Local Playing Conditions and Bylaws for 2001-02 Season General 1. These conditions and bylaws shall be a supplement to the Laws of Cricket. 2. Common sense and the gentlemanly spirit of cricket should always prevail. 3. All matches shall be played on Saturday or on such days as the Association may determine, and on such grounds as shall be arranged by the Association. 4. Four-piece balls will be used in all A-grade matches, and in all B-grade matches which are played on turf. Two-piece balls may be used in B-grade matches played on synthetic . Kookaburra and Platypus balls only may be used. The Start 5. Play in all matches, except finals, will normally start at 1pm unless otherwise agreed at a meeting of del- egates. Play on a Sunday will normally start at 12.30pm. 6. In all finals, play will start at 12.30pm on Saturday and 12 noon on Sunday. 7. A game may only start if each team has at least seven players present. 8. If one team does not have seven players present within five minutes of the scheduled starting time, it shall automatically lose the toss. 9. If either team is unable to start play five minutes after the scheduled starting time has elapsed, the team which is ready and able to play will assume the right to decide who bats and bowls, irrespective of the outcome of any prior toss. 10. The start of play must not be delayed beyond 1.20pm or the side unable to field a team shall forfeit the match. Restrictions and Penalties 11. In A-Grade, all matches in the first round between the teams will be 45 overs per side, with the cut-off time 2 hours 40 minutes after the scheduled starting time. All remaining matches in the season will be 50 overs per side, with the cut-off time 2 hours 45 minutes after the scheduled starting time. 12. In B-Grade, all matches will be 45 overs per side, with cut-off time 2 hours 40 minutes after the scheduled starting time. 13. If any time is lost due to injury, searching for lost balls, etc. it should be noted and taken into consideration when determining the cut-off time. 14. In matches of 45 overs and less, no bowler will be allowed to bowl more than nine six-ball overs. In matches of 46 overs and more, no bowler will be allowed to bowl more than 10 overs. 15. If the team arriving late bowls first, they must still complete the required number of overs by the cut-off time. If the team arriving late bats first, then the bowling team need only bowl the required number of overs, less one per every three full minutes of lost time by the cut-off time. 16. The team bowling first must bowl its full allotment of overs, unless the team which bats first is dismissed. Playing Conditions (cont.) 17. If at the cut-off time the bowling team has not completed the required number of overs, the number com- pleted to that point shall be noted on both scorebooks and when the second team bats, it will receive only the same number of overs that it had started before the cut-off time. 18. If any bowler is allowed to start an illegal 10th or 11th over, any balls bowled and wickets taken shall be credited to the bowler who shall be permitted to finish the over. No-Balls and Wides 19. All no-balls shall be penalised 1 run each, in addition to runs scored off the bat. 20. A ball that pitches on the edge of a synthetic and bounces back on to the pitch area, so that it is within reach of the batsman on strike, shall be called “no-ball”. Any full-toss which reaches the batsman above shoulder-height in his normal batting stance shall also be called no-ball. 21. A bowler shall be limited to two fast short-pitched balls per over. A fast short-pitched ball shall be defined as a ball which passes, or would have passed, above the shoulder of the batsman standing upright at the crease. Should the limit be exceeded then “no-ball” shall be called and Law 42.8 shall apply. 22. A wide ball is a ball which is so high or so wide that it passes out of reach of the striker standing in his nor- mal guard position. As a guide, on the legside a ball landing clearly outside the leg stump and moving further away should be called a wide. Should a batsman move from his guard position, causing the ball to pass out of his reach, then this is not a wide ball. Also, should the batsman move towards a ball bringing it into his reach, then again this is not a wide ball. Intervals 23. Innings breaks should be no more than 15 minutes. Drinks breaks should be no more than five minutes for fielding teams. Two drinks breaks may be permitted during an innings in hot weather. Batsmen or fielders seeking further breaks should seek the permission of the fielding captain (batsmen) or the not-out batsmen (fielders) before drinks are allowed. These drinks must be brought on to the field. Fitness of the Ground and Rain Interruptions 24. The captains will decide the fitness of the ground, weather and light for play. If the captains disagree, the decision shall be left to the official umpires. 25. Alternative pitches can be used if available and both captains agree. Should the pitch or outfield be un- playable after the match has started, play may continue on another pitch or ground if both captains agree. 26. Rain-affected games may be reduced by one over for every six minutes lost if the team batting first has not finished its innings. If the team batting second has started its innings, its overs to be faced may be reduced by one for every four minutes lost through rain (if there is insufficient time or light to complete a full-length game). The target runs will be reduced by calculating the average run rate for the team batting first over its innings and subtracting this amount, multiplied by the overs lost, from the initial target. (ie average run rate). 27. A minimum scheduled amount of 30 overs per side must be faced to constitute a result. Points System 28. The points system for determining the final four teams and their placings will be based on 10 points for a win; 5 points each for a tie; 0.5 points for every wicket taken; 0.04 points for every run scored; 14 points each for a match abandoned due to the unfitness of the pitch for play, or for a match uncompleted due to adverse weather conditions (batting and bowling bonus points not to apply in such matches); 19 points to the team winning on a forfeit; 5 points penalty to the team which forfeits. Playing Conditions (cont.) 29. Points for the Cricketer of the Year will be awarded in qualifying matches (not finals) as follows: 1 point per run; 15 points per wicket; 10 points per catch or stumping; 10 points per run-out to the player who finally threw the ball to effect the run out. For a player to qualify for the Batting Average trophy, he must have compiled at least 150 runs in not less than seven innings. For qualification for the trophy, a player must take at least 10 wickets and bowl in not less than seven innings. 30. Runs scored and wickets and dismissals taken in matches abandoned because of the weather will count for the Cricketer of the Year award, provided the match is not replayed. Any player representing two teams in the same grade in one season shall have their points combined for the Cricketer of the Year award. 31. The fielding award will be determined by votes cast on a 3-2-1 basis by opposing captains at the end of each match, with 3 points to the best fielder. Fielding points will also count in the Cricketer of the Year award. The Finals 32. The eligibility of players for finals shall be as follows: (i) A player must have played a minimum of three matches in the qualifying rounds with his club in the current season to be eligible for the finals. (ii) Any player so qualified is eligible to play A-Grade finals. (iii) If a player has played any A-Grade matches in the current season, he must have played eight B-grade matches, or the last three B-Grade matches before the finals, to be eligible for the B-Grade finals. (iv) If a club has both A and B-Grade teams in the finals, selection will not be restricted by condition (iii) above. (v) Players affiliated with another Association must play at least eight qualifying games with the club to be eligible for finals. (vi) The 12th man selected for any finals matches must have played at least three qualifying matches in the current season, and if selected as 12th man for a B-Grade final, must have played at least one B-grade match in the current season, unless condition (iv) above applies. (vii) Players in A-Grade finals are not permitted to play in corresponding matches in the B-Grade finals. (viii) Any player named as 12th man during the qualifying rounds must have been in attendance at that match in order to have it count towards his qualifying to play in the finals. 33. The format for A-Grade and B-Grade finals will be the same, with first playing second in the major semi- final, the winner to go through to the grand final, and third playing fourth in the minor semi-final, with the winner to play the loser of the major semi-final in the preliminary final, the winner of which progresses to the grand final. The first team to qualify for the A-Grade grand final shall have the choice of Churchill Park, Dunsborough or Margaret River for the grand final, with the B-Grade grand final to be played automatically on the adjacent ground. 34. One weekend shall be set aside for the grand finals. Both A-Grade and B-Grade matches should start at 12.30pm on Saturday and unless weather interrupts should be finished on that day. Sunday shall be set aside as the reserve day. Should play start on Saturday but not be finished due to weather, it will be continued on Sunday (ie a new match will not be started if play has already begun). 35. If no play is possible on turf on the Saturday of the grand final, the captains will decide whether to transfer the match to synthetic pitches or postpone the start of play until Sunday. If the turf is still unfit on Sunday the match shall be played on synthetic. 36. If any semi-finals or preliminary final matches are not finished or end in a tied result, the winner shall be the higher-placed team at the end of the qualifying rounds. 37. If the grand final is not won outright by Sunday evening, the premiership team shall be the team which progressed first into the grand final. Playing Conditions (cont.) 38. If two or more teams are equal on points, wins and losses at the end of the qualifying rounds, their relative positions shall be determined on averages, for which the following system shall be used: The batting average of a team shall be determined by dividing the total number of runs scored over the season by the total number of wickets lost. The batting average against such a team shall be found by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by the latter and the team with the highest quotient shall be considered the winner. Dress Standards 39. All players should be clothed in regulation cricket dress. White or cream shorts are permitted but not encouraged. Coloured shirts or white T-shirts with coloured motifs (unless sponsorship logos) are forbidden. Every effort should be made to enforce this rule and the opposing captain shall have the right to object to any player taking the field incorrectly attired. 40. When playing on turf, bowlers in A-grade matches must wear spikes. In all games on turf, players are strongly discouraged from using rubber-soled boots and sandshoes. 41. Alcohol and smoking are not permitted on the field of play. Team Responsibilities 42. The official scoresheet for each match must be completed, checked and signed by both captains on the day of the match, and submitted or faxed to the Busselton-Margaret Times by the Monday following the match. 43. Teams are required to pay half their affiliation fees to the Association Treasurer by the end of the first round, with the rest by Country Week. If agreed at a meeting of delegates, points may be withheld after Christmas from teams who fail to pay their fees. 44. Non-attendance at a delegates meeting by any club will result in a $100 fine, and in addition each of the club’s teams will be penalised 5 points. ------

PRESIDENT’S REPORT NCE again another season has come and gone, and another great season it was, with lots of exciting games in both grades. It was pleasing to see the A-Grade more evenly fought than ever before, with the top qualifiers losing as many as four games and bottom side Cowaramup winningO four — one more than last year. And in B-Grade the ladder was reversed, with Yobs, Hawks and Saints all playing in the finals after missing out last year. Great to see all the new faces this season, and with a lot of young players taking part with all clubs things are looking good for the future. Congratulations to Yobs on taking out the daily double in the grand finals, the club being fortunate to have the recruits of the season, the Hams family, playing for their B-grade side. Thanks to the umpires for another successful season. We started with three, Doug, Jeff and Klive, and ended the season with another two, Graeme and Dave. Not only are all A-grade games now covered but a good number of B-grade games as well, for the first time. The indications are we may have even more umpires next year. They have a hard job to do, and good and bad decisions will continue to be made, but I would rather have the umpires out there instead of one of our own players. Thanks to you all, and we hope to see you again next season. Congratulations are in order to both Country Week sides. The No. 1 side won all their games this season in B-Section, with everyone contributing on their day. We will go back to A-Section next year, so let’s get up there and bring home the top shield. It’s overdue. The No. 2 side at Country Week also had a great time, making the grand final but losing it. Once again there was a big number of individual contributors. The side was captained by Josh Reagan for the first time: well done Josh and a great batting stint from Cameron Griffiths for making 156 on day five, and missing out on carrying his bat through the innings by just two balls. Well done Camo. Thanks go to Aris Meyer for the management of the Country Week team again, and for raising money to help pay for accommodation, etc. This year was the last year we stayed at the Florina Lodge in Applecross as it is being pulled down. PRESIDENT’S REPORT (cont.)

Thanks to Allan Miller and Kim Marsden for their continuing work for the cricket association. Keep on kicking. Thanks also go to Wayne Thackrah for arranging the Players Review night at Cowaramup. It had the mak- ings of a great night, but it was a pity more A-Grade players could not make the effort to get there. Thanks also go to Wayne for running a successful sausage sizzle and drinks tent at the grand finals at Dunsborough. Well done. There has been some talk that Augusta are in doubt next year due to lack of senior players who are willing to take on responsible roles with the club, such as treasurer and fundraiser. If anyone can help please do so as Augusta are a valued club in the competition and we don’t want to lose them. We are still waiting on the Shire of Busselton to inform us about our application for a cricket headquarters at Barnard Park. The shire staff gave the green light to project in April last year, a few weeks after our wind- up, however the shire council have delayed making a decision due to uncertainty over how our proposal will affect other users of Barnard Park, and the public in general. The delays have been frustrating but we hope to have news this year on the project. Congratulations to all trophy winners this season in A-Grade and B-Grade, and to those who achieved per- sonal bests. We can’t all be outstanding players, but it is a satisfying feeling to know you have improved on your performance from the previous year. Country Week 2002 was one of the most enjoyable and successful campaigns so far, with our No. 1 side winning B-Section and our No. 2 side also getting into the final in D-Section and likewise earning promotion next year. Now the high points. Firstly, Jarod Simpson’s leadership and his help in keeping the players in check on and off the field was a big asset. Individual highlights came from players include Jarod, Chris Reagan, Martin Head, Danny Hatton, Matt Kent, Blake Reynolds, and in the final Ben deVos and Martin. On the No. 2 side, congratulations to Josh Reagan as captain and on getting the side into the D-Section final. Standout performances came from Sam Shepherd, Josh himself, Mick Brookes, Luke van der Snoek and Cameron Griffiths with a sensational 156 (a Country Week record). He opened the batting against Ongerup and was out to the fourth ball of the 50th over. In the final, Lee Ralph and Damien Hardy were prominent. Thanks to Cameron for help in getting the lunches ready for the Ds all week. On a late note, thanks are due to Ben de Vos for his support. Davin Wilson While we didn’t make either of the grand finals this year, it was pleasing from one point of view to see our A-grade side reach the semis after failing to win any of our first six games this season. We missed the experience of John Spilsbury and Andrew Leaney, but welcomed the contribution from Chris and Josh Reagan in the second half of the summer. Well done to young players such as Phil Hall, Eden Williams and Daniel Wilde, all of whom showed great promise for the future. It was great to see so many players training, although with 33 available at one stage of the season it created some headaches as well. To both Bob Scaddan and Scott Summers, congratulations on your effort in captaining the sides. Special thanks are due to Greg Moss for taking over the coach’s role at Abba, and for his work with juniors as well. I would also like to thank Kerry and Deanne for their tireless effort for the club as secretary and treasurer respectively. This has been a season of mixed results for the Augusta Club. We started off with a win-loss swing which continued for about 10 or 11 games, and then we lost the way, losing the next six in a row. I suppose the good thing to come out of it all was the fact that we picked up some promising young players. Brad Harrison and Ray Marsh have both shown themselves to be handy players for the future. Thanks also to Bruce Biddle who stepped into the hole left when Gareth Stewart had to undergo a shoulder operation. We hope he will be back fit again next season. With the young players we have — and the promise of Dean Fairey and Ray Colyer coming back full time — things should go pretty well next year. We wish Bert O’Leary well on his move to Hawks and the possibility of Jim Jeffery going to St. Marys (not confirmed yet). A big vote of thanks to Graham Knapp for his effort in fundraising for the club. Without his endeavours we would have been sorely short of funds. Richard Plunkett Another year has come and gone, and with it the hopes of finals action for the Bulls, however the club has again taken strides towards establishing itself as a permanent fixture in the competition. The A-Grade were inconsistent, yet still managed to record their highest number of wins in a season with four, and were desperately unlucky not to win several other close ones. With apologies to Mick Malthouse it was definitely a case of “the ox is slow but the earth is patient”. Colin Coates did an excellent job as captain and topped the batting for good measure, while Bird Cook took out our Cricketer of the Year. Phil Wray proved the benefit of experience by topping the bowling awards in just eight games while Dave Longden and Toby Porter proved great recruits. The B-Graders endured a long season, but can take heart from a strong finish and will be a force next year. Aris worked hard as captain to make things happen, while Greg Messer underlined how much he has improved to be our Cricketer of the Year. We blooded several promising younger play- ers and look forward to big things from Brody Plunkett, Ben Brady and Simon Earl in the future. We also welcomed Rob Menzies to the club and thank him for his generous sponsorship by his SWAT business. With cricket booming in the area it will be interesting to see the shape of the competition over the next year or so — perhaps teams should consolidate before adding extra sides. We are looking for players serious about playing A-Grade and would like to hear from you about next year. Congratulations to Yobs for their fine season to take both titles. Thanks to Mal, Kim and Allan for their good work for the Association and a special vote of thanks to Allan Miller. Ted Anderson Dunsborough Cricket Club congratulates Yobs CC on their achievement of winning both A and B-Grade competitions. Commiserations to Dunsborough and Hawks, Yobs’ respective opponents on the big day. Dunsborough again had a successful and enjoyable season, even though we relinquished both A and B-Grade titles. The A-Grade played well to win the minor premiership for the Yates Shield in a season where they were not as dominant as last year, losing once to each of the other clubs in the competition. It was an indication of how evenly balanced and competitive the A-grade competition was this season. In the B-Grade, which was also very competitive, our ageing B1 side finished third after a disap- pointing end to the season when they lost both games over the semi-final weekend.The B2s finished last with only two wins, but were well held together by captain Brad Bennetts who did a fantastic job keeping alive the spirits in a side that suffered some huge defeats. Again we had many new players joining the club, with numbers often too great at training to give everyone a game: an encouraging sign for the future of cricket in Dunsborough. I hope you all enjoyed your season and will return next year. Once again I was well supported by the committee and members of the club, most notably Kim Marsden, who tended our turf wicket and produced some great tracks during the season. His efforts to produce a wicket for the grand final are worth noting, given the adverse weather conditions the day before. Well done to all clubs who supported the Association’s efforts to foster better relations with their opposition. A few drinks after the game eased some tensions and created a good social atmosphere among players and supporters from each side. This year at Hawks, instead of losing players as we did last year, we gained a few instead with the arrival of Wes Slater, James Trail, Adam Fairey, Steve Bolesta, Mike Brockhoff and Mike Ozsdolay. Also returning to the club were Ryan Nilsson and Matt Tuffin. With this new influx of players we not only increased our strength in A-grade but also had a strong B-grade side. This all came to fruition at the end of the season when our A-grade reached the prelim- inary final and B-grade made the grand final (instead of finishing last as it did the year before). I would also like to attribute part of the improvement to the efforts of James Trail this year for taking on the role of training co-ordinator. Our club decided this year to alter its name from Hawks to Margaret River Hawks, to make the general community more aware of where we are based. Congratulations to Martin Head on being Hawks’ club champion again. Not only is he a fantastic cricketer but also a fantastic clubman who took on the responsibility of preparing the turf wicket this season. Congratulations also to Mick Earl on being the B-grade club champion and to our other trophy winners: Wes Slater, Damien Hardy, Ryan Nilsson, Rod Downing, Craig “Bear” Symonds (hat-trick) and the tireless Les Mainwaring, who became our 21st clubman of the year. Congratulations to Yobs Cricket Club on a fantastic year in A-grade and B-grade — it was a season you will never forget. I would also like to take the opportunity to thank Mal Penfold, Allan Miller and Kim Marsden for their efforts behalf of the Association, and also thank our delegate Mick Earl for his contribution. It was a year that promised so much, given our improvement last year, but became one that was so often nipped in the bud by close results going against us. Having said that, congratulations must go to our B-grade boys who played finals cricket after a great year. Well done to Karl and Greg for moulding a great bunch of blokes into a tight-knit unit. Congratulations to Jarod and Yobs A-grade and to Danny and Yobs B-grade on their deserving grand final victories. I think the way they performed all year is a credit to them and their club. Well done to everyone involved with our success at Country Week. To have both our teams in grand finals, and to win one and narrowly lose the other has given us a great boost. We must carry that on next season, especially early on in the Country Cup matches. A big thank you to Mal, Al and Kim on another well-run Association year. Also well done to all delegates for allowing meetings to run smoothly most of the time. Congratulations to all award winners at both Association and club level. It is always good to get reward for effort, no matter at what level you play. A very big thank you to everyone involved in getting Ben de Vos back here this season. Ben, by his own acknowledgement, did not have as good a year as he would like, but his efforts at both club and association level should not be overlooked. Ben returned to South Africa only two days after our last game due to illness and unfortunately could not be here for the end-of-season wind-ups. We are very hopeful that he will once again return to Busselton and resume his career at a high standard. To all St Marys cricketers, we cannot afford to rest on our efforts. We must keep going to take the next step. It will be hard and some tough decisions need to be made. With a bit of effort from all concerned I am sure our success will come. Wayne Thackrah. Winning A and B-Grade premierships was a sensational effort and we will all remember the experience of completing the victories only minutes apart. Commiserations to both Dunsborough and Hawks. Jarod and Danny did a magnificent job all year, with possibly the club as a whole being as close as it has been for some time. We have always been conscious of bringing through junior players and we took a positive step in forming a closer relationship with our Under-16s under the guidance of Wayne Hams. Hopefully many of the juniors will go on to represent our club at senior level in years to come. We were lucky to secure the services of the Hams family. The input from Wayne, Ashton and Kyle was exceptional. Kyle came to the fore early in the season when he scored two centuries in one day — for the 16s in the morning, and then in the afternoon for the Bs to set up an amazing win at Margaret River. Ashton broke what we believe was the association record by taking 9-12 in an innings at Churchill Park — another sensational effort. Wayne’s batting and bowling helped the Bs win 19 out of 20 games. Well done to young players James Ottaway and Kane Middleton on making the step up to A-Grade, and thanks to the other new arrivals such as Aaron Gale, Nick Yoxall, Tristan Read, Simon Caldow, Justin Bell and Gary Dickson. In A-Grade, congratulations to Jock on his match-winning effort in the final, to Lindsay on his allround year, to Colin for notching his maiden century, and to Aaron for his bowling. Our main fundraiser was the pigeon racing day, which proved a great success. Again we would like to thank Peter and Tracy Adams for their hospitality and also to the Busselton Pigeon Club.
