The premier's orders, I'm told, are simple and straight to the point: solve whatever problems there are, solve them at the local level, solve them fast, and get on with the damned project. All of which understandably doesn't make Cashore very happy. He would like to stick to the party's original position which was to have a Full environmental assessment review on the Kemano Completion Project. But that commitment was made before the election, like so many other commitments that now haunt the Harcourt govern ment. Now that the NDP is in power, it finds that it has to com promise on certain principles. Environmental reviews are' nice, but jobs are nicer. Just ask the thousand or so workers who have been idle since Alcan was forced to demobilize the project. Most of those workers are union members, and they're not very amused by Cashore's urge to hold the project up for maybe another year.
Public review will be a short-lived affair Alcan is ready to start mobilizing again. When the project was put on hold last June, the company purchased all the equip ment from the contractors on the site and moth-balled it. There's more than $30 million worth of tunnel-boring machinery and other heavy equipment, waiting to be put to use again. Just how soon that will be depends entirely on the govern ment. If my hunch is correct, the so-called public review will be a very short-lived affair, and work on the project might begin
