The over-arching proposal here is to introduce higher density near the waterfront, and to propose incentives that may help preserve historic buildings. Specifically, the incentives involve added Floor Area Ratios (FAR) to development properties for taking advantage of certain existing site amenities and design guides. Additionally, for preserving historic buildings (or buildings of substantial age and/or cultural/historic value) a transfer of allowable building FAR may take place. As a baseline, the existing FAR allowance within the study area is 4:1, and the height restriction is 75ft. These existing restrictions would still be in place. However with added incentives such as TDRs, the allowable FAR and max height would be given the right to increase. As much as a total of FAR 9:1 may be achieved with the right mix of incentives. The following memorandum will further propose how these steps may be taken, and should be viewed in conjunction with the accompanying Portland, Oregon West Waterfront Urban Design Proposal document.     FROM STUMPTOWN TO TREE TOWN A Field Guide for Interpreting Portland’s History through its Heritage Trees BYDAVIDPAULBHEDBERG WITHDESIGNBYREHANAHUSPENCE PORTLAND HERITAGETREE PROGRAM In 1993 a group of concerned citizens succeeded in convincing the Portland City Council to pass the Heritage Tree code. Heritage Trees have special importance to the city “because of their age, size, type, historical association or horticultural value.” Under the code, the Urban Forestry Commission is responsible for recommending future Heritage Tree nominations to the City Council, which makes the final decision. However any citizen can nominate a tree; in fact, the method to do so is included in the back of this guide. Portland’s Heritage Tree program is somewhat unique to other cities because the designation is affixed to the property title for the life of the tree—even when the property is sold. Because of this, property owners must consent to Heritage Tree nomination and a qualified arborist must first certify that the tree is healthy and has enough space to grow to maturity. Since the program began over twenty years ago, the City Council has listed over 300 Heritage Trees on private and public property. IN THE MID-19TH CENTURY, the Columbia and Willamette Riv- ers carried major seagoing traffic to and from the inland port city Jim Talbot is a freelance of Portland, Ore. As Portland grew to be a major shipping port for technical writer living wheat, lumber, and other commodities, these two major rivers run- in Ambler, Pa. ning through the city presented major obstacles to local travel. By 1853, ferry service began across the Willamette River, but not until 1887 did the first Morrison timber bridge with a wrought-iron swing span cross the Willamette. It was followed a year later by the original Steel Bridge, a double-deck swing-span railroad bridge. Its name derived from the fact that in 1888 steel represented an unusual bridge-building material. The additional bridges that followed contributed greatly to the growth of Portland, which by 1900 had grown to 90,000 inhabitants. A Replacement Steel Bridge Early in the 20th century, the Oregon Railway and Navigation Company, which today is the Union Pacific, and the Southern Rail- road made plans to replace the original Steel Bridge.
