MINUTES OF THE REGULAR MEETING OF MARKET WEIGHTON TOWN COUNCIL

HELD IN THE COUNCIL CHAMBERS ON WEDNESDAY 2nd MAY AT 7.00PM

1. APOLOGIES FOR ABSENCE

Apologies were received from Cllr Cashin, Cllr Chicken, Cllr Curwen and Cllr King.

2. AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE TOWN COUNCIL

A resident attended along with one of the towns business owners to bring an idea to the Council which would help the youths of the town. They are looking into renting the ground floor where the Asda Store used to be and turn this into a place of experience and hopefully gaining qualifications. Funding is being looked into from different sources, also the Police have been informed and the Council agree that they would fully back this idea up. The Council asked to be kept updated on any improvements.

4. TO AGREE THE MINUTES OF THE MARKET WEIGHTON TOWN COUNCIL REGULAR MEETING HELD - 4th April 2018

It was proposed by Cllr Hemmerman and seconded by Cllr Smith that the Minutes be signed as a true correct record. AGREED.

5. TO AGREE THE MINUTES OF A PROPERTY MEETING HELD - 11th April 2018

It was proposed by Cllr Smith and seconded by Cllr Cary that the Minutes be signed as a true record. AGREED.

6. TO RECEIVE PROGRESS REPORT AND UPDATES – Town Clerk

The Full Time Handyman had sent in his resignation so the Town Clerk had spoken to the Deputy Mayor and also the Chairman of the Personnel Committee to have a Vacancy Notice put out as soon as possible.

Cllr Hemmerman mentioned that he had attended a NALC meeting and that there had been a discussion regarding the Pay Scales being reviewed. The Town Clerk will keep checking on their Website.

8. TO DISCUSS THE ROAD CLOSED CEMETERY

Cllr Cary – Miresbeck were supplying some plants at the end of June which had been funded through Tesco Bags of Health.

9. TO DISCUSS ANY ISSUES REGARDING HOLME ROAD ALLOTMENTS

A letter received from the Allotment Association was read out. 1) The Council would again pay for half of the scalpings needed. 2) An Entrance Sign to be requested from ERYC which would hopefully slow traffic down along Holme Road. 3) A letter to be sent to the neighbouring property regarding roaming dogs on the Allotment Field.

Cllr Cary – An application to Haywood Windfarm had been sent which would help fund to double the Hedge Row on the North Fence Line.

10. TO RECEIVE ANY PROGRESS REPORT ON 37 HIGH STREET & ANY OTHER ITEMS RELATING TO THE PURCHASE OF THE LAND & BUILDINGS

11. TO DISCUSS ANY ISSUES REGARDING THE WAR MEMORIAL PLAYING FIELD & ASPEN PLAY PARK

The gate nearest to the Skate Ramp was to be taken off as was still making a loud bang when closed. A new gate to be priced up. Discussions were still on going with ERYC regarding the Skate Ramp.

12. TO DISCUSS THE NEW GENERAL PROTECTION REGULATION

Updates were still on going regarding the new regulation but it looks like a Date Protection Officer would not be needed.

13. TO CONSIDER RECOMMENDATIONS FROM COMMITTEE MEETINGS HELD SINCE THE LAST REGULAR MEETING

Instead of paying for delivery of the Newsletter, distribute 1000 copies around the towns businesses, doctor’s surgery, ERYC Customer Service Centre for residents to collect if they would like a copy. This is due to the Council now having a Facebook page, a Website and also the Notice Boards which information can be viewed. Proposed by Cllr Rudd and seconded by Cllr Hemmerman. AGREED.

Christmas Card competition which the winning design will be professionally printed for the Mayor to send out as the Town Council card. A runner up design will have their card printed in a pack of 5 or 10 which can be used by their family. Proposed by Cllr Peaks and seconded by Cllr Smith. AGREED.

14. TO RECEIVE ANY GRAVE RESERVATIONS – 2 side by side (Brown)

15. TO RECEIVE FINANCIAL REPORTS

All the accounts were away for Auditing by Sue Vicary Accountants. The Mayor read out the balances on the accounts which were as follows: Savings Account - £123,906.68 Holding Account - £2,362.55 Precept Working Acct - £87,474.53 Proposed by Cllr Hemmerman and seconded by Cllr Peaks that the Financial Reports be a true correct record. AGREED.

16. REQUESTS FOR DONATIONS

The Peoples Pantry/Foodbank – Proposed by Cllr Rudd and seconded by Cllr Hemmerman to donate £100. AGREED Royal British Legion Great Pilgrimage 90th Anniversary – Proposed by Cllr Hemmerman and seconded by Cllr Smith to donate £100. AGREED

17. FORTHCOMING EVENTS DIARY AND REPORTS

The events diary was passed to all showing visits done and to be done by the Mayor. The Deputy Mayor will be asked to attend events if the Mayor is unable to.

Cllr Rudd – Still waiting for update regarding the bench outside Mount Pleasant Junior School.

Cllr Cary – Large lorries still going through the town even hough weight limit restriction signs.

21. DATE OF THE NEXT REGULAR MEETING OF MARKET WEIGHTON TOWN COUNCIL

The Annual Market Weighton Town Council Meeting will be held on Wednesday 16th May 2018 at 7.00pm in the Council Chamber. There being no further business to discuss the Town Mayor thanked Members for their attendance and declared the Meeting closed at 8.35pm.
