Industrial demand accounts for nearly half of all consumption, residential about a third (half of this contributed by wood and biomass). -

Appeal target: CHF 14,278,310 (USD 12,302,525 or EUR 9,308,811) Related Emergency or Annual Appeals: Appeal 2004 (01.68/04) Programme summary: This programme update covers the third quarter of 2004, reporting on the progress made by the Democratic People’s Republic of Korea (DPRK) Red Cross and the Federation during the months of July, August and September. The DPRK Red Cross and the Federation’s health and care, water and sanitation, disaster management and organisational development (OD) programmes are more or less progressing according to plan. Several review teams were in DPRK over the reporting period to measure progress made in the DPRK Red Cross activities, and results from these visits for the most part were quite positive. Although progress in meeting the expected results for the OD programme is slightly behind target, the distribution of health kits to medical institutions will surpass the original appeal target because of an in-kind donation. -

HISTORY OF REVOLUTIONARY ACTIVITIES OF CHAIRMAN KIM JONG IL PYONGYANG, KOREA JUCHE 104 (2015) HISTORY OF REVOLUTIONARY ACTIVITIES OF CHAIRMAN KIM JONG IL Foreign Languages Publishing House Pyongyang, Korea Juche 104 (2015) 1 PREFACE Kim Jong Il, who led the cause of the Juche revolution pioneered by Kim Il Sung along the road resplendent with victory, is the eternal General Secretary of the Workers’ Party of Korea and the eternal Chairman of the National Defence Commission of the Democratic People’s Republic of Korea. Already in the 1960s he started administering unique Songun-based revolutionary leadership, Songun politics, and in the mid-1970s he began to lead the overall affairs of the Workers’ Party of Korea, the Korean People’s Army and the state, thus bringing about a radical turn in all the sectors of the revolution and construction and ushering in a heyday of the era of the WPK under the banner of modelling the whole society on Kimilsungism. After the death of Kim Il Sung in the mid-1990s, he formulated the mode of Songun politics in a comprehensive way. By so doing, he frustrated the ever-more undisguised schemes of the US-led allied imperialist forces to isolate and stifle the DPRK, defended his socialist country reliably and opened a new era of building a thriving socialist country. Cherishing an ennobling sense of obligation to the destiny of his country and fellow people and the future of the Korean revolution, he provided a brilliant solution to the problem of inheriting leadership, the core in accomplishing the revolutionary cause. -

North Korea’s Special Economic Zones: Plans vs. Progress By Andray Abrahamian and Curtis Melvin November 23, 2015 Since Kim Jong Un assumed power, he has prioritized economic development in a way his father never did. Indeed, much of his domestic brand is now linked to economic growth and quality of life issues. He has tinkered with the modus operandi of both farms and state owned enterprises, and set forth a very visible economic experiment: the creation of a dozen Special Economic Zones (SEZs) in 2013, followed by a second group in 2014, and two more zones in 2015. Four of these could be considered national priorities—Rason, Unjong, Wonsan and Sinuiju (with the extant Hwanggumpyong/Wiwha Islands)—while the rest are fairly minor in scope, size and potential. These zones, with a variety of intended functions and ostensibly foreign-friendly regulations, signal a willingness of the Kim regime to explore economic policy options. However, their slow progress and development also clearly illustrate the challenges North Korea faces to get these projects off the ground given the current business and investment environment. Despite making SEZ development a policy priority, difficulties in the political arena and a general lack of clear economic goals have meant that Unjong is still in the planning stages, Wonsan awaits international investors and Rason has seen little activity since 2013. Sinuiju/Hwanggumpyong has seen some development, though the unfinished Yalu Bridge is also a reminder of unfulfilled potential. This report takes a look at where these four major zones and a few of the smaller, newer zones stand to date. -

HISTORY OF REVOLUTIONARY ACTIVITIES OF PRESIDENT KIM IL SUNG PYONGYANG, KOREA JUCHE 101 (2012) HISTORY OF REVOLUTIONARY ACTIVITIES OF PRESIDENT KIM IL SUNG Foreign Languages Publishing House Pyongyang, Korea Juche 101 (2012) 1 PREFACE Kim Il Sung, the great leader of the Korean people, was the author of the Juche idea and Songun idea, pioneer of the revolutionary cause of Juche, founder of socialist Korea and eternal President of the Democratic People’s Republic of Korea. Devoting his life to the cause of the independence of the masses for 70 years since he embarked on the road of the Korean revolution in his early teens, he piled up outstanding imperishable exploits. He pioneered the revolutionary cause of Juche by force of arms; he defeated Japanese imperialism in his thirties to liberate Korea and the self-styled “mightiest” US imperialism in his forties to defend the security of his country and sovereignty of his nation. He led the anti-imperialist, anti-feudal democratic revolution, socialist revolution and socialist construction to victory, thus establishing a socialist system, in which the masses of the people have become the masters of everything and everything serves them, and a powerful socialist country, independent, self-supporting and self-reliant in national defence. By frustrating at every step the imperialists’ and other hostile forces’ schemes to isolate and stifle the DPRK, he staunchly defended the Korean style of socialism centred on the masses and demonstrated its might across the world. He brought the problem of succession to the revolutionary cause of Juche to a brilliant solution, and rendered outstanding contributions to expediting the independent reunification of his country and the cause of the independence of other peoples all over the world. -

DPRK Red Cross Society has concentrated all its efforts in accomplishing 2020 strategic plan and thus achieved good successes as well as precious experiences and lessons. One of the greatest successes lies in promotion of 3 county branches from non permanent to permanent ones through national society qualification process by focusing on organizational development for accomplishing goals put forth in its 2020 strategic plan. The number of permanent braches increased from 17 to 20 as of the end of 2018. Another important success is that the Society has implemented 4 consecutive emergency relief operations to cope with humanitarian needs in a nation wide scope. The first emergency relief operation started from the beginning of the year to respond to world spread flu and the others followed from July to September to respond to floods due to torrential rain in South Hamgyong, Kangwon, North and South Hwanghae Provinces and unprecedented heat wave and drought. -
