Highlights for the year included the release of a number of cost-benefit studies showing that CSIRO delivered returns of up to $14 for evelY dollar invested in a wide range of our research. Our Strategic Plan for 1991-96 reveals how we have planned to deliver benefits to Australia in the future. The establishment of eleven more multi-Divisional programs this year will enable us to focus more effectively on important national issues by bringing teams swiftly together from across traditional scientific and administrative boundaries.     Explanatory Notes for Development Assessment Local Heritage Register Amendments to the Queensland Heritage Act 1992, Schedule 8 and 8A of the Integrated Planning Act 1997, the Integrated Planning Regulation 1998, and the Queensland Heritage Regulation 2003 became effective on 31 March 2008. All aspects of development on a Local Heritage Place in a Local Heritage Register under the Queensland Heritage Act 1992, are code assessable (unless City Plan 2000 requires impact assessment). Those code assessable applications are assessed against the Code in Schedule 2 of the Queensland Heritage Regulation 2003 and the Heritage Place Code in City Plan 2000. City Plan 2000 makes some aspects of development impact assessable on the site of a Heritage Place and a Heritage Precinct. Heritage Places and Heritage Precincts are identified in the Heritage Register of the Heritage Register Planning Scheme Policy in City Plan 2000. Those impact assessable applications are assessed under the relevant provisions of the City Plan 2000.     The University of Queensland Archaeological Services Unit Report No. 423b Cultural Heritage Report for the Proposed Northern Link Project Report to Sinclair Knight Merz Connell Wagner Joint Venture Jon Prangnell PhD, Karen Murphy BA(Hons), Tam Smith MA and Linda Terry BA(Hons) School of Social Science The University Of Queensland Brisbane Q 4072 September 2008 Executive Summary This report details the results of the cultural heritage investigations undertaken of the Northern Link Project area (henceforth known as the Study Area). The University of Queensland Archaeological Services Unit (UQASU) was contracted by the Sinclair Knight Merz Connell Wagner Joint Venture on behalf of Brisbane City Council to undertake a study of the existing cultural heritage values of the proposed Northern Link route. This report details the results of studies of both the Aboriginal and non-Aboriginal cultural heritage places within the Study Area and the likely impacts and mitigation measures required. It is based on existing knowledge, registers and reports of the Study Area, community consultation, survey reports produced by the relevant Aboriginal Parties and surveys of standing structures conducted between October and December 2007. The Study Area consists of a corridor that traverses the inner western suburbs of Brisbane from Toowong in the west to Kelvin Grove in the east, taking in parts of the suburbs of Auchenflower, Bardon, Bowen Hills, Brisbane City (Petrie Terrace), Fortitude Valley, Herston, Kelvin Grove, Milton, Mount Coot-tha, Paddington, Red Hill, Spring Hill, Taringa and Toowong. For the purposes of the Cultural Heritage Study, a 300m buffer was applied around the Study Area to ensure that all places that may be affected by the proposed development were captured in the study.

    Johann Christian and Sophia Esther Heussler (13-64-11) John Heussler was born on 15 June 1820 at Bockenheim, Germany (near Frankfurt-am-Main) and arrived in Queensland in 1854. His background was as a wine merchant in London and Holland. He married Sophia Esther, daughter of With all the company John and Christian Westgarth of Edinburgh. She came to Queensland from Victoria with her mother, also buried here, and sister, shortly after their arrival in Australia. John and Sophia Heussler married in Brisbane on 10 March 1859. John Christian died on 26 Oct 1907 and his widow died on 5 June 1914. While “religion of heaven: was not to play a big role in his life”, he was buried according to Lutheran rites from Nazareth Church, Hawthorne Street, Woolloongabba. He played a large role in immigration, particularly encouraging an estimated two thousand German a Lutheran heritage trail Lutherans to come to Queensland. He built Fernberg, the current home of the Governor of Queensland but lost it to creditors in 1879. He was appointed a member of the Legislative Council in 1866, holding the position until his death. He became Honorary Consul for the German Empire and also for the Netherlands.
