Local Playing Conditions and Bylaws for 2007-08 Season General

1. These conditions and bylaws shall be a supplement to the Laws of Cricket.

2. Common sense and the gentlemanly spirit of cricket should always prevail.

3. All matches shall be played on Saturday or on such days as the Association may determine, and on such grounds as shall be arranged by the Association.

4. Four-piece balls will be used in all A-grade matches, and in all B-grade matches which are played on turf. Two-piece balls may be used in B-grade matches played on synthetic . Kookaburra and Platypus balls only may be used.

The Start

5. Play in all matches, except finals, will normally start at 1pm unless otherwise agreed at a meeting of delegates. Play on a Sunday will normally start at 12.30pm.

6. In all finals, play will start at 12.30pm on Saturday and 12 noon on Sunday.

7. A game may only start if each team has at least seven players present.

8. If one team does not have seven players present within five minutes of the scheduled starting time, it shall automatically lose the toss. Umpires should attempt to have the toss conducted by 12.45pm for a 1pm start.

9. If either team is unable to start play five minutes after the scheduled starting time has elapsed, the team which is ready and able to play will assume the right to decide who bats and bowls, irrespective of the outcome of any prior toss.

10. The start of play must not be delayed beyond 1.20pm or the side unable to field a team shall forfeit the match.

11. Players for both sides must be named on the team sheet before the start of the game. There are no restrictions on which players can bat or bowl during a game, as long as their name is on the team sheet.

12. If any side does not have the full 11 players, it will be permitted to use any volunteers to make up the num- bers as substitute fielders, provided they are properly attired.

Over Restrictions and Penalties

13. In A-Grade, all matches in the first round between the teams will be 45 overs per side, with the cut-off time 2 hours 40 minutes after the scheduled starting time. All remaining matches in the season will be 50 overs per side, with the cut-off time 2 hours 55 minutes after the scheduled starting time.

14. In B-Grade, all matches will be 45 overs per side, with cut-off time 2 hours 40 minutes after the scheduled starting time.

15. If any time is lost due to injury, searching for lost balls, etc. it should be noted and taken into consideration when determining the cut-off time.

16. In matches of 45 overs and less, no bowler will be allowed to bowl more than nine six-ball overs. In matches of 46 overs and more, no bowler will be allowed to bowl more than 10 overs.

17. If the team arriving late bowls first, they must still complete the required number of overs by the cut-off time. If the team arriving late bats first, then the bowling team need only bowl the required number of overs, less one per every three full minutes of lost time by the cut-off time.

18. The team bowling first must bowl its full allotment of overs, unless the team which bats first is dismissed. 1. Playing Conditions (cont.) 19. If at the cut-off time the team bowling first has not completed the required number of overs, the number completed to that point shall be noted on both scorebooks and when the second team bats, it will receive only the same number of overs that it had started before the cut-off time. If the team bowling second has failed to start its final over by the cut-off time, it will be penalised 5 runs per over (in the form of penalty runs being granted to the opposition as sundries) for each full over until the cut-off time is reached. 20. If any bowler is allowed to start an illegal 10th or 11th over, any balls bowled and wickets taken shall be credited to the bowler who shall be permitted to finish the over. No-Balls and Wides 21. All no-balls shall be penalised 1 run each, in addition to runs scored off the bat. 22. A ball that pitches on the edge of a synthetic and bounces back on to the pitch area, so that it is within reach of the batsman on strike, shall be called “no-ball”. Any full-toss which reaches the batsman above waist- height in his normal batting stance shall also be called no-ball. 23. A bowler shall be limited to two fast short-pitched balls per over. A fast short-pitched ball shall be defined as a ball which passes, or would have passed, above the shoulder of the batsman standing upright at the crease. Should the limit be exceeded then “no-ball” shall be called and Law 42.8 shall apply. 24. A wide ball is a ball which is so high or so wide that it passes out of reach of the striker standing in his nor- mal guard position. As a guide, marks 3ft outside off stump and 1ft outside leg stump on each side of the wicket shall be marked to assist umpires. Should a batsman move from his guard position, causing the ball to pass out of his reach, then this is not a wide ball. Also, should the batsman move towards a ball bringing it into his reach, then again this is not a wide ball. Intervals 25. Innings breaks should be no more than 15 minutes. Drinks breaks should be no more than five minutes for fielding teams. Two drinks breaks may be permitted during an innings in hot weather. Batsmen or fielders seek- ing further breaks should seek the permission of the fielding captain (batsmen) or the not-out batsmen (fielders) before drinks are allowed. These drinks must be brought on to the field. Fitness of the Ground and Rain Interruptions 26. The captains will decide the fitness of the ground, weather and light for play. If the captains disagree, the decision shall be left to the official umpires. 27. If a turf wicket is washed out or not fit for play, the match will be played on a synthetic wicket chosen by the captain of the home side. Should any pitch or outfield be considered unfit for play after the match has started, the game may continue on another pitch or ground if both captains agree. However, if a game starts (ie a ball has been bowled) and is not completed on that day (apart from the grand final), it cannot be replayed. 28. Rain-affected games may be reduced by one over for every six minutes lost if the team batting first has not finished its innings. If the team batting second has started its innings, its overs to be faced may be reduced by one for every four minutes lost through rain (if there is insufficient time or light to complete a full-length game). The target runs will be reduced by calculating the average run rate for the team batting first over its innings and subtracting this amount, multiplied by the overs lost, from the initial target. (ie average run rate). 29. A minimum scheduled amount of 30 overs per side must be faced to constitute a result. (If rain is considered likely and both captains agree, each team may face 30 overs in turn, and then resume to face out the full alloca- tion of overs, in an attempt to maximise a result.) Points System 30. The points system for determining the final four teams and their placings will be based on 10 points for a win; 12 points for a win achieved in 80% or less of the scheduled overs or for restricting the opposition to 80% or less of their total; 5 points each for a tie; 5 points each for a match abandoned due to the unfitness of the pitch for play, or for a match uncompleted due to adverse weather conditions; 12 points to the team winning on a forfeit; 5 points penalty to the team which forfeits. 2. Playing Conditions (cont.) 31. Points for the Cricketer of the Year will be awarded in qualifying matches (not finals) as follows: 1 point per run; 15 points per wicket; 10 points per catch or stumping; 10 points per run-out to the player who finally threw the ball to effect the run out. For a player to qualify for the Batting Average trophy, he must have compiled at least 150 runs in not less than seven innings. For qualification for the trophy, a player must take at least 10 wickets and bowl in not less than seven innings. 32. Runs scored and wickets and dismissals taken in matches abandoned because of the weather will count for the Cricketer of the Year award, provided the match is not replayed. Any player representing two teams in the same grade in one season shall have their points combined for the Cricketer of the Year award. 33. The fielding award will be determined by votes cast on a 3-2-1 basis by opposing captains at the end of each match, with 3 points to the best fielder. Fielding points will also count in the Cricketer of the Year award. The Finals 34. The eligibility of players for finals shall be as follows: (i) A player must have played a minimum of three matches in the qualifying rounds with his club in the current season to be eligible for the finals. (ii) Any player so qualified is eligible to play A-Grade finals. (iii) If a player has played any A-Grade qualifying matches in the current season, he must have played six B- grade matches, or the last three B-Grade matches before the finals, to be eligible for the B-Grade finals. (iv) If a club has both A and B-Grade teams in the finals, selection will not be restricted by condition (iii) above, unless the A-Grade team has a bye for the corresponding round of finals. (v) Players affiliated with another Association must play at least six qualifying games with the club to be eligible for finals. (vi) The 12th man selected for any finals matches must have played at least three qualifying matches in the current season, and if selected as 12th man for a B-Grade final, must have played at least one B-grade match in the current season, unless condition (iv) above applies. If the nominated 12th man is absent in any final, an emergency substitute may be used at the discretion of the umpire. (vii) Players in A-Grade finals are not permitted to play in corresponding matches in the B-Grade finals. (viii) Any player named as 12th man during the qualifying rounds must have been in attendance at that match in order to have it count towards his qualifying to play in the finals. 35. The format for A-Grade and B-Grade finals will result in first playing second in the major semi-final, the winner going through to the grand final, and third playing fourth in the minor semi-final, with the winner to play the loser of the major semi-final in the preliminary final, the winner of which progresses to the grand final.The first team to qualify for the A-Grade grand final shall have the choice of Bovell Park, Dunsborough or Margaret River for the grand final, with the B-Grade grand final to be played automatically on the adjacent ground. 36. One weekend shall be set aside for the grand finals. Both A-Grade and B-Grade matches should start at 12.30pm on Saturday and unless weather interrupts should be finished on that day. Sunday shall be set aside as the reserve day. Should play start on Saturday but not be finished due to weather, it will be continued on Sunday (ie a new match will not be started if play has already begun). 37. If no play is possible on turf on the Saturday of the grand final, the captains will decide whether to transfer the match to synthetic pitches or postpone the start of play until Sunday. If the turf is still unfit on Sunday the match shall be played on synthetic. 38. If any semi-finals or preliminary final matches are not finished or end in a tied result, the winner shall be the higher-placed team at the end of the qualifying rounds. 39. If the grand final is not won outright by Sunday evening, the premiership team shall be the team which progressed first into the grand final. 3. Playing Conditions (cont.) 40. If two or more teams are equal on points, wins and losses at the end of the qualifying rounds, their relative positions shall be determined on average run rate, for which the following system shall be used: The batting average of a team shall be determined by dividing the total number of runs scored over the season by the total number of wickets lost. Dress Standards 41. All players should be clothed in regulation cricket dress. White or cream shorts are permitted but not encour- aged. Coloured shirts or white T-shirts with coloured motifs (unless sponsorship logos) are forbidden. Every effort should be made to enforce this rule and the opposing captain shall have the right to object to any player taking the field incorrectly attired. Teams are encouraged to carry spare whites for emergencies. 42. When playing on turf, bowlers in A-grade matches must wear spikes. In all games on turf, players are strongly discouraged from using rubber-soled boots and sandshoes. 43. Alcohol, smoking and mobile phones are not permitted on the field of play by players or umpires. 44. Paid umpires are required to wear standard uniform of black trousers, white shirt, shoes and hat. 45. Umpires are entitled to their full payment from each team once a ball has been bowled in the match. Team Responsibilities 46. The home team is responsible for supplying stumps, boundary markers, the official scoresheet and an ad- equate supply of beer for each game. 47. The official scoresheet for each match must be completed, checked and signed by both captains on the day of the match, and submitted or faxed to the publicity officer by the Monday following the match. 48. Teams are required to pay half their affiliation fees to the Association Treasurer by the end of the first round, with the rest by Country Week. If agreed at a meeting of delegates, points may be withheld from teams who fail to pay their fees. 49. Non-attendance at a delegates meeting by any club will result in a $100 fine, and in addition each of the club’s teams will be penalised 5 points.

4. PRESIDENT’S REPORT nce again the 2007-08 season proved to a tightly contested competition. At the end of the home and away season only a few points separated second from fourth. Well done to the Dunsborough cricket club who won the Yates Shield in “A” Grade for the eighth year in a row. Congratulations Oto the Margaret River Hawks for winning the Ray Smith Shield in “B” Grade.

The grand final in “A” grade pitted Dunsborough against Yallingup Oddbods and in “B” grade pitted Duns- borough 2 against Vasse. Congratulations to Jock Embry and his team for winning a tightly contested grand final. Special congratulations to the Vasse Cricket Club for winning the Barnard Shield in B-Grade.

As always any cricket season can only be successful with the support given to the association by the umpires. During the season Allan Miller, Jeff Rowland, Doug Carter, Klive Dzelebdzic, Steve Reynolds, Ted Anderson and Karl Clively did an excellent job. Well done to Steve Reynolds on umpiring his first A Grade grand final. The association totally supports the excellent job done by the umpires, and would particularly like to pay tribute to Doug Carter, who founded the panel in 2000 and is now retiring.

Thankyou to all those players who competed at Country Week. Unfortunately we have been relegated from A Section to B Section. I am confident, with the support of the players, that we will be successful in earning promotion in 2009. Well done to Glenn Ahola and the association team for winning through to the semi finals of the Country Cup.

My sixth year as President of the Busselton-Margaret River Cricket Association has once again been chal- lenging. As President and leader of the association, it is my responsibility to ensure that the objectives of the association are upheld. Leadership is not about enforcing rules, but making decisions in the best interest of the game. For that I make no apologies.

My job is always made easier by the excellent support received from the Executive and all the delegates. I would particularly like to thank the Vice President Wayne Thackrah, Secretary Allan Miller and Treasurer Karl Clively for their undivided support during the season. The association is indebted to Allan and Wayne for the amount of work they do behind the scenes. They are the heart and soul of the association.

Thankyou also to the Dunsborough, Yallingup Oddbods and Margaret River cricket clubs, for their support, understanding and acceptance during this time.

On behalf of the association, I would also like to thank and commend Ted Anderson,Kim Marsden, Michael Earl and Richard Bramston for their efforts and commitment to the preparation of turf wickets this year. It was extremely pleasing and exciting to have the turf wickets at Cowaramup and Margaret River available.

Congratulations to all trophy winners this season in A and B grade. Special mention to Garry Morris for win- ning the cricketer of the year in “A” Grade and Dennis Hoemberg in “B” Grade. Congratulations to Garry Morris again for winning the House Medal for the fairest and best player in “A” Grade.

The House Medal For the fifth year, official umpires used their own personal judgement to cast votes on a 3-2-1 basis in each of the 15 qualifying rounds to determine a “fairest and best” winner in the A- Grade competition. The winner receives a $200 gold-plated sterling silver medal courtesy of the House family — the central family in the history of local cricket. Congratulations to Yobs for winning the A-Grade grand final and to Vasse, in their first year, win- ning the B-Grade grand final. The 2007-08 season was a year of missed opportunities. The club had high expectations and had set a goal of making finals in A-Grade. Unfortunately, this was not to be. The inability of A-Grade to beat Cowaramup during the year and some close losses to other clubs through inexperience, were deciding factors. Well done to Brad Price who had a great year with bat and ball, and to Cary Green who made over 400 runs again. Well done to Danny Hatton who did a great job as A-Grade captain. Thank you to all office-bearers, captains and vice-captains and everyone who helped during the year. A special thanks to Phil Hall who took on the difficult job of treasurer/secretary and did a marvel- lous job. A big thank you to Wayne Thackrah, Allan Miller and Karl Clively who did another great job administering the association. As volunteers they have a thankless task at times. Without them the association would not continue to function as effectively and as efficiently as it does. The club notes the apology to the Cowaramup cricket club in last week’s paper. Augusta completed the season with another strong performance in the expanded 12-team competi- tion. Finishing fourth, and knocked out by premiers Vasse, the side was well placed in a very strong B-grade competition. We welcomed new players Dutchy and Henry Shawcross, John McGinnis and Todd Harrison to our club. Consistent performances from Ben Kennedy, Craig Hughes and Dutchy Shawcross throughout the season kept Augusta in the finals race. Thanks to Matty Payne and George MacAulay for their efforts with the club, and congratulations to the Vasse Cricket Club on taking out the premiership in their first year in the competition.

Justin Chandler Season 2007-08 was certainly an eventful one from our point of view, and while the year ended with a certain amount of controversy (more on that later!), it was also a watershed year in other respects. The commissioning of our turf wicket was the culmination of a long held dream at the club, while the suc- cessful establishment of a third side continued our efforts to grow the game in our area.

Richard Bramston and Mike Hibberd were the driving forces behind our wicket, and while the whole club pitched in at times, without the dedication and time which these two put in we would not be in the position we are today. The four matches which were played on the pitch show that it will be a worthy addition to the competition in future years. We would like to acknowledge the support of Neil Earl and the Cowaramup Hall & Reserves Association in helping make it all come together. We’d also like to thank the help and advice freely given by Ted Anderson and Kim Marsden.

The club was buoyed by the arrival of several new faces this year, including Dave Johnson, Travis Clydesdale, Andrew Hibberd, Shannon Thomas, Alex White, Chris Chen and Shane Williams who all added depth to the club. The A Graders enjoyed a consistent year to finish fourth in the closest competi- tion for years, with captain Justin Chandler taking out the Cricketer of the Year for the 4th consecutive year, Dan Williams winning the bowling award with a vintage season capturing 28 wickets and Dave Johnson taking out the batting and fielding awards. The side was obviously disappointed, to put it mildly, not to be able to participate in this year’s final series, however we appreciate that the Associa- tion has had the good grace to apologize for its error in not allowing the first semi-final to be played on synthetic. As a club we would like to apologize to anyone who may have received irate phone calls in relation to the matter, and now the matter is behind us, we look forward to resuming normal relations on the cricket field next year. Only this time we aim to finish first (or third!).

The B1’s were ably led by Mick Inferrera, who guided the side to fifth spot and a narrow loss in the finals to Augusta. Dave Longden took out the batting and Cricketer of the Year awards, while Phil Arm- strong and Rob Menzies won bowling and fielding awards respectively.

It was appropriate that Mal Penfold led the third side in their first year, as he was responsible for getting the first Cowaramup side together 12 years ago, and while the team only posted two wins for the year, the experience gained by the younger players and the fact we were able to give a lot of fringe players a game each week meant that the experiment fulfilled all expectations. Mal took out the batting award himself, while Matt and Ashley Penfold kept it in the family by finishing 1-2 in the wicket-takers. Brock Murray was a standout in the field, while Mark Storey showed at the end of the season he will have a lot to offer the club next year. Congrats to Mark Jolliffe on finally reaching three figures after many years in the game. We’ll look forward to the proposed introduction of C Grade next year, which we think will provide more compatible competition for our third side.

Congratulations to YOBS on the A Grade flag and Vasse on being victorious at their first attempt at B Grade – a mighty effort. Our numbers this year continued to swell leaving some of us mature members with not a lot of games under our belts. Blakey came back from England (twice) accompanied by Edwin the Chief- who enjoyed his visit enough to promise a return next season. Sadly we are losing Lee Sounness and family to Albany. Lee has been a valuable member of our club and played a significant role in our success as well as Country Week Cup and Country Elevens achievements. We wish him all the best for the future.

Congratulations to Macca for winning our A grade cricketer of the year award. A fantastic effort. Also congratulations to Plugger for winning the B grade one.

It was fantastic to be able to play at home this year. The wicket played fantastic, and the new deck will be ready next season and hopefully a belter. However it was an unfortunate way to end the sea- son at Gloucester Park this year, with the B’s losing to Vasse on the Sunday; and the A’s final against arch rivals Cowie being unable to be prepared due to rain. It was also unfortunate that certain op- position players that questioned Plugger’s morals for not preparing the wicket did not come down to Gloucester Park and see the state of the wicket. It was still too wet early afternoon on game day to even think about preparing it. But thankyou Plugger for all your work this season.

The 20-20 competition we held was very successful and will be continued next year. Also a third side combining with Augusta will see juniors be given a smoother transition through to senior cricket. The future at the Hawks looks promising and very exciting.

Congratulations to Vasse and Yobs on their success in winning the grand finals. Season 07-08 was a big test for Saints with the merger of our junior and senior teams. We saw this as the future of our club and embraced the concept. The start of the season was a very busy time with three senior teams and four junior teams, but we got there. We were very happy to get 11s, 12s, 14s and 16s junior teams to go with our A-grade and Blue and Colts B-grade teams. Our experiment with our Colts B-grade team was a great successs with two 14-year-olds playing A-grade and 9 other 16s playing in our colts team at some stage during the year. Finally thank you to all office bearers of the Association for their efforts during the year.

Thank you to all the teams and players we came up against in 2007/08 for making our club’s first year in the association so memorable. Even though we were a little inconsistent on the field early in the season, we consistently had fun - win, lose or draw!

Congatulations to Yobs on their A-Grade grandfinal win, and well done to all the players who represented Vasse this season and helped us to win the B-Grade grandfinal in our first year. A history making effort!

Other highlights included our (annual) pre-season game against the Singleton Blues for the Pingle Cup as well as being invited to Cowaramup to compete in the Boys from the Bush Twenty20 Cup. Hopefully we can retain these prestigious awards next season.

A big thank you to Shane and Andre Callegari who organized just about everything for the VCC this season. The clubs success would not have happened without their hard work and selflessness.
