It is a work of historiographical research, whose intent it is to present all documents, data, facts, information and other evidence, and - in the analysis of the above - to prove that Serbia and Montenegro, with their aides, as well as the Republic of Croatia, had carried out an aggression against the Republic of Bosnia and Herzegovina, that they have led an unprovoked war against it and that the war was not just a motivated, sudden war, but a war devised and prepared well in advance, carried out abruptly and without announcement and with all the elements of an aggression in the classical sense of the word. This scientific research is based on relevant documentation approached from a multidisciplinary point of view, i.e. relying on the findings of various scientific disciplines. It is a work of historiography, as it reconstructs the actual happenings - including their ideological, political, military and other (i.e. overall) activities, which constitute the act of aggression against the Republic of Bosnia and Herzegovina. The author of this very important historiographic testimony proves with ample strong arguments the a priori thesis that the war in Bosnia- Herzegovina (1991-1995) was, in fact, an aggression in the classical sense, a crime against the peace and security, not just an “ordinary” or civil war, and that the Bosniaks have been victims of genocide - the biggest crime committed in Europe since the end of World War II. This is not just the first work of its kind, but also the most complete and best work so far that with a statement broadly documented and clearly explained studies, analyses and indicates the character of the war in Bosnia and Herzegovina. 11 The specificity and diversity of the relevant documentation, in particular, its inaccessibility to the national and global scientific and other audiences has conditioned the specific methodology of proving the facts, which in turn meant that the documentation takes up a third of the physical volume of the Study. That circumstance has also meant that the specific local military terminology, as well as the terminology of the used legal acts and bylaws, or the terminology unique to the socio-political system in Bosnia- Herzegovina to its independence (1992), could not have been avoided. Hence phrases such as “self-management”, “working people and citizens”, “ethnic groups and minorities” and other lexemes uncommon to the English language, appear in parts of the book. A note by the interpreter points the meaning or context of usage where needed. However, the preservation of the factual integrity of the work was our supreme principle while preparing the English edition, in particular, the fact that the book is intended to serve the global academic audience, and this very principle has in places even been enforced at the expense of the linguistic simplicity of the sentence. We most sincerely apologize to the reader, convinced that, given the specificity and seriousness of the presented matter, our intention remains understandable. We also wish to remind that the text of the Study quotes the used sources and literature in the original form, i.e. not translated into English, where the letters unknown to English - such as ~, }, d`, { and `, have been omitted. At the end of the book, a list of sources and literature used, as well as registries of personal and geographic names, appear bilingually. The Publishers 12 INTRODUCTORY REMARKS Throughout their history, Bosnia and its population, the Bosniaks in particular, have been crucified between significant ideological and political divisions in the Balkans and the European continent. Bosnia has been on the border between the Western and Eastern Roman Empires (i.e. between Rome and Byzantium), and then between Eastern and Western Christianity, as well as subsequently, between the Habsburg and Ottoman Empires. Just a bit less than eighty years ago, Europe inaugurated this century of total war, thanks to the inability of its monarchs, statesmen, and generals to deal with a Balkan Crisis, the latest manifestation of what diplomats then called the "accursed Eastern Question." In the wake of that failure of statecraft, million-man armies marched into battle from one end of the continent to the other. Looking back on the long interval of peace which Europe has enjoyed since the end of the Second World War, the present crisis confirms the reality of a profound shift in the European security system and raises the question of whether the emerging security system in Europe will be able to deal with new Balkan crises. For several decades, while the military might of two ideologically-hostile blocs stood poised for action in Central Europe, a hypothetical internal crisis in Yugoslavia was often seen as an element in a scenario for bringing about a NATO-WTO military confrontation.

In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so.

Prihvaćeno: 05.01.2014. This paper examines the memory practices of the memorial complex at Mrakovica at the Kozara National Park in the Republika Srpska, Bosnia and Herzegovina. The original concept of the memorial site, founded in 1972, was to keep the Kozara-epos alive. The erected monument, the memorial wall and the museum were built to remember one of the biggest battles during the Second World War on Yugoslav soil during which more than ten thousand Partisan fighters and civilians lost their lives. During the communist era the memorial site fit into the official memory frame: the high number of casualties, especially civilians, was put into the foreground and the Partisans in their struggle for liberation were glorified. The key component of the official narrative was the slogan brotherhood and unity. After the armed conflict in the 1990s, the site underwent several transformations. New memorial frames were set by nationalists; thus history and memory were thereby de- and reconstructed. The new narrative included not only victims of the Second World War but exclusively those victims belonging to the ethnic group of Serbs of the First World War and the conflict in 1992-95.

Also, the article tries to throw a little more light on this notion, through a multidisciplinary view on the part of the population that has been named Vlachs in the past or present. The goal is to create an image of what they really are, and what they have never been, through a specific chronological historical overview of data related to the Vlachs. Thus, it allows the reader to understand, through the facts presented here, the misconceptions that are related to this term in the historiographic literature. DOI: 10.29362/IST20VEKA.2018.1.RAD.9-34 REPUBLIKA SRPSKA KRAJINA AND THE RIGHT * OF PEOPLES TO SELF-DETERMINATION ABSTRACT: In Part I of this article author details the claims to inde- pendent statehood of Croatia and Krajina based upon the right of peoples to self-determination in the context of the emergence of nationalism as a powerful political force in Yugoslavia in the early 1990s. He also details the response of the international community to the crisis which these irreconcilable claims gave rise to. In Part II author explores the reasons why the secession of Croatia suc- ceeded and the secession of Krajina failed. Finally, the ramifications of Croa- tia’s and Krajina’s competing claims to statehood for the right of peoples to self-determination are discussed in the Conclusion. More than any other, this event of that tumultuous year symbolised the end of the Cold War and ush- ered in what Allen Buchanan has called ‘the age of secession’.1 The usual justi- fication for secessionist demands was the right of peoples to self-determination. One of the means by which this right is realised is by ‘the establishment of a sovereign and independent state’.2 The critical question for self-determination relates to the meaning of ‘peoples’.
