CIRCULATION POLICIES

CHECKOUT PERIODS FOR MATERIALS BY FORMAT The initial checkout period for all Hayner Library materials (except DVDs and software) is two weeks. The initial checkout period for all Hayner Library DVDs and software is one week. Items checked out via Interlibrary Loan are subject to the loan periods of the owning library.

CHECKOUT LIMITS FOR MATERIALS BY FORMAT Books: No limit; do not take everything we have on one subject Audiocassettes/Audio CDs/Music CDs: Any combination of 10 per card Videocassettes/DVDs: Any combination of 5 per card Magazines: 5 issues per card Software on Compact Disc (CD-ROM), Leap Pad cartridges, puppets, kits, games, etc.: 5 per card

REGULAR RENEWALS

The regular loan period for all Hayner Library materials is two weeks (except DVDs and software). All Hayner Library items (except DVDs and software) may be renewed at the borrower’s request as long as there are no outstanding holds on the items. The renewal period is two weeks. The same item cannot be charged to the same borrower more than three times in a row—i.e., a maximum of three consecutive charges, or a total of six weeks. In other words, the same borrower cannot renew the item more than twice.

Hayner Library DVDs and software may be checked out for one week. Hayner Library DVDs and software may be renewed one time. After returning these items, they must sit on the shelf for twenty-four hours before they can be checked out again.

Items checked out via Interlibrary Loan are subject to the renewal periods (if any) of the owning library.

VACATION LOANS—RENEWALS

For the convenience of library users, we will charge Hayner Library items (excluding DVDs, software, and materials designated as “new”) on a six-week vacation loan at the request of the library user. Items charged on a six-week vacation loan cannot be renewed. Items belonging to other libraries may not be checked out for longer than the owning library’s initial loan period. However, these materials may be renewed, per the owning library’s renewal policy, as long as there are no outstanding holds on the items.

TEACHER LOANS—RENEWALS

Bulk loans or teacher book boxes may be charged to teachers on a six-week loan for classroom use. Such bulk loans generally cannot be renewed beyond the initial six-week loan. We will make an exception to this rule under the following circumstances: If a book box is returned and a few items from the book box are missing, we will renew the missing items at the teacher's request for an additional two weeks. We do this as a service for teachers, to allow them to search for and recover the missing items without incurring overdue fines. Such items cannot be renewed a second time. If the items are still missing at the end of the renewal period, the teacher will be expected to pay for the cost of the lost item(s) plus service charge(s). No other materials may be borrowed until the lost items have been paid and cleared from the borrower record.

DVDs and computer software cannot be checked out for six weeks.

SHARE HOLDS—PATRON NOTIFICATION

When items to fill borrower holds are checked in at the agency from which they were placed, the Polaris system automatically begins a countdown of the number of days the agency can hold the items for patron pick-up before the hold is canceled.

The Polaris system allows a patron SIX DAYS to pick up a hold.

In order to check out an item on hold, a patron will need the library card that was used to request the item. The Polaris system will not allow library staff to check out a requested item to any other borrower ID number except the one that was used to place the request.

HAYNER PUBLIC LIBRARY DISTRICT Application form for library card

All applicants are required to fill out a library card application form.

Adult applicants are required to show proper ID to verify residency in The Hayner Public Library District in order to obtain a library card.

Juvenile applicants are required to have a parent or guardian signature on their application card (signed in the presence of a library staff member); the parent/guardian is required to show proper ID to verify residency in The Hayner Public Library District. If a parent/guardian wishes to obtain a library card for his/her child (under age 18), the parent’s library record (and all other library records for minors for which the parent is listed as parent/guardian) must be free of outstanding fines/fees and overdue materials. The child must be present in order for a library card to be issued in his/her name. The child does not need to be present for the library card to be renewed.

Applicants must show a street address within the Library District. Post Office Box numbers are not acceptable addresses. Post Office Box numbers may be entered into patrons’ records as the primary address if that is where they wish to receive their mail, but the street address must be listed in their library record.

The following identification is required:

1. Photo ID with current address (a current valid driver’s license or state identification). 2. Second proof of residency if the above listed photo ID does not have the patron’s current address.

There is no minimum age limit on library cards. Parents or legal guardians determine when a child is ready to apply for his/her own library card. In the event the minor becomes of age, it is the parent’s responsibility to have the child obtain individual library status, or the parent will be responsible for any fines incurred on the child’s card.

DUPLICATE JUVENILE RECORDS

In accordance with a decision by The Illinois Heartland Library System, The Hayner Public Library District will issue duplicate juvenile records for juveniles living in dual households (example: divorced parents). The juvenile may have two records within any two libraries in the Illinois Heartland Library System. If one or both parents reside within the boundaries of The Hayner Public Library District they may each apply for a library card for their child/children. Duplicate library cards are independent of each other; fines, fees, and overdue materials on one card will not affect borrowing privileges of the other. Each parent is responsible for all fines and/or fees accrued on their respective card. Parents are also responsible for all materials checked out on the library card for which they signed. Parents must show proper proof of residency within The Hayner Public Library District when applying for a card for their child. The parent’s library record (if one exists) must be free of fines and/or fees over $5.00 before a library card may be issued in their child’s name.

PATRONS WITH DELINQUENT RECORDS

Patrons with outstanding fines or overdue items may not check out materials until all overdue items are returned or renewed, and all fines over $5.00 are paid.

LOST/REPLACEMENT CARDS: Patrons are charged a $1.00 replacement fee for lost cards. Cardholders must fill out a new application form and present an acceptable form of ID when

4 applying for a replacement card. Juveniles who lose their cards must fill out a new application form with parent or guardian’s signature (signed in the presence of a library staff member). The parent or guardian must show an acceptable form of ID when his/her child receives a replacement card. All outstanding fines and fees over $5.00 must be paid before the borrower’s record is renewed or replaced.

CHANGE OF PERSONAL INFORMATION: If a Hayner cardholder has a name change, a change of address within the district, or a change of phone number, he/she should report the change to the library as soon as possible. Cardholders must fill out a new application form and present an acceptable form of ID when making changes to their library record. If the patron is a juvenile cardholder, he or she must fill out a new application form with parent or guardian’s signature (signed in the presence of a library staff member). The parent or guardian must show an acceptable form of ID when changing information to his/her child’s library record.

TRANSFER OF LIBRARY DISTRICTS: If a patron from another SHARE library moves into The Hayner Public Library District and applies for a Hayner card, the existing record in the Polaris database will be updated. A Hayner card and a Hayner barcode will be issued. NOTE: All pre-existing delinquencies and outstanding fines and fees must be cleared in full from a borrower record before a TRANSFER application is processed and a Hayner library card is issued to a patron.

PARENT AUTHORIZATION FOR A MINOR

If an applicant is under the age of 18, the authorization statement on the reverse of the borrower's application form must be signed by the applicant's parent or legal guardian before a library card is issued. If a parent/guardian wishes to obtain a library card for his/her child (under age 18), the parent’s library record (and all other library records for minors for which the parent is listed as parent/guardian) must be free of outstanding fines/fees and overdue materials. The signature must be witnessed by a member of the library staff.

The Hayner Public Library District follows a policy of free and unrestricted access for all library users as is recommended by the American Library Association. Please understand that when you authorize the library to issue a library card to your child, that child will have the same access to all public areas of the library, and to all materials in the library collection, as any other library user.

You are responsible for supervising your child's use of the library and its resources. The library staff cannot act as substitutes for parents in relation to children using the library. Very young children should never be left unattended in the library.

The person who signs the authorization statement for a minor applicant's library card is held liable for all fees and fines incurred by the child using that card, even if you are not present when materials are borrowed on that card.

If you wish to restrict your child's access to parts of the library, or to parts of the library

5 collection, you have the right to do so. But you must monitor your child's usage and enforce the restrictions yourself. The library staff cannot enforce your restrictions for you. Parents and guardians have a right to raise their children according to their own beliefs and values. The library supports this right. You alone have the right to determine which library resources are appropriate for the use of your child. The library staff is happy to help you and your child by showing you the materials available in the library, but the final decision rests with you. The library staff does not try to tell you what you should or should not allow your child to read or view from the library collection.

If your child borrows materials from the library that you feel are not suitable for that child, or are not in accord with your family's beliefs and values, we urge you to return the materials to the library immediately. The library staff will be happy to help you and your child select alternative materials better suited to your needs, beliefs, and values.

For this reason the library tries to provide a wide variety of viewpoints on many different subjects. We are happy to take suggestions from our library users as to materials you would like to see added to the library collection.

RESIDENT LIBRARY CARDS

Any person living within the boundaries of The Hayner Public Library District is eligible for a personal library card. The card is obtained by filling out the library card application form and by presenting identification that verifies the applicant’s address within the district. By state law, resident library cards must be renewed every three years.

The Illinois Library Law at 75ILCS 16/1-5 provides as follows concerning the definition of “resident”: “Resident” means a person residing within the geographic area in which a tax is imposed to support a public library. In the case of The Hayner Public Library District this means anyone residing within the geographic boundaries of Alton, Godfrey or Foster Township. A residence is defined as a permanent place of abode as contrasted to temporary living quarters which are subject to a limited duration. Some examples of such addresses include but are not limited to the following:

Local / are not considered permanent addresses, and as such, library cards may not be issued to persons living in such lodgings.

Some examples of such addresses include but are not limited to the following:

*In some instances hotels/motels rent rooms as “apartments” making those who live in such apartments eligible for a Hayner Library card. In such cases, the library reserves the right to contact the hotel/motel in order to determine whether the patron’s address within the establishment is rented as a long-term apartment or a short-term residence.

NON-RESIDENT PROPERTY OWNERS

Any person who owns property within the boundaries of The Hayner Public Library District and pays property tax to the library district is eligible for a personal library card; however, library patrons are encouraged to obtain a library card from their home district. Cards are obtained (by the property owner and all residents of the property owner’s household) by filling out the library card application form and by presenting both identification which verifies the applicant’s home address and identification which verifies ownership of property within the library district. EXAMPLE: Property tax bill.

A person owning a business, business property, or residential property within the District may obtain a library card valid for one year.

NON-RESIDENT LIBRARY CARDS

Effective September 26, 2013, a resolution was passed by the Board of Trustees of The Hayner Public Library District to allow issuance of non-resident library cards. To qualify for a non- resident card, the applicant must be a tax payer to the Alton School District. An application must be filled out and a valid identification must be produced. The current fee for the card must be paid at the time of application. The non-resident card is valid for one year.

ASSOCIATED LIBRARY CARDS

As a convenience to our patrons, Hayner Public Library District cards may be linked or associated among members of the same residence. This relationship allows a patron to present his own card to pick up holds or renew items on accounts associated with his card. This function applies only to holds or renewals and cannot be used for checking out new items. To establish an association, the requesting patron must present all library cards which are to be

7 associated. It is the responsibility of the patron to request a transaction for an associated account (staff members will not assume association). Per current fine policy no transactions will be placed on any account that has a fine over five dollars. This applies to individuals as well as associated accounts. Associations may be terminated by presenting all library cards that were previously linked.

LIBRARY SERVICES

SERVICE PRIORITIES

The policy of The Hayner Public Library District sets certain priorities for service to library users.

1. Our first priority is to provide assistance to patrons in the library.

2. Our second service priority is to respond to requests for information received by telephone. In general, telephone reference is limited to one or two questions that can be answered briefly. If a staff member cannot respond to a telephone inquiry immediately, we will ask for the caller's name and telephone number and will call back with the requested information as soon as possible. Our goal is to place follow-up calls within one hour whenever possible.

Telephone reference is not designed to handle in-depth research. In such instances we will try to answer at least that part of a caller's question that can be handled quickly. We recommend that the caller visit the library and ask for assistance in researching the rest of the information required.

Homework questions: It is not the function of the library to inquire into the reasons why a caller is requesting information. Students of any age are entitled to the same level of service as non-students.

3. Our third service priority is to respond to requests for information received in writing by mail, fax, or e-mail. Again, the assistance we can provide in such cases is limited. If necessary, staff should call or write the person making the inquiry and explain that the fullest amount of information can be obtained only by a personal visit to the library. NOTE: All requests for local history and genealogical information should be referred to the Genealogy & Local History Library.

RECIPROCAL BORROWING AND SERVICE AGREEMENTS

The Hayner Public Library District, as a member of the Illinois Heartland Library System, has established reciprocal borrowing and service agreements with other IHLS member libraries and most library members of other Illinois system libraries. Under these agreements, all resident cardholders of system member libraries are entitled to the same SHARE lending services as Hayner resident cardholders. This does not include access to

8 computers or Out of System Interlibrary Loan services.

NOTICE: At the library’s discretion, some library programs and services may be limited to Hayner cardholders only because of limited space and/or resources. Programs held by the library are generally funded by nonpublic sources such as the Jennie D. Hayner Library Association.

OUT-OF-SYSTEM RECIPROCAL BORROWERS

Under the terms of the reciprocal borrowing agreement, The Hayner Public Library District is required to honor borrower library cards issued by public libraries in other library systems throughout the state of Illinois.

In order to facilitate service to such out-of-system reciprocal borrowers, The Hayner Public Library District will issue Hayner Library barcode ID numbers to the borrower’s existing library card. The card’s expiration date will be based upon the date determined by the borrower’s home library card.

ONLINE DATABASE ACCESS

The Hayner Public Library District provides online database access to all cardholders within the library’s district. Online databases are available via the library’s website (www.haynerlibrary.org) and may be accessed from the library or from home. Accessing the online databases from home requires that patrons log-in using their Hayner Library card barcode ID number.

ELECTRONIC BOOKS (E-BOOKS) AND ELECTRONIC AUDIOBOOKS (E- AUDIOBOOKS)

The Hayner Public Library District, in conjunction with the IHLS Digital Consortium, provides access to e-books and e-audiobooks to all cardholders within the library district. These materials are available via the library’s website (www.haynerlibrary.org). E-books and e-audiobooks must be checked out using a valid Hayner Library card barcode ID number and PIN.

FAX SERVICES

Patrons may send and receive faxes at the Downtown and Alton Square Libraries. Faxing is done by patrons. The charge to send a fax anywhere in the United States is $1.50 for the first page and $1.00 for each subsequent page per fax number. The charge to send an international fax is $4.95 for the first page and $3.45 for each subsequent page per fax number. There is no charge to receive faxes.

Patrons may use debit, credit, or pre-paid cards to pay for fax services.

PHOTOCOPYING

The cost to photocopy 8.5 x 11" and 8.5 x 14" papers is 15 cents per page for black & white copies and 30 cents per page for color copies. Larger paper (11 x 17") costs 30 cents per page for copies.

PROCTORING

Proctoring of exams is done by the Reference Department. The following guidelines must be observed when proctoring:

 All proctoring will be done by the Reference Librarians. The Reference Librarians may designate another staff member to proctor in their place if needed.  Appointments must be made in the Reference Department at least one week in advance.  The Reference Librarians reserve the right to refuse to proctor exams if the department is short-staffed or if schedules are too busy.  Library staff does not grade tests.

Real Estate/Commercial Exams  Persons taking real estate license and other commercial exams must pay a sitting fee of $10 per session.  Only one student per proctor at a time.

Exams for Students in Academic Programs  The Library will not charge to proctor tests for academic programs.  The Library will proctor only one class per patron per semester.  The Library will not proctor classes that give more than four tests per semester.  Students must provide stamped manila envelopes for mailing.  Students must make all arrangements with the schools themselves. The Library is not responsible for contacting schools or tracking down lost tests.  The Library is not responsible for tests that are not sent on time.

VOTER REGISTRATION

Certain library staff members at the Downtown and Alton Square Libraries are certified as Deputy Registrars in Madison County and can register patrons to vote. According to Madison County law, when registering to vote, a person must show two types of identification, at least one of which must have their current address. The person must use the last four digits of their social security number or their entire driver’s license number when registering to vote. It is recommended that patrons call before coming to the library to ensure that a Deputy Registrar staff member is available when they come in.

HAYNER LIBRARY DELIVERY SERVICE

The library offers delivery service to patrons living in the district who are physically unable to visit the library. Books, DVDs, audios, and other library items are delivered to patrons by the Homebound Services Manager and a staff of volunteers. Patrons seeking more information about the Hayner Library Delivery Service program may contact the Homebound Services Manager.

MICROFILM READER

The Genealogy & Local History Library offers a microfilm reader/printer to the public. Patrons must sign up at the Service Desk to use the microfilm reader/printer. There is a one-hour limit for using the reader/printer when someone is waiting. The charge for printing from the microfilm reader/printers is 15 cents per page.

FINES AND FEES

The Hayner Public Library District policy states that outstanding fines and fees over $5.00 must be paid before a patron is allowed to charge more items to his/her borrower barcode ID number.

FEES

The Hayner Public Library District provides a limited number of customer services that are not strictly library-related. These services are provided on a fee basis, and the fee must be paid when the service is rendered. Such fees help the library recover the cost of providing these services to the public.

Such services include: Sending and/or receiving non-library-related faxes COST: To send: Domestic: $1.50 for the first page, $1.00 per additional page per fax number. International: $4.95 for the first page, $3.45 for each additional page per fax number. To receive: No charge

Photocopier service COST: 15 cents per page for black & white copies; 30 cents per page for color copies Microfilm copies COST: 15 cents per page. Notary public service COST: $1.00 per stamp. Printing from computers COST: 15 cents per page for black & white documents; 30 cents per page for color documents.

FINES

Fines are calculated on a daily basis, including Sundays (but not holidays). The Polaris system will calculate and display the overdue fine based on The Hayner Public Library District’s established rates.

Patron fines in the Illinois Heartland Library System are based upon the fine schedules established by a patron’s home library. This fine schedule shall follow a patron to other IHLS libraries. Fines accrued by Hayner Library patrons at other IHLS libraries are based upon the fine schedule established by The Hayner Public Library District and not the fine schedule of the library at which the materials were borrowed. For example: If a Hayner Library patron checks out materials at a library at which fines are 25 cents per day, the Hayner patron shall only be charged 10 cents per day, based on Hayner Library’s established fine schedule. Conversely, non-Hayner Library patrons who check materials out at Hayner Library are subject to the fine schedules established by their home library.

Library materials charged out from any SHARE member library may be returned and overdue fines may be paid at any other SHARE member library. Library materials are discharged at the point of return and sent back to the owning agency through the IHLS delivery courier.

Overdue fines go into the account of the collecting library on the theory that over time the amounts collected will even out among the various libraries and to avoid the problems attached to exchanges of cash between libraries.

FINE SCHEDULE

For Hayner Library patrons:

All overdue SHARE items checked out at any SHARE library: Fine = 10 cents per item per day, not to exceed the cost of the item.

All overdue non-system (example: Illinet and OCLC) items: Fine = 10 cents per item per day, not to exceed the cost of the item.

For non-Hayner Library patrons:

All overdue SHARE items checked out at any SHARE library: Fines are based upon patron’s home library fine schedule.

LOST/DAMAGED ITEMS

The charge for a lost or damaged item is equal to the cost of replacing the item plus a service charge to cover reprocessing costs. Patron-purchased replacements are not accepted. Once a patron has paid for a lost or damaged item, the item becomes the property of the patron. If

12 a lost item is subsequently found, it remains the property of the patron. The library does not issue refunds for lost-and-paid-for items.

If an item is only slightly damaged but still usable, the patron will not be charged a damage fee. A brief description of the damage and the date the damage was noticed will be attached to the item so that subsequent users will be aware of the item's physical condition.

The Hayner Public Library District does not repair other library’s items. The items must be sent to the owning library for repair.

DAMAGED ITEM STATUS

If an item is damaged beyond repair, the patron is charged for the cost of the item plus a service charge to cover reprocessing costs.

If the item is returned without parts of its packaging, staff will determine the repair cost of replacing the packaging by consulting the REPLACEMENT COSTS list.

REPLACEMENT COSTS FOR SUPPLIES

If a patron returns an item missing parts of its packaging, the patron is liable for the replacement cost of the missing packaging. Use the following price list:

Plastic carrying bag for a book/cassette or record/cassette pack: Cost = $2 Heavy duty cardboard box or container for a learning toy kit, puppet, or flannel board kit: Cost = $3 Protective plastic case or jacket for an audio compact disc: Cost = $2 Barcode strip only: Cost = $1 Replacement RFID tag Cost = $1 Locking cases (DVD, Music CD, CD-ROM, Playaway) Cost = $3

If packaging is missing from non-Hayner items, the owning agency will be contacted to find out how much to charge the patron for the missing packaging.

LOST/DAMAGED ITEM CHARGES

All lost/damaged HAYNER items except magazines: Fee = cost of item plus $5.00 service charge.

Lost/damaged HAYNER magazines: Fee = cost of item. No service charge. There is no service charge for reprocessing magazines as the library does not replace lost/damaged magazines.

Lost/damaged items from other SHARE libraries: Fee = cost of item plus

owning library’s service charge

Lost/damaged items obtained from a non-SHARE Call loaning library to library (Illinet and OCLC): determine fee.

DAMAGED PATRON MEDIA EQUIPMENT

The library is not responsible for any damages occurring to patrons’ home media equipment during the playing of library-owned videos, audios, DVDs, software, or other types of media. Such equipment includes, but is not limited to, videocassette players, DVD players, automobile and home audio equipment, and computers.

The Hayner Public Library District does not clean media owned by other libraries in our DVD/CD buffing machine.

FINE-EXEMPT STATUS

The Hayner Public Library District grants fine-exempt status to the following individuals:

1. All full-time and part-time employees of the library district are granted a personal fine-exempt status during the term of their employment. This status does not extend to their family members.

2. All elected members of the library district Board of Trustees are granted personal fine-exempt status during their term of office. This status does not extend to their families.

3. All members of the Jennie D. Hayner Library Association are granted personal fine- exempt status during their term of office in the association. This status does not extend to their families.

Fine-exempt status means the borrower is not charged the customary fines for overdue materials. The borrower is still responsible for paying the replacement cost of lost or damaged library materials but is not charged the additional service charge to cover reprocessing costs.

LOST AND FOUND ITEMS

Lost and found materials will be kept in a secure location in the library building in which they were found. The library will attempt to notify patrons of materials left behind in the building or in the book drop if there is identification; the library holds no responsibility for these items. Each item will be dated as to when it was found; unclaimed items are held for thirty days. After thirty days, any identification cards, driver’s licenses, credit cards, etc. will be shredded. Any clothing, umbrellas, glasses, etc. will be donated to a local charity. All electronic devices such as cell phones, pagers, MP3 players, etc. will be donated to a local electronic recycling facility.

The Hayner Public Library District Third Party and Law Enforcement Requests for Library Records and User Information

The legal custodian of records for The Hayner Public Library District is the Executive Director. As the legal custodian of records, the Executive Director is the person responsible for responding to any requests for library records or information about a library user.

The Executive Director may designate one or more library employees to serve as persons responsible for responding to any requests for library records or information about a library user when the Executive Director is unavailable.

The circulation and registration records of The Hayner Public Library District shall not be made available to any third party nor any law enforcement agency of a local, state, or federal government except when a court order in proper form, issued by a court of competent jurisdiction after a showing of good cause, is presented to the library by the law enforcement agency or person seeking the records.

No library employee may release library records or reveal information about a library user to any third party or law enforcement agent unless authorized to do so by the Executive Director or the Executive Director’s designated alternate. In all circumstances, without exception, employees shall follow the procedures set forth in The Hayner Public Library District Procedure Manual document “Guidelines for Responding to Requests for Library Records and User Information”.

The Executive Director and The Hayner Public Library District Board are jointly responsible for ensuring that every library employee has access to a copy of The Hayner Public Library District Policy Manual.

The Hayner Public Library District Open Meetings Act/Freedom of Information Act

The Hayner Public Library District follows all guidelines of the Illinois Open Meetings Act and those outlined in the Illinois Freedom of Information Act.

An Associated Library Cards policy was added to pages 7-8.

The cost of replacing a lost/damaged RFID tag (Cost: $1) was added to page 13.
