Entrance to the Town Hall during the evening can be gained from the doors on St Thomas’s Road, opposite the Police Station. The agenda and accompanying reports for consideration at the meeting are enclosed. The agenda papers are being sent to both appointed and substitute Members. Central Lancashire Strategic Planning Joint Advisory Committee Tuesday, 28 January 2020 Agenda Page 6 Agenda Item 5 97 Central Lancashire Local Plan Update The committee received a report of the Central Lancashire Planning Local Plan Coordinator which provided an update on the progress of the Local Plan review. Members were informed that the Issues and Options Consultation was ongoing until mid-February and that over 200 online responses had been received to date with 685 people attending consultation events. A Developers’ Forum had been held in December 2019 with members and officers from South Ribble, Chorley and Preston Councils attending. Another session would be scheduled in 2020. Work was still ongoing with regards to the viability of the Local Plan and members were informed that a consultancy firm would be appointed and tasked with this work. The impact of concerns around climate change was discussed. South Ribble, Chorley and Preston Councils had declared climate emergencies and members were informed that the impact of climate change would need to be considered within the Local Plan. The possibility of appointing a climate change officer to work across the three councils had been suggested but remained to be scoped. Although Lancashire County Council had not formally declared a climate emergency, assurances were given that measures were being taken to reduce the effects of climate change. Members acknowledged that a lot of work would be undertaken within the next 18 months and noted the report 98 Draft Revised Central Lancashire Local Development Scheme (LDS) The Central Lancashire Planning Local Plan Co-ordinator, Carolyn Williams, presented a report on the Draft Revised Central Lancashire Local Development Scheme (LDS). As work on the Local Plan review is fluid, the timetable for works is regularly updated to reflect any changes to the anticipated timeframe. Adoption of the Local Plan is now anticipated for December 2023. Members acknowledged a delay in progress due to the extension of the Issues and Options consultation as well as the need to undertake reviews on strategic flood risk, education provisions and the spatial strategy. The potential need to undertake a review of Greenbelt land may also cause further delay to the publication of the Local Plan. Members requested that the report be amended to clarify that the anticipated targets for completion of work are ambitious and variable. The report was noted. Central Lancashire Strategic Planning Joint Advisory Committee Tuesday, 28 January 2020 Agenda Page 7 Agenda Item 5 99 Consultation of the Revised Joint Memorandum of Understanding Members received a report of the Director of Early Intervention and Support (Chorley Council) which provided an update on the consultation responses to the revised Joint Memorandum of Understanding (MOU). The MOU was reviewed and amended following the introduction of the Standard Housing Method for Local Housing Need by the government, which altered the methodology for calculating annual housing requirements. Adoption of the revised Joint MOU had been approved by South Ribble and Chorley Councils and would be debated by Preston City Council in February 2020. Members were informed that the MOU confirmed the annual housing need figures for each area of Central Lancashire, with South Ribble requiring 334 homes; Chorley 282; and Preston 410. Consultation had initially taken place in November 2019 and was reopened between December 2019 and January 2020 following constructive feedback. Developers, agents, parish councils, elected members and county councillors were consulted, with 37 responses received. A number of key issues, such as failure to consult properly, were identified through the consultation and addressed in the report. Members expressed satisfaction with the standard of officer’s responses to concerns identified through the consultation and thanked the Central Lancashire Planning team for their work. The report was noted. 100 Any Other Business There was none. 101 Dates of Future Meetings The next meeting of the Central Lancashire Strategic Planning Joint Advisory Committee will be held at Chorley Council on Tuesday, 24 March 2020 at 6:30pm. A response had been received from Michael Gowlett, Environmental Health at SRBC who suggested double yellowlines be placed in the vicinity. ACTION The clerk will write to Graham Gooch to ask him to expore the possibility of double yellow lines along the whole stretch of Liverpool Rd. She will also ask why the raised kerbs that were promised following damage caused by large vehicles have never materialised. 5. PUBLIC DISCUSSION A member of the public pointed out that there was a lot of water amassing in front of the bridge. Also the “dimples” placed on the pavement by the Walmer Bridge Inn had disappeared. ACTION The clerk will write to LCC Highways in respect of both of these issues. A member of the public advised that free seeds were available from “Grow Preston”. She will e-mail the clerk with the details. 6.     www.gov.uk/englandcoastpath England Coast Path Stretch: Cleveleys to Pier Head, Liverpool Report CPH 3: Penwortham New Bridge, Preston to Tarleton Lock Part 3.1: Introduction Start Point: Penwortham New Bridge, Preston (Grid reference SD 5283 2888) End Point: Tarleton Lock (Grid reference SD 4560 2154) Relevant Maps: CPH 3a to CPH 3i 3.1.1 This is one of a series of linked but legally separate reports published by Natural England under section 51 of the National Parks and Access to the Countryside Act 1949, which make proposals to the Secretary of State for improved public access along and to this stretch of coast between Cleveleys and Pier Head, Liverpool. 3.1.2 This report covers length CPH 3 of the stretch, which is the coast between Penwortham New Bridge, Preston and Tarleton Lock. It makes free-standing statutory proposals for this part of the stretch, and seeks approval for them by the Secretary of State in their own right under section 52 of the National Parks and Access to the Countryside Act 1949. 3.1.3 The report explains how we propose to implement the England Coast Path (“the trail”) on this part of the stretch, and details the likely consequences in terms of the wider ‘Coastal Margin’ that will be created if our proposals are approved by the Secretary of State. Our report also sets out: any proposals we think are necessary for restricting or excluding coastal access rights to address particular issues, in line with the powers in the legislation; and any proposed powers for the trail to be capable of being relocated on particular sections (“roll- back”), if this proves necessary in the future because of coastal change.

    PRESTON: Little Hoole, Longton, Much Hoole, Penwortham, Pl'eston, Rib­ bleton, Ribchester, Samlesbury, 'Valton-Ie-Dale, Whittingham, and Woodplumpton, which contained, in 1851, a population of 96,368 souls. It is divided into the six districts of Preston (east and west), Alston, Broughton, Longton, and Walton. There has been no new workhouse erected for this union, the five old ones being made to do duty in its stead. Their situations are Preston, 1Val­ ton, Penwortham, W oodplumpton, and Ribchester. The Preston workhouse occupies an airy and healthful situation in Deepdale­ road, a short dist,ance N.N.E. of the town, and a handsome erection, called" The Overseers' Buildings," was raised in 1848, at the corner of Saul-street and Lancaster-road, for the use of the officers of th& union. The guardians meet at the board-room here every Tuesday, at ten o'clock. Thomas Batty Addison, Esq., is chairman, and Thomas Birchall and Michael Satterthwaite, Esqrs., are vice­ chairmen; J oseph Thackeray, Esq., is clerk to the union and superintendent registrar. Among the Provident Institutions of Preston are many Friendly Societies, Lodges of Oddfellows, Foresters, Mechani.Js, Druids, Freemasons, the Catholic Brethren, Guilds, &0. The Sav'ing8~ Bank is also a provident institution, which affords a safe and bene­ cial investment for the savings of the humbler classes, and was first established at the National School here on the 11th of l"Iarch, 1816, but was removed to more convenient premises in Chapel­ street, in 1818. It now occupies a neat building in Lune-street, erected about seventeen years ago, but was removed to that street in 1830; and in 1852 possessed deposits, amounting to £170,298 4s.

Matters raised by the public None. 6. Planning applications received since the last meeting 07/2020/00844/DIS – Discharge of conditions 1, 2, 6, 8, 9-10 and 13 imposed on permission 07/2019/1085/REM for erection of 1 dwelling (Plot A), Fell View, Station Road, PR4 5LE. This was duly noted by the Parish Council. 7. Financial Statement It was not possible to present the Financial Statement at the meeting itself as the most recent bank statements were unavailable at the time. The updated information has been obtained and the balances are: • Current Account - £21,103.19 • Business Reserve Account - £18,609.75 8. Defibrillator for Walmer Bridge Village Hall: replacement pads and battery After some discussion, Councillor Wilcock proposed that the replacement pads and battery be funded by the Parish Council, at a quoted total cost of £222.60.

The Central Lancashire authorities are currently in the process of proposing local housing targets.
