Local Playing Conditions and Bylaws for 2002-03 Season General 1. These conditions and bylaws shall be a supplement to the Laws of Cricket. 2. Common sense and the gentlemanly spirit of cricket should always prevail. 3. All matches shall be played on Saturday or on such days as the Association may determine, and on such grounds as shall be arranged by the Association. 4. Four-piece balls will be used in all A-grade matches, and in all B-grade matches which are played on turf. Two-piece balls may be used in B-grade matches played on synthetic . Kookaburra and Platypus balls only may be used. The Start 5. Play in all matches, except finals, will normally start at 1pm unless otherwise agreed at a meeting of del- egates. Play on a Sunday will normally start at 12.30pm. 6. In all finals, play will start at 12.30pm on Saturday and 12 noon on Sunday. 7. A game may only start if each team has at least seven players present. 8. If one team does not have seven players present within five minutes of the scheduled starting time, it shall automatically lose the toss. Umpires should attempt to have the toss conducted by 12.45pm for a 1pm start. 9. If either team is unable to start play five minutes after the scheduled starting time has elapsed, the team which is ready and able to play will assume the right to decide who bats and bowls, irrespective of the outcome of any prior toss. 10. The start of play must not be delayed beyond 1.20pm or the side unable to field a team shall forfeit the match. 11. If any side does not have the full 11 players, it will be permitted to use any volunteers to make up the num- bers as substitute fielders, provided they are properly attired. Over Restrictions and Penalties 12. In A-Grade, all matches in the first round between the teams will be 45 overs per side, with the cut-off time 2 hours 40 minutes after the scheduled starting time. All remaining matches in the season will be 50 overs per side, with the cut-off time 2 hours 55 minutes after the scheduled starting time. 13. In B-Grade, all matches will be 45 overs per side, with cut-off time 2 hours 40 minutes after the scheduled starting time. 14. If any time is lost due to injury, searching for lost balls, etc. it should be noted and taken into consideration when determining the cut-off time. 15. In matches of 45 overs and less, no bowler will be allowed to bowl more than nine six-ball overs. In matches of 46 overs and more, no bowler will be allowed to bowl more than 10 overs. 16. If the team arriving late bowls first, they must still complete the required number of overs by the cut-off time. If the team arriving late bats first, then the bowling team need only bowl the required number of overs, less one per every three full minutes of lost time by the cut-off time. 17. The team bowling first must bowl its full allotment of overs, unless the team which bats first is dismissed. Playing Conditions (cont.) 18. If at the cut-off time the bowling team has not completed the required number of overs, the number com- pleted to that point shall be noted on both scorebooks and when the second team bats, it will receive only the same number of overs that it had started before the cut-off time. 19. If any bowler is allowed to start an illegal 10th or 11th over, any balls bowled and wickets taken shall be credited to the bowler who shall be permitted to finish the over. No-Balls and Wides 20. All no-balls shall be penalised 1 run each, in addition to runs scored off the bat. 21. A ball that pitches on the edge of a synthetic and bounces back on to the pitch area, so that it is within reach of the batsman on strike, shall be called “no-ball”. Any full-toss which reaches the batsman above shoulder-height in his normal batting stance shall also be called no-ball. 22. A bowler shall be limited to two fast short-pitched balls per over. A fast short-pitched ball shall be defined as a ball which passes, or would have passed, above the shoulder of the batsman standing upright at the crease. Should the limit be exceeded then “no-ball” shall be called and Law 42.8 shall apply. 23. A wide ball is a ball which is so high or so wide that it passes out of reach of the striker standing in his nor- mal guard position. As a guide, on the legside a ball landing clearly outside the leg stump and moving further away should be called a wide. Should a batsman move from his guard position, causing the ball to pass out of his reach, then this is not a wide ball. Also, should the batsman move towards a ball bringing it into his reach, then again this is not a wide ball. In A-Grade games, umpires are asked to give a strict interpretation of the ruling on legside wides. Intervals 24. Innings breaks should be no more than 15 minutes. Drinks breaks should be no more than five minutes for fielding teams. Two drinks breaks may be permitted during an innings in hot weather. Batsmen or fielders seeking further breaks should seek the permission of the fielding captain (batsmen) or the not-out batsmen (fielders) before drinks are allowed. These drinks must be brought on to the field. Fitness of the Ground and Rain Interruptions 25. The captains will decide the fitness of the ground, weather and light for play. If the captains disagree, the decision shall be left to the official umpires. 26. Alternative pitches can be used if available and both captains agree. Should the pitch or outfield be unplayable after the match has started, play may continue on another pitch or ground if both captains agree. However, if a game starts (ie a ball has been bowled) and is washed out, it cannot be replayed. 27. Rain-affected games may be reduced by one over for every six minutes lost if the team batting first has not finished its innings. If the team batting second has started its innings, its overs to be faced may be reduced by one for every four minutes lost through rain (if there is insufficient time or light to complete a full-length game). The target runs will be reduced by calculating the average run rate for the team batting first over its innings and subtracting this amount, multiplied by the overs lost, from the initial target. (ie average run rate). 28. A minimum scheduled amount of 30 overs per side must be faced to constitute a result. (If rain is consid- ered likely and both captains agree, each team may face 30 overs in turn, and then resume to face out the full allocation of overs, in an attempt to guarantee a result.) Points System 29. The points system for determining the final four teams and their placings will be based on 10 points for a win; 5 points each for a tie; 0.5 points for every wicket taken; 0.04 points for every run scored; 14 points each for a match abandoned due to the unfitness of the pitch for play, or for a match uncompleted due to adverse weather conditions (batting and bowling bonus points not to apply in such matches); 19 points to the team winning on a forfeit; 5 points penalty to the team which forfeits. Playing Conditions (cont.) 30. Points for the Cricketer of the Year will be awarded in qualifying matches (not finals) as follows: 1 point per run; 15 points per wicket; 10 points per catch or stumping; 10 points per run-out to the player who finally threw the ball to effect the run out. For a player to qualify for the Batting Average trophy, he must have compiled at least 150 runs in not less than seven innings. For qualification for the trophy, a player must take at least 10 wickets and bowl in not less than seven innings. 31. Runs scored and wickets and dismissals taken in matches abandoned because of the weather will count for the Cricketer of the Year award, provided the match is not replayed. Any player representing two teams in the same grade in one season shall have their points combined for the Cricketer of the Year award. 32. The fielding award will be determined by votes cast on a 3-2-1 basis by opposing captains at the end of each match, with 3 points to the best fielder. Fielding points will also count in the Cricketer of the Year award. The Finals 33. The eligibility of players for finals shall be as follows: (i) A player must have played a minimum of three matches in the qualifying rounds with his club in the current season to be eligible for the finals. (ii) Any player so qualified is eligible to play A-Grade finals. (iii) If a player has played any A-Grade matches in the current season, he must have played six B-grade matches, or the last three B-Grade matches before the finals, to be eligible for the B-Grade finals. (iv) If a club has both A and B-Grade teams in the finals, selection will not be restricted by condition (iii) above, unless the A-Grade team has a bye for the corresponding round of finals. (v) Players affiliated with another Association must play at least six qualifying games with the club to be eligible for finals. (vi) The 12th man selected for any finals matches must have played at least three qualifying matches in the current season, and if selected as 12th man for a B-Grade final, must have played at least one B-grade match in the current season, unless condition (iv) above applies. If the nominated 12th man is absent in any final, an emergency substitute may be used at the discretion of the umpire. (vii) Players in A-Grade finals are not permitted to play in corresponding matches in the B-Grade finals. (viii) Any player named as 12th man during the qualifying rounds must have been in attendance at that match in order to have it count towards his qualifying to play in the finals. 34. The format for A-Grade and B-Grade finals will be the same, with first playing second in the major semi- final, the winner to go through to the grand final, and third playing fourth in the minor semi-final, with the winner to play the loser of the major semi-final in the preliminary final, the winner of which progresses to the grand final. The first team to qualify for the A-Grade grand final shall have the choice of Churchill Park, Dunsborough or Margaret River for the grand final, with the B-Grade grand final to be played automatically on the adjacent ground. 35. One weekend shall be set aside for the grand finals. Both A-Grade and B-Grade matches should start at 12.30pm on Saturday and unless weather interrupts should be finished on that day. Sunday shall be set aside as the reserve day. Should play start on Saturday but not be finished due to weather, it will be continued on Sunday (ie a new match will not be started if play has already begun). 36. If no play is possible on turf on the Saturday of the grand final, the captains will decide whether to transfer the match to synthetic pitches or postpone the start of play until Sunday. If the turf is still unfit on Sunday the match shall be played on synthetic. 37. If any semi-finals or preliminary final matches are not finished or end in a tied result, the winner shall be the higher-placed team at the end of the qualifying rounds. 38. If the grand final is not won outright by Sunday evening, the premiership team shall be the team which progressed first into the grand final. Playing Conditions (cont.) 39. If two or more teams are equal on points, wins and losses at the end of the qualifying rounds, their relative positions shall be determined on averages, for which the following system shall be used: The batting average of a team shall be determined by dividing the total number of runs scored over the season by the total number of wickets lost. The batting average against such a team shall be found by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by the latter and the team with the highest quotient shall be considered the winner. Dress Standards 40. All players should be clothed in regulation cricket dress. White or cream shorts are permitted but not encouraged. Coloured shirts or white T-shirts with coloured motifs (unless sponsorship logos) are forbidden. Every effort should be made to enforce this rule and the opposing captain shall have the right to object to any player taking the field incorrectly attired. Teams are encouraged to carry spare whites for emergencies. 41. When playing on turf, bowlers in A-grade matches must wear spikes. In all games on turf, players are strongly discouraged from using rubber-soled boots and sandshoes. 42. Alcohol and smoking are not permitted on the field of play. Team Responsibilities 43. The official scoresheet for each match must be completed, checked and signed by both captains on the day of the match, and submitted or faxed to the publicity officer by the Monday following the match. 44. Teams are required to pay half their affiliation fees to the Association Treasurer by the end of the first round, with the rest by Country Week. If agreed at a meeting of delegates, points may be withheld from teams who fail to pay their fees. 45. Non-attendance at a delegates meeting by any club will result in a $100 fine, and in addition each of the club’s teams will be penalised 5 points. ------

PRESIDENT’S REPORT ITH the completion of the 2002-03 cricket season, the Busselton-Margaret River Cricket Association is alive and well. This year saw the introduction of two new B-Grade sides, namely Nannup and a third side from Abba River-Newtown. Nannup missed out by the Wsmallest of margins on playing in the finals in their first year. The finals in A-Grade included for the first time Cowaramup. After only four wins in the previous season, Cowaramup did a marvellous job led by captain Colin Coates to finish fourth and meet Yallingup-Oddbods in the elimination semi-final. Congratulations to Dunsborough A-Grade on winning the Yates Shield and the Barnard Cup with a convincing win against Hawks in the grand final. Congratulations also toYallingup-Oddbods who for the second year in a row won the Ray Smith Shield and Barnard Shield in defeating Dunsborough 2 in the grand final. As always, any cricket season can only be successful with the support given to the association by the umpires. During the season Graeme Sylvester, Dave Hayward, Doug Carter, Jeff Rowland and Klive Dzelebdzic did an excellent job. The association is indebted to them and totally supports the excellent job they have done. We look forward to all five umpires returning in 2003-04. Congratulations are also in order for both Country Week sides, competing in A and C Sections. The No. 1 side won all its games in the qualifying rounds of A-Section to earn the right to play the grand final at the WACA. Unfortunately we were unable to beat Albany, but all players who represented the associa- tion in the grand final should feel proud of their efforts. Many players would have realised a dream by playing at the WACA, something they will always remember. A special mention to Neil Langenhoven for his wonderful efforts during Country Week, including his marvellous spell of bowling in the grand final in taking five wickets. Congratulations to the captain of theA-Section side, Jarod Simpson, for admirably leading the side. Jarod’s captaincy record of 12 matches with 11 wins and one loss in the past two years is certainly a record to be proud of. Special thanks also to the manager of Country Week, Aris Meyer. The time, effort and commitment Aris put in during Country Week and the months leading up to both sides going away, in particular with raising money to help pay for the accommodation and food, etc, was excellent. The No.2 side at Country Week also represented the Busselton-Margaret River Cricket Association with distinction. Competing in C-Section, the side lost only one match during the qualifying rounds and was unfortunate to miss out on a berth in the grand final by a handful of runs.Well done to Mark Ford for captaining the side for the first time and for making a century against Bunbury. Well done also to Devyn Coote for scoring a century against Peel. Congratulations to Lee Sounness and Martin Head who had the honour of representing WA in the Australian Country Championships in Bundaberg, Queensland. The WA Country XI was successful in winning the championships for only the second time, and Lee and Martin should be very proud on being part of the successful campaign. This season is certainly one that Lee will remember for some time, having been an integral part of the WA Country XI and also captaining Dunsborough to an A-Grade flag. During the 2002-03 season Allan Miller has been working behind the scenes to pursue the association’s bid for a cricket headquarters at Barnard Park. Although this is a long and time consuming process, the season has seen considerable progress towards the acknowledgement and acceptance by the Busselton Shire of our application. With the support of the executive and delegates I know Allan will continue to work with the Shire of Busselton to bring the home of cricket at Barnard Park to a reality. The first year as president of the Busselton-Margaret River Cricket Association has certainly been interesting and rewarding. My job has certainly been made easy by the excellent support received from the executive and all the delegates. I would particularly like to thank treasurer Les Mainwaring, secretary Allan Miller and vice-president Wayne Thackrah for their undivided support during the 2002-03 season. I would also PRESIDENT’S REPORT (cont.) like to extend a special thanks to the president of Dunsborough Cricket Club, Kim Marsden, for his support. Being part of the most successful cricket association in the South West has certainly been an honour and I hope all players in the Association see fit to allow me to continue as president in 2003-04. On behalf of the association, I would also like to thank Allan Miller for his efforts and commitment to the preparation of grounds in Busselton this year. He would be the first to admit the magnitude of the task in preparing three wickets every week. The highlight of his efforts was the excellent pitch prepared for the elimination final at Churchill 2 between Cowaramup and Yallingup Oddbods. The other curators, Kim Marsden at Dunsborough and Martin Head at Hawks, did an outstanding job. Congratulations to all trophy winners this season in A and B-Grade and to those who have achieved personal bests. A special mention to Garry Morris for a marvellous season, culminating in a century in the grand final, a premiership medal and Cricketer of the Year honours. Congratulations to Garry on winning the batting aggregate and average for A-Grade, to Danny Hatton for winning the bowling aggregate and average for A-Grade and finishing a close second to Garry in the Cricketer of the Year, to Grant Franklin for winning the A-Grade fielding award, to James Banyard for winning the most improved player, and to Phil Hall for winning the most improved junior. To both teams and all concerned, well done boys. On a very sad note, one of the Association’s major sponsors died on Thursday, February 13, Jim House from House’s Timber Mill at Yallingup. So we come to the end of another season. Looking back, you would have to say we finished the season in a position which reflects the way we played. We have to learn to win a few more of our early games to enable us to make the finals. Most of the games we lost were due to dropped catches at vital stages. What we need is a lot more dedication and effort from the whole team if we are going to push for a finals berth. Some of our younger players performed very well over the season, particularly Brad Harrison who led the club’s bowling aggregate and averages, and also took out the most promising player. Congratulations to Gareth who cleaned up on batting, fielding and club cricketer of the year. Let’s see if next year we can inspire some fire into a few more of our players. Mal Penfold/Aris Meyer Season 2002-03 proved to be our most successful to date, with the A-Grade side showing the way and playing off in the finals for the first time. It was a well-deserved honour and due in no small part to the captaincy and batting skills of Colin Coates. The side gave itself a winning chance in every game, and after losing several close ones early, was able to reverse the results in the second half to finally clinch a finals berth. No fewer than four batsmen passed Colin’s old club record of 277 runs in a season, these being Coatesy himself, Mike Hibberd, Dave Longden and “Bird” Cook. The bowling honours were once again with evergreen Phil Wray, while Dan Williams, Justin Chan- dler and Mark Mullins lent great support. Pommy tourist Mike Hibberd was a great contributor for us and a very popular addition to the side. He brought enthusiasm, a mature head on young shoulders and plenty of ability, and if he is repre- sentative of the youth of English cricket today, then their future is looking bright. Our B-Grade team endured a tough season, and although we were competitive with the ball, we failed to put enough runs on the board. Captain Mal Penfold set a great example with 600 runs, but was fighting a lone hand most weeks. While we hope to retain the core of the side next year, we are looking to get some youth into the side, and would welcome any players to the team who are keen about advancing their cricket. If this competition is to retain its integrity, then players are going to have to move clubs to balance up squads. We feel the number of teams in both grades is about optimal now, and with the association enjoying a successful Country Week, it needs to consolidate that success. Congratulations to Dunsborough and Yobs, and to the trophy winners tonight, and well done to James, Les and Allan for taking on the demanding task of running the association. Another competitive season has finished, although disappointing for the Margaret River Hawks Cricket Club. The B-Grade scraped into the finals and finished third, and the A-Grade played in the grand final and were beaten by Dunsborough. A few positives came from the year, however, with Martin playing for WA in Bundaberg (along with Lee Sounness – congratulations to both) and Chris McClean enjoying an outstanding first senior year for the club. Congratulations to Dunsborough and Yobs for their grand final victories, and to Craig Gibson for reaching 300 A-Grade games, a great personal achievement. Also congratulations to Martin and to Adam Fairey for winning our cricketer of the year awards. Thanks to all who helped out with the grand final day at Margaret River. Although it was not the result we wanted, we were grateful for the assistance given by everyone in arranging an enjoyable and successful day. To Togs, well done on the achievement of scoring nearly 200 runs between dismissals, with 119* and 78 in successive B-Grade games in January. To Eddie, thanks for being our skipper for most of the season in B-Grade. We wish you well in your retirement. Nannup Cricket Club After 35 years, Nannup are back in the Busselton-Margaret River competition. Thanks to everyone who helped make our first year back such a successful one. We were very competitive and as every- one knows, we just missed out on the B-Grade finals. Bad luck boys. As well as playing some good cricket, our members also enjoyed a great social atmosphere, particu- larly at the Nannup Oval where we had strong support from members of the public. The building blocks are there for a solid future. The club had a lot of different blokes playing this year, some of them having never played senior cricket before. As well as thanking them all, I would like to express the club’s appreciation to Andrew Young for travelling from Busselton each week to help us out, and to Michael Kemp, Geoff Hearn and Greg Humble for filling in on many occasions. One of the great individual highlights this year was Murray Boxall’s knock of 148 – something he will never forget. Also well done to Youngy on his century. The experience of Pieter Bresser has been a big help in getting our club off the ground. Our scorers, Noelene Bresser, Josephine Cockman and Tanya Cole, have also been an integral part of the club. Our first club sponsor, Cable Sands, has played an invaluable part in giving us a little financial backing, and we are grateful to them for their support. To the Shire of Nannup we also express our appreciation for their help in trying to get nets organ- ised. We have been training on the centre wicket this season, and it also needs to be replaced as it has been under sand for so long. A big thanks also to the Busselton-Margaret River Cricket Association for being so supportive and for helping us out with a reduction on our fees for our first year. Wayne Thackrah/Karl Clively The 2002-03 season will be remembered as a testing time for the St Marys Cricket Club. Losing several key players in the A-Grade side depleted our depth greatly. This created problems from a winning perspective, but at the same time allowed opportunities for quite a few talented junior play- ers within the club. They performed really well in games throughout the season. St Marys’ emphasis this year has been on the promotion of our younger players such as Chris Cook, Allen Hingston and Chris Collins, which over time will help our club become a force in the cricket association. Congratulations to Dunsborough in A-Grade and to Yobs in B-Grade for their triumphs in their respective grand finals. A special thanks to Karl Clively for all his help this year. Karl wears many hats within the club. He is a person that every club needs, behind the scenes doing the many things required to keep a club functioning. Another person who fits the same description unfortunately was unable to finish this season on the field, due to family and business commitments. Congratulations to both sides under Jarod and Danny for again finishing in the finals. Unfortunately theA-Grade had a frustrating season which was proven by losing to Dunsborough in the preliminary final. Well done to Gibbo on playing his 300th game and to the team that day for digging deep to win for a player well respected throughout the club. Well done to the B-Grade for not only winning the season as minor premiers but for following it up with a great grand final win. The efforts of Kyle Hams with 66 runs and Justin Bell with 5-8 off nine overs were the real stand outs in a good allround team effort. Congratulations also to Garry Morris for an outstanding batting performance in the A-Grade grand final, and to the Dunsborough side for winning the Barnard Cup. Thanks to Lindsay, Craig and Aaron for the organisation of our 30-year reunion, held in February. Over 120 people attended the night, with some travelling from as far as Esperance and Perth to make it a great success. The reunion had a sad start when we paid our respects to Jim House Senior, who died a few days earlier. He did so much for Yallingup Cricket Club, from where we originate. We hope that Jim’s of- fer to help out fund our much-needed cricket pavilion will still be acted on. Well done to everyone involved in the success of Country Week. Both sides acquitted themselves very well, and with the A-Grade making the grand finals, things look good for next year. Also well done to Lee and Martin on their selection in the Country XI side, and for helping WA to win the pennant over Queensland. Congratulations to Cowaramup for making their first A-Grade final. Anyone who watched that match against Yobs was lucky enough to see one of the best games of cricket ever played in this association.
