for giving NHDC an opportunity to host the meeting. Shri S.Shukla, GM(PN&C),NHDC stated that NHDC is a joint venture of NVDA & NHPC, the projects of ISP & OSP were complete on time with the installed capacity of 1000MW at ISP & 520MW at OSP. He also mentions that the NHDC has been awarded for its high PAF. NHDC works in coordination with SLDC and provides its support in mitigating the peak demand of MP. He also informed the committee that NHDC in coordination with SLDC has conducted Black Start Mock Drill various times at ISP & OSP. Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 69th OCCM of MP. Chairman OCC stated that there was heavy load shedding prior to commissioning of 1000MW ISP generation as there was no balancing mechanism available to handle peak demand, except thermal generation which was almost constant. After the commissioning of ISP & OSP – 1500MW & at Tons HPS - 315MW thereafter the position of the grid was very much normal. NHDC has always provided its support in grid management during emergency conditions due to which MP is able to comfortably manage the grid since 15yrs and from last 5yrs there is no load shedding in MP. As per CERC new regulation sign reversal has be done, one in every 6th time block and failure to which will attract a penalty of 20% on the entity. NHDC has also supported SLDC to comply with this regulation, even if there was frequent operation of machines at ISP & OSP due to which MP is able to comfortably manage the grid. He also mentioned that the demand patter in May 2019 will be a Flat i.e, the demand will be approximately same through-out the day and hence there will be no lean or peak period. Further he stated that at present one of the concerns is frequent sign reversal as per the CERC 4th amendment. Hence SLDC has put petition in MPEGC , prior to the entities submitting this agenda in MPEGC review meeting, considering real time difficulties and other related issues . He also pointed out that it is also difficult for SLDC to reverse sign in every 6th time block on state level as well as on intra-state level. He also mentioned that SLDC has an intention that there is no undue burden on any entity as every entity makes efforts in supporting the grid and hence as per the proposed DSM procedure to MPEGC, there will be no amount dumped in the pool account as the additional & capping amount collected in the pool account will be distributed / disbursed amongst the entities by pool balancing. He also informed the committee that at present the procedure which was recommended by SLDC in MPEGC has been used for calculating the DSM account for Jan-19 prior to hearing and this method will be used to calculate the DSM till the decision is taken by the commission. He further informed the committee that performance of MP was appreciable all over India as MP was the second state after Telengana who paid the least charges for sign reversal. He stated that in 2018-2019 maximum demand met by MP was 14089MW and Govt. is preparing/assuming that this year demand will be approx.-16000MW and accordingly planning for transmission network and generation is being done. Further he informed the committee that 3-Phase supply was given for 4 Hrs. in night & for 6 Hrs. in day i.e., in two parts. Now as per directions of Govt. of MP the supply shall be given continuously for at least 10 Hrs. i.e., from 10:00PM to 8AM and from 8AM to 6PM and due to which the demand in night will increase which will require scheduling of extra banking power. According to directions of govt. , SLDC will observe the demand pattern for 2-3months and accordingly planning will be done. This year the system was operated economically as well as efficiently. In 2018-2019 the supply was 14% more as compared to last year, there was no load shedding and supply has increased to about 100LU and is expected to increase more in near future.

    Raisen District, Madhya Pradesh Field Visit Report By: Dr. Arpana Kullu, Consultant NRHM-I MoHFW Introduction For the Action based Monitoring of High Focused Districts, first visit was made to the district of Raisen in Madhya Pradesh from 26th April 2010 to 30th April 2010. The facilities visited and key persons visited for monitoring are enumerated in the Table 1 shown below. The monitoring visit, out of 7 blocks, visit was made to 4 blocks and it included interaction with the Health staff including the Medical Officers, Block Programme Managers , Nursing Staff and few ASHA’s , to gain a better understanding of the processes and difficulties in functioning.
