Gambaran Umum Dan Kondisi Wilayah Kota Pematangsiantar Revisi RPIJM Kota Pematangsiantar Tahun 2013-2017 BAB 2 GAMBARAN UMUM DAN KONDISI WILAYAH KOTA PEMATANGSIANTAR 2.1. Kondisi Umum 2.1.1 Profil Geografi Kota Pematangsiantar secara geografis terletak di bagian tengah Sumatera Utara, terletak pada garis 2° 53’ 20” Lintang Utara (LU) dan 99° 1’ 00” - 99° 6’ 35” Bujur Timur (BT) pada peta bumi dan berada di tengah-tengah kabupaten Simalungun. Letak geografis Kota Pematangsiantar ditunjukkan pada Gambar Peta 2.1. Wilayah administrasi Kota Pematangsiantar terbagi menjadi 8 kecamatan. Adapun kepadatan penduduk tertinggi terjadi di Kecamatan Siantar Utara diikuti Siantar Barat dan Siantar Timur yaitu masing-masing 12.719 jiwa/km2, 10.915 jiwa/km2 serta 8.508 jiwa/km2. Hal ini mengindikasikan bahwa kegiatan perdagangan dan jasa terkonsentrasi di ketiga kecamatan tersebut sedangkan di sisi lain kecamatan-kecamatan yang mengalami kepadatan penduduk sedang dan rendah merupakan area yang didominasi oleh permukiman maupun pertanian. Dari segi jenis kelamin, penduduk berjenis kelamin perempuan di Kota Pematangsiantar pada tahun 2010 berjumlah 120.137 jiwa dan penduduk laki-laki berjumlah 114.561 jiwa (sex ratio sebesar 95,36). A. Penggunaan Lahan Dari hasil interpretasi foto satelit tersebut diperoleh informasi penggunaan lahan (land-use) Kota Pematangsiantar yang meliputi peta penggunaan lahan dan tabel penggunaan lahan. Hasil interpretasi menunjukkan bahwa terdapat 24 kategori pemanfaatan ruang di Kota Pematangsiantar, yang dibagi dalam 3 kategori yaitu non-urban, urban dan utilitas. Dari tabel tersebut dapat dilihat bahwa penggunaan lahan terbesar di Kota Pematangsiantar adalah sebagai berikut: - sawah : 2.750,02 Ha (34,39%), - permukiman : 2.008,16 Ha (25.11%), - kebun sawit : 1.025,39 Ha (12.82%), - kebun campuran : 1.210,10 Ha (15,13%), - penggunaan lahan lainnya : (3.13%), - perdagangan dan jasa : (2.37%), - industri : (1.86%), - pendidikan : (1.07%). 2-6 Revisi RPIJM Kota Pematangsiantar Tahun 2013-2017 Gambar 2.3 Penggunaan Lahan di Kota Pematangsiantar Sumber : RTRW Kota Pematangsiantar Tahun 2012-2032 Dari angka-angka tersebut dapat diketahui bahwa penggunaan lahan Kota Pematangsiantar masih didominasi oleh kelompok non urban (pertanian) yang meliputi 63.88% dari total wilayah kota, dimana sawah merupakan komponen terbesar. Sementara penggunaan lahan kelompok urban hanya meliputi 32.36% dari total wilayah kota. Angka-angka tersebut juga menunjukkan bahwa Kota Pematangsiantar tidak memiliki lahan/area dengan kategori ‘kawasan lindung’ yang meliputi hutan primer, hutan sekunder, rawa dan sebagainya. B. Struktur Penduduk Berdasarkan Tingkat Pendidikan Struktur pendidikan penduduk Kota Pematangsiantar dicirikan dengan besarnya proporsi penduduk tamat SMTA (44,43%), diikuti oleh kelompok penduduk tamat SD (26,34%) dan tamat SMTP (24,26%). Pertama, kondisi ini menunjukkan tingginya kesempatan berkembang dan mengembangkan kegiatan ekonomi baru di mana kedua hal tersebut menunjukkan tingginya potensi pengembangan sektor-sektor perkotaan yang membutuhkan tenaga kerja terdidik. 2-10 Revisi RPIJM Kota Pematangsiantar Tahun 2013-2017 D. Struktur Penduduk Berdasarkan Tingkat Mata Pencarian Pada Tahun 2008, struktur mata pencaharian Kota Pematangsiantar dicirikan dengan dominannya sektor perdagangan dan jasa sebagai sumber mata pencaharian penduduk, yaitu masing-masing 38,76% dan 24,14%. Sementara sektor lainnya masing-masing memiliki proporsi yang relatif rendah, seperti industri (9,41%), pertanian (8,81%), konstruksi (7,97%), angkutan (7,24%) dan keuangan (2,66%). Adapun sektor mata pencaharian terendah adalah pertambangan dan penggalian (0,25%) (Tabel 2.4). Kondisi ini menunjukkan bahwa sektor-sektor tersier sudah menjadi mata pencaharian sebagian besar penduduk Kota Pematangsiantar (lebih dari 80% penduduk). Sementara sektor primer dan sekunder bersama-sama hanya menyumbang 18% dari total lapangan kerja. Angka tersebut mempertegas data PDRB di mana sektor tersier merupakan sektor terbesar dalam perekonomian kota. Selanjutnya informasi ini juga menjadi pertimbangan dalam kebijakan pengembangan kota di mana penyediaan ruang bagi pengembangan sektor-sektor tersier menjadi prioritas pemerintah kota. 2-11 Revisi RPIJM Kota Pematangsiantar Tahun 2013-2017 2.1.3 Profil Ekonomi Produk Domestik Regional Bruto (PDRB) Kota Pematangsiantar atas dasar harga berlaku pada tahun 2010 sebesar 4.163.437,74 juta rupiah dengan kontribusi terbesar diberikan oleh sektor perdagangan, Hotel dan Restoran yaitu sebesar 34,02%. Sedangkan sektor yang paling kecil memberikan sumbangan terhadap PDRB adalah sektor pertambangan dan penggalian yaitu sebesar 0,02%.

Dany Juhandi1, Ardian Elonard Purba2 {[email protected]} Politeknik Wilmar Bisnis Indonesia, Indonesia1, 2 Abstract. Fruit commodity is one of the most imported agricultural commodities. However, the government did not pay enough attention to agricultural policies for this commodity. Farmers also prefer to plant food and plantation commodities. Meanwhile, increasing consumption of fruits creates opportunities for farmers and the government to meet domestic demand. It increases due to the consumption factor of the population. Fruit consumption is currently showing an increasing trend because public awareness to consume fruits continues to increase. To meet domestic demand, the fruit market is filled with imported fruits. We need an appropriate development plan for fruit commodities which has an impact on regional economic development. This study aims (1) to analyze potential fruit commodities in North Sumatra, (2) to analyze specialization and localization of fruit commodities, and (3) to analyze priority fruit commodities in North Sumatra. The research methodology used in this paper is quantitative descriptive using secondary data from 2017- 2018. The results of the study show that (1) each district in North Sumatra has a very varied fruit commodity base, (2) there are no districts in North Sumatra that specialized in producing certain fruit commodities, (3) the priority fruit commodities are still monotonous.     NORTH SUMATRA The USAID Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua (IUWASH PLUS) project is a five-and-a-half-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental and donor agencies, the private PLUS NORTH SUMATRA sector, NGOs, communities and others to achieve the following "high level" results: • An increase access to improved water supply service for 1,100,000 people USAID IUWASH in urban areas of which at least 500,000 are from the poorest 40% of the population (also referred to as the “bottom 40%” or “B40”); and • An increase access to safely managed sanitation for 500,000 people in urban areas. USAID IUWASH PLUS works with 35 Local Governments across Indonesia located in 8 provinces that includes North Sumatra, West Java, Central Java, East Java, South Sulawesi, Maluku, North Maluku and Papua, and 2 special areas in DKI Jakarta and Tangerang district. Therefore, it needs another alternative source to meet the standard quality with low cost. One of the potential sources is Lake Toba. To meet the needs North Sumatera Provincial Government intends to use Lake Toba, but it is feared that the decline of normal water level will disrupt the cruise ship, especially when anchored at the port. The Government plans a water supply system in Integrated Water Regional Management (IWRM) to be used collectively to be efficient in construction and operation. This study aims to determine the water balance of Lake Toba if used as a regional water supply and impact on normal water levels. In this paper, the normal water levels were analyzed by inflow and outflow, not based on elevations above sea level. The method of analysis is water balance analysis done in two parts, analysis of water debit requirement (output) and analysis of water supply (input) in a hydrological analysis. Comparison of the water balance is a consideration for conclusions. The results showed that the required debit was 82.37 m3/ sec (output discharge) while the supply of rainfall as reliable discharge was 121.79 m3/sec.

Climate change is one of serious threats to the agricultural sector. In North Sumatra Province, climate change is characterized by shorter rainy season with higher rainfall. To overcome such climate change, it is necessary to provide irrigation that can accommodate excessive rain water and distribute it in times of shortage. Therefore, changes in rainfall will not be too influential on productivity. This is especially important for plants that need a lot of water like rice. To analyze the influence of irrigation in North Sumatra Province, the data were collected from 27 regencies/cities in 2011 – 2015 and were analyzed using a Simple Linear Regression analysis model. The estimation results show that irrigation can push the productivity variances. The irrigation regression coefficient of - 0.133432 shows that each increase of irrigation area by 1% will decrease the productivity variation by 0.13 tons/ha. In 2016, the tourism sector becomes the second largest foreign exchange contributor under Crude Palm Oil (CPO). According to The World Economy Forum (WEF), Indonesia's Tourism Competitiveness Index shows an increase in Indonesia's ranking in 2015 at number 50 and in 2017 at number 48. Comprehensive facilities and infrastructures are one of the government's focus on promoting the tourism sector. Government policy to build Kuala Tanjung - Tebing Tinggi – Parapat Toll Road in North Sumatera Province is one of the government effort to increase tourism potency, that is Lake Toba. Pematangsiantar City Animal Park (THPS) as one of tourism object in North Sumatera Province must be able to face all existing changes, both from an internal and external side in order to understand the environmental condition and the right strategy to be implemented. The type of the research is descriptive qualitative by using interview and documentation as the the data collection technique. The analysis techniques used are IFE Matrix, EFE Matrix, IE Matrix, and QSPM Matrix. The results showed that the Pematangsiantar City Animal Park (THPS) was above average and able to overcome weaknesses by optimizing their strengths and able to respond the opportunities by overcoming all threats. Based on the QSPM matrix, the best strategy to implement is the product development strategy.
