According to the Chinese media, Xi Jinping regards Azerbaijan as an important partner for the Belt and Road cooperation. Xi suggested that the two sides should share opportunities, pursue common development and ensure sound planning and effective implementation of their Belt and Road cooperation. The Chinese leader also noted that China was willing to import more high-quality specialty products from Azerbaijan, encourage Chinese enterprises to invest and start businesses in Azerbaijan and carry out cooperation in such fields as infrastructure construction. Xi Jinping also said that the two sides 1 should deepen cooperation in the international transportation and logistics, promote the building of Asia-Europe transportation corridors and improve the level of regional connectivity. Xi Jinping said that China and Azerbaijan should take the 30th anniversary of their diplomatic relationship next year as an opportunity to push for the greater development of bilateral ties. Chairman Xi expressed readiness to strengthen exchanges and cooperation with Azerbaijan in medical areas, and to continue to provide vaccines and other assistance for Azerbaijan's fight against Covid-19. According to Azertac, Aliyev noted that Azerbaijan was ready to further strengthen ties with China and welcomed the further expansion of activities of the Chinese companies in Azerbaijan. President Ilham Aliyev wished China success in organizing the 2022 Beijing Winter Olympics and Paralympics. According to China Global Television Network, Ilham Aliyev said that China was a true partner of Azerbaijan and that Azerbaijan had always firmly supported China's position on issues related to Taiwan, Hong Kong and Xinjiang, and would continue to do so. Aliyev congratulated Xi Jinping on the 100th anniversary of the establishment of the Communist Party of China. Source: Parliament of Georgia On June 3, the ruling Georgian Dream party MP and the Head of the Friendship Group with the Parliament of the People's Republic of China Giorgi Amilakhvari and another Georgian Dream MP, Chairman of the Parliamentary Committee on Education and Science and also a member of the Friendship Group Shalva Papuashvili met with the Chinese Ambassador to Georgia Li Yan. 2 According to the MFA of China, the Georgian side warmly congratulated the Chinese Ambassador on the 100th anniversary of the founding of the Communist Party of China and the two sides exchanged views on the topics of China-Georgia relations, contacts between legislatures and parties, and education and scientific cooperation. Giorgi Amilakhvari said they discussed “all important issues at the political level, at the educational level, discussed investment and economic topics, talked about future close cooperation”. Georgian MPs also thanked the Chinese Ambassador for the assistance provided to Georgia on the Covid-19 vaccines. In 2010-2020 George Amilakhvari was the Deputy Rector, the Rector and associate professor of in Law at the Tbilisi Open University. Confucius Classroom at the Tbilisi Open University was established in 2016. In 2019, during his time as the Rector of the Tbilisi Open University he signed an agreement with Chinese side on the transformation of the Confucius Classroom at the Tbilisi Open University and establishment of Confucius Institute there. Tbilisi Open University is the second educational institution in Georgia, where a Confucius Institute operates. Former Prime Minister of Georgia on vaccines: MFA was working extremely actively, especially in the direction of China On May 31, former Prime Minister of Georgia Giorgi Gakharia said that Georgia’s Ministry of Foreign Affairs had been working especially actively in the direction of China to get Covid-19 vaccines. Gakharia, previously representing the ruling Georgian Dream Party and currently the leader of the newly established party For Georgia, was discussing vaccine purchasing activities during his time as Prime Minister in 2020 and at the beginning of 2021. “Our Ministry of Foreign Affairs was working extremely actively, especially in the direction of China and these were the results,” Gakharia noted. Source: Armenpress 3 Armenian Minister of Economy Vahan Kerobyan met with the Ambassador of China to Armenia Fan Yong, Armenpress reported on June 2. Kerobyan informed the Chinese Ambassador about “several new initiatives” and invited Chinese companies to participate in the implementation of these projects, related to the designing, construction and operation of an innovative city on the Yerevan-Gyumri highway, as well as the construction and launch of industrial parks in Ararat, Meghri and Gyumri. Regarding the agricultural sector, Vahan Kerobyan discussed the necessity of creating a single irrigation system in Armenia and discussed the opportunities of jointly implementing this project with China. During the meeting, the sides also discussed the possibilities of re-launching a chemical production and developing metallurgy in Armenia. The two sides also emphasized the necessity of opening direct flights between Armenia and China, which would facilitate cargo transportation between the two countries and would boost tourism. Kerobyan expressed the readiness of the Armenian government on this issue and noted that if necessary, such flights would be subsidized. Chinese Ambassador noted that in 2020 the Chinese side had planned to send a group of specialists to Armenia to observe the possibilities of opening direct flights, but this plan didn’t take place because of Covid-19. According to the Ambassador, the Chinese side was ready to resume the talks over this issue. Fan Yong also emphasized “deepening the economic ties and the mutually beneficial partnership”, expressed the interest of the Chinese side in participation in the mentioned projects and asked to be provided with more detailed information about them. Azerbaijani MP: China and Azerbaijan are linked by the bonds of traditional friendship and cooperation An Azerbaijani MP and member of the Azerbaijan-China Working Group on Interparliamentary Relations Aydin Huseynov said that China and Azerbaijan were linked by the bonds of traditional friendship and cooperation, an Azerbaijani news agency reported on June 3. The MP said that a trade mission operated at the Azerbaijani embassy in China, Azerbaijani trading houses also operated in Luzhou, Lianyuan and Qingdao and three wine houses of Azerbaijan existed in Urumqi and Shanghai. Huseynov noted that Azerbaijan's export of goods to China was growing annually. According to the Azerbaijani MP, Chinese companies have invested over $900 million in Azerbaijan. “There are about 120 companies with Chinese investments in Azerbaijan. Azerbaijan's investments in the Chinese economy amount to $1.7 billion.     6 Affirming Genocide Knowledge through Rituals Parts I and II of this book examined the emergence of repertoires of knowledge regarding the Armenian genocide through social interaction, objectified thought processes, bearing witness, and the involvement of knowledge entrepreneurs. We saw how knowledge generated through these processes took radically different shapes as it became sedimented within each of two distinct carrier groups, Arme- nians and Turks. Oppositional worldviews and associated knowledge reper toires are not unique to this case, of course. We find them, for example, when those who recognize the role of human action in global warming encounter others who see a Chinese conspiracy at work, aimed at harming the U.S. economy. Or again, when those who know that liberal or social democracy will secure a prosperous and secure future disagree with followers of populist authoritarian leaders and parties. The question arises of how each collectivity deals with the challenges posed by the other side. Now, in part III, we encounter two strategies commonly deployed in struggles over knowledge. While chapters 7 and 8 address conflictual engagement with the opposing side in the realms of politics and law, and chapter 9 explores counterpro- ductive effects of denial in an age of human rights hegemony, the present chapter examines the use of elaborate public rituals toward the reaffirmation of genocide knowledge within each of the contending collectivities. We owe early social-scientific insights into the role of rituals in social life to Émile Durkheim. In his book The Elementary Forms of Religious Life, Durkheim ([1912] 2001) tells us about the ability of rituals to sanctify objects and charge sym- bols that represent them with a special energy.

    June 21, 2021 PRELIMINARY ANNOUNCEMENT June 20, 2021 Early Parliamentary Election Voting and Counting Process The Akanates observation mission conducted both long-term and short-term observation of the June 20, 2021 early parliamentary election in Armenia. The mission deployed 580 observers to a sample of 300 polling stations across the entire territory of Armenia. In addition, 22 mobile observer teams visited another 150 polling stations outside of the sample, and 33 observers followed the activities of 33 territorial electoral commissions (TECs). The polling stations included in the sample of 300 were selected through a random representative sample and include a parallel vote tabulation (PVT) exercise. The PVT statistical approach provides a reliable measure for evaluating election-day processes, including polling station opening, voting, polling station closing, and summarizing the results, as well as the distribution of votes among parties. Although the observation mission did not cover all 2008 polling stations, sample-based PVT still allows to speak of the electoral process and results received, at the national level. It can verify or question the official election results which can help build confidence in the electoral outcome․ According to our observations, election day saw engaged and active participation from citizens. The process was fundamentally organized, smooth, and without serious violations. Nevertheless, a number of polling stations had a palpable level of tension, mostly due to the presence of unauthorized persons inside the polling station, who sometimes directed voters, exceeded the maximum number (2) of proxies per political party and cast the secrecy of vote into doubt. Although violations were noted on the part of representatives for multiple parties and alliances (I’m Honored Alliance, Prosperous Armenia Party, Civil Contract Party, Awakening National Christian Party, Armenian National Congress Party, Shirinyan-Babajanyan Democrats’ Alliance), the majority of violations involved representatives of the Armenia Alliance.

Introduction 1. On 18 March 2021, the Prime Minister of Armenia announced that early parliamentary elections would be held on 20 June. 2. On 16 April 2021 the Bureau of the Parliamentary Assembly decided to observe these elections, subject to the receipt of an invitation, and to set up an ad hoc committee composed of 20 members (SOC-7; EPP/CD-6; EC/DA-3; ALDE-3; UEL-1) as well as the two co-rapporteurs of the Monitoring Committee. On 26 April the Bureau authorised the President to appoint its chairperson. 3. On 13 May 2021 the President of the National Assembly of Armenia invited the Parliamentary Assembly to observe the early parliamentary elections. 4. On 28 May the Bureau approved the final list of members of the ad hoc committee to observe these elections and confirmed the appointment of Mr George Katrougalos (Greece, UEL) as its chairperson. The list of members having participated in the election observation mission is set out in Appendix 1. 5. In accordance with the co-operation agreement signed between the Parliamentary Assembly and the European Commission for Democracy through Law (Venice Commission) on 4 October 2004, a representative from the Venice Commission was invited to join the ad hoc committee as an adviser. 6.     COMMITTEE TO PROTECT FREEDOM OF EXPRESSION Armenia’s Economic and Social Problems in the Press Conferences of Political Forces Running for Parliament (According to monitoring results) From February 6 th to April 29 th , 2017, the Committee to Protect Freedom of Expression conducted monitoring of press conferences, held by 9 political parties and alliances running for Parliament on April 2, 2017. According to the list published on February 17 th , 2017, by the Central Electoral Commission, those political forces are: the EXIT Alliance, the Free Democrats Party, the Armenian Revival Party, the Tsarukyan Alliance, the Congress – People’s Party of Armenia Alliance, the Republican Party of Armenia, the Ohanyan – Raffi – Oskanian Alliance, and the Armenian Revolutionary Federation “Dashnaktsutyun”. The study aimed to reveal the share of references to Armenia’s economic and social issues and the solutions proposed to address those issues in the campaign press conferences held by the representatives of political parties. The monitoring activity consisted of 3 stages, each lasting 27 days: the period prior to the official campaign, the official campaign period and the post-campaign stage. Respectively, the first stage lasted from February 6 th to March 4 th , the second was from March 5 th to the 31 st , and the third one extended from April 3 rd to 29 th . A comparative analysis has been conducted on the basis of the data collected in all the 3 stages of monitoring. MONITORING OVERVIEW The press conferences held by political parties and alliances, to be more exact, the fragments of press conferences devoted to economic and social topics, extracted from the speeches of the speakers, served as the object of monitoring.
