Analysis of Fallacies Dr.sc.pol. Visvaldis Valtenbergs anna Zemblicka, Vidzemes augstskolas profesionālās augstākās izglītības bakalaura studiju programmas „politoloģija” studente darba zinātniskais vadītājs: dr.phil. jurģis Šķilters Zinātnes kults, šī vārda labākajā nozīmē, iespējams, pat vairāk ir nepieciešams nācijas tikumiskajai attīstībai, nekā ekonomiskam uzplaukumam. Zinātne ceļ [sabiedrības] intelektuālo un morālo līmeni; zinātne veicina dižu ideju izplatīšanos un triumfu. Rezumējums pastērs, franču ķīmiķis (Louis Pasteur 1822-1895) pētījuma mērķis bija noskaidrot, kā priekšvēlēšanu laikā izpaužas politiskā polarizācija Latvijas republikas Saeimā. tā kā nepastāv konkrēti metodoloģiski kritēriji polarizācijas iezīmju identificēšanai, tika nolemts ar Saeimas stenogrammu palīdzību analizēt argumentācijas kļūdas Latvijas republikas Studenta pētnieciskā darba sekmes visvairāk ir atkarīgas no prasmes praktiski izmantot apgūtās likumdevējā. pētījuma empīriskās daļas izstrādē tika izmantoti gan kvantitatīvas, gan kvalitatīvas zināšanas, loģiski spriest, analītiski vērtēt, apstrādāt savākto informāciju, to analizēt, izstrādāt un pieejas elementi. kvantitatīvas pieejas izmantošana kalpoja kā empīriskās izpētes sākumpunkts, izdalot novērtēt alternatīvas, kā arī prast orientēties jebkurā jomā un situācijā. tieši zinātne ir tā joma, kur argumentācijas kļūdas runu tekstos un sagrupējot tās noteiktās kategorijās; pēcāk uzsvars tika likts uz vislabāk izpaužas un iegūst sinerģisku efektu sadarbība starp recenzentu, darba vadītāju un, protams, kvalitatīvu pieeju - satura analīzi. izvēlētajā laikposmā - četros mēnešos politiski neitrāla laika (2010. pašu studentu. gada janvāris – 2010.gada aprīlis) un četros mēnešos priekšvēlēšanu laika (2010.gada jūnijs – 2010. ad hominem ad populum ad baculum pētnieciskā darbība, prezentācija un publikāciju sagatavošana palīdz studentam precīzāk un lakoniskāk gada septembris) – tika identificēti 102 , 74 , 45 argumenti, kā arī formulēt pētniecības jautājumus, mērķus, uzdevumus, rezultātus, kā arī iemācīties veidot zinātnisko 118 neiecietīgi izteikumi. pētījumā tika noskaidrots, ka priekšvēlēšanu laikā argumentācijas kļūdām diskusiju. un neiecietīgiem izteikumiem ir tendence pieaugt. Veiktais pētījums parādīja, ka vēlēšanas ir būtisks politiskās polarizācijas veicināšanas elements. Visvērtīgāko pētnieciskā darba pieredzi studenti var gūt, tieši piedaloties zinātniski pētnieciskajās konferencēs. publicējot savus darbus studenti gūst papildus pieredzi – apgūst zinātnisko izteiksmi, valodas stilu un dizainu. Studentu pētniecisko darbu konferences rakstu krājums ir ne tikai ieguldījums Abstract zinātnes attīstībā Vidzemes reģionā, bet visā Latvijā. the aim of the research was to explore how the political polarization appears in the parliament of Dr.oec. Maira Leščevica the republic of Latvia. Since there are no specific methodological criteria to identify the features of polarization, a decision was made to deal with the fallacies in the legislative of the republic of Latvia through the analysis of parliamentary records. in the empirical part of the research both quantitative and qualitative elements were used. the use of quantitative approach was the starting point of the empirical research; the fallacies were recognized in the speeches and classified in established categories, then the emphasis was put on qualitative approach, the content analysis. during the chosen period – four months politically neutral time (january 2010 – april 2010) and four months pre-election time (june 2010 – September 2010) 102 ad hominem, 74 ad populum, 45 ad baculum arguments and 118 intolerant expressions were identified.t he number of fallacies and intolerant expressions tend to increase in the pre-election time. the research displayed that election is a significant element which promotes political polarization. Veicot kontentanalīzi, tika izmantota mehāniskā kodēšana (human coding), kas ir precīzāka par datorprogrammām. Lielākā politiku var salīdzināt ar sporta laukumu, kur par uzvaru cīnās divas vai vairākas komandas. Sev daļa no programmām nav izmantojamas, jo ir valodspecifiskas, respektīvi, tās nedarbojas latviešu izdevīgos brīžos komandas sadarbojas, bet, kad runa ir par uzvaru, starp tām parādās sacensības gars valodas vidē un ar tām nav iespējams izpētīt īsākus atbildes teikumus un replikas (Šulmane, 2007:72). un neiecietība, izteikta kļūst rēķināšanās tikai ar savu pozīciju. pētījuma rezultātus iespējams vispārināt. proti, likumdevējā identificētā polarizācija priekšvēlēšanu laikā akadēmiskajā literatūrā ar polarizāciju skaidro situācijas, kad indivīdu lēmumi grupas ietvaros tiek tikpat labi var izpausties arī izpildvarā, komiteju tikšanās reizēs, frakciju ietvaros utt. tā kā konkrētais pieņemti, balstoties uz bailēm par pārējo grupu nolūkiem un rīcības formām (Lebas, 2006:421). temats Latvijas mērogā nav pētīts, empīriskā izpēte sniedza nozīmīgus rezultātus priekšvēlēšanu polarizācijas gadījumos parādās arī konflikta iespējamība.p artiju konfliktējošais raksturs izpaužas ne tik polarizācijas apzināšanā. daudz aktīvās rīcības formās, cik lingvistiskā mijiedarbībā. partijām piederīgie politiskās elites pārstāvji, kas sevi identificē ar noteiktām pozīcijām

Rural areas as a necessary component of living space for the population is an increasing focus both in official documents of various EU institutions and in research investigations. Both the documents and the research papers stress the necessity to enhance and maintain the viability of rural areas. The viability of rural areas is ensured by employment opportunities and the readiness of residents for active and innovative economic activity. The authors’ research focuses on an analysis of vertical and horizontal changes in entrepreneurship in the period 2009-2015 and their effects on changes in the living space in the territories analysed, which primarily involves the country’s regions, but a special focus is placed on the mentioned processes in territorial units of the regions – municipalities –, as the life of residents is influenced not only by national policies but also by on-going processes in the administrative territories of local governments. Zemgale region was chosen for an in-depth analysis of these processes.     The Saeima1 has adopted and the President has proclaimed the following Law: Law On Administrative Territories and Populated Areas Chapter I General Provisions Section 1. Administrative Territory An administrative territory is a territorial divisional unit of Latvia, in which the local government performs administration within the competence thereof. Section 2. Populated Area A populated area is a territory inhabited by people, the material pre-conditions have been established for residence therein and to which the relevant status of populated area has been granted according to the procedures specified by regulatory enactments. Section 3. Scope of Application of this Law (1) The Law prescribes the conditions for the creation, registration, modification of boundaries and establishing of the administrative centre of administrative territories and the territorial divisional units of a municipality, and the definition of the status of a populated area, the procedures for registration thereof and the competence of institutions in these matters. (2) The activities of State administrative institutions in administrative territories shall be regulated by other regulatory enactments. Chapter II Administrative Territories Section 4. Administrative Territories The Republic of Latvia shall be divided into the following administrative territories: 1) regions; 2) cities; and, 3) municipalities. Section 5. Region (1) The territorially amalgamated administrative territories of local governments shall be included in a region.
