CBD Sixth National Report
SIXTH NATIONAL REPORT i ACKNOWLEDGEMENTS Eswatini’s Sixth National Report (6NR) to the United Nations Convention on Biological Diversity (UNCBD) has been compiled by the Project Management Unit. The 6NR is a compilation of the contributions that have been made by the different stakeholders that are working on the issues that are in relation to the country’s customized Aichi Targets, as highlighted in the National Biodiversity Strategy Action Plan, Two (NBSAP 2). Data collection from stakeholders was done through the bilateral consultative meetings that were held between stakeholders and the project team, the regional workshops and a national workshop. The compilation of the 6NR has been managed and supervised by Ms. Hlobsile Sikhosana, who is the UNCBD Focal Point and Chief Environmental Coordinator in the Ministry of Tourism and Environmental Affairs. Special appreciation is extended to Mr. Emmanuel Dlamini, who is the Principal Secretary of the Ministry of Tourism and Environmental Affairs. Also appreciated are the members of the Project Steering Committee and the members of the Technical Committee. We further acknowledge the support and guidance from the United Nations Environment Programme (UNEP) especially from Mr Antony Kamau. The acknowledged project team and committees’ members that played a significant role in compiling the report are: 1. Bayesian Estimation of Key Population Sizes Using Multiple Data Sources by Andrew Pita A thesis submitted to The Johns Hopkins University in conformity with the requirements for the degree of Master of Science Baltimore, Maryland April, 2019 © 2019 Andrew Pita All rights reserved Abstract Monitoring of key populations with high HIV prevalence and high risk of infection is an essential aspect of HIV prevention and surveillance. The multi- plier method is one of the most common methods used in estimating the size of key populations. When there are multiple data sources available, multiple size estimates that share a data source are calculated and then averaged to arrive at a single estimate, which is problematic as this ignores the correlation introduced by the shared source. A proposed Bayesian hierarchical frame- work circumvents the issue of correlation, yielding a single estimate using all data sources. We apply this framework to data collected in eSwatini to estimate the size of both female sex workers and men who have sex with men at the regional level. We also conduct simulations to assess how the hierar- chical framework performs compared to the commonly used methods. In the simulation of the female sex worker analysis we find that 95 % confidence intervals for both methods perform similarly, with coverage proportions rang- ing from 91 % to 98 %. The hierarchical framework tended to be more precise as measured by the length of the confidence intervals. In the simulation of the men who have sex with men analysis we find that at one location, Mba- bane, the hierarchical framework produces a confidence interval covering ii the truth only 89 % of the time, versus 95% of the time using the average multiplier method.

The Commission is grateful to His Majesty, for assenting to the recommendations of the 2017 Review of Tinkhundla Boundaries Report which resulted in an increase in the number of Tinkhundla from 55 to 59. This enhanced the equality of the voting strength subsequently ensuring free and fair elections. Your Majesty, the 2018 National Elections was premised on the country’s Vision of first world status by 2022. This was demonstrated by the automation of most elections processes, from the registration to elections stage. Owing to the performance and effectiveness of technology used, the Commission will engage all stakeholders on the possibilities of moving a step further to Electronic Voting. The Commission is humbled by the overwhelming participation observed during the 2018 National Elections. This was largely influenced by the country’s rich cultural and traditional norms and values demonstrated by the use of songs and dances in advancing the campaign on the election of women amongst other groups. The Commission is also grateful to Their Majesties for motivating the entire Swazi Nation to stand up and be counted in this nation-building exercise, “Ngete Ngasala Nasakha Live”.
