Par ailleurs le Fonds estime que l’avis des associations volon- taires (Groupe d’Animation du Quartier européen de la Ville de Bruxelles -GAQ-, l’Association du Quartier Léopold -AQL- , le Comité d’Initiative pour “Le mail des citoyens”, Inter-Environne- ment Bruxelles -IEB- , de Brusselse Raad voor het Leefmilieu -Bral- , l’Atelier de recherche et d’action urbaines -Arau- et les autres comités de quartier), est indispensable pour aider à déve- lopper le caractère multifonctionnel du quartier. Le Fonds considère que les sociétés propriétaires de terrains et d’immeubles, les promoteurs immobiliers, les institutions na- tionales et européennes ainsi que grandes entreprises établies dans le quartier devraient participer activement à des opérations concrètes de “renouveau urbain” en s’associant aux efforts d’in- térêt public entrepris dans le quartier. Durant l’année 2000, la région bruxelloise vécut au rythme des activités organisées à l’occasion de “Bruxelles, capitale culturelle européenne”. Au terme de leur mission et parmi les éléments de leur bilan, ses administrateurs relevèrent le caractère monofonctionnel du quartier européen et l’absence d’un plan urbanistique spécifique. At the end of that year the administrators of Brussels 2000 noted the one dimensionality of the European quarter and the lack of a specific masterplan. Retrofitting of residential buildings provides thus a considerable potential in energy conservation and sustainability benefits. But retrofitting an old house is a delicate process. This paper stresses the role of energy efficiency retrofitting of old dwellings in Brussels as the key element to achieve the European Union (EU) energy efficiency targets. The approach of this study is to conceive the buildings as a stock rather than individual entities, by developing a preliminary classification by construction system and building components.

The essential role of the Commissioners’ Office is to develop a regional seat policy by offering a single point of contact to the different institutions for every question related to their presence on the Brussels territory. The somewhat 60 European, international and intergovernmental institutions not to mention the 300 regional and local representations present on our territory, reinforce the undeniable international position of Brussels in the world as well as its internal diversity. This wealth, both economic and cultural, makes our region unique and is something to be proud of. This publication helps to objectify the impact of these institutions on the region and the major economic importance they represent. The 121,000 jobs created and 5 billion euros of added value are a major contribution to the fact that Brussels is the 3rd Region of the European Union in terms of GDP. Political scientists and other scholars have noted the importance of these city and regional institutions, but have paid little attention to their physical form. Through a select set of case studies, this article analyses the vast impact that small-scale interventions in the use and re-imagination of select buildings occupied by the subnational institutions have on Brussels’ urban form and function. Focusing on representations from German states, notably the city- states of Hamburg and Bremen, and including select other city and regional offices, the present article offers some first ideas of how the physical presence of these small entities transforms European Brussels. It asks how the selection, construction, reuse and restoration of buildings for the subnational institutions reshape the urban patterns of Brussels, how their architecture and external decoration contribute to the creation of a European narrative within the city, and how the institutional actors use Brussels’ buildings in their print marketing and web presences constructing entangled European and regional identities.
