State Commission of Science and Technology Project Document signed: August 2005 (Pre-resumption), August 2010 (Resumption) Duration: 50 months (18+32 months) Project location: Onchon County, South Pyongan Province Cholsan County, North Pyongan Province Project Background: The DPRK energy sector is characterized by a heavy reliance on coal and coke (over 60% of demand in 1990). Petroleum, all of which is imported, accounted for only 7% of supply in 1990, electricity another 7% and biomass provided an estimated 24%. Industrial demand accounts for nearly half of all consumption, residential about a third (half of this contributed by wood and biomass). The remaining sectors (agriculture, military, transport, commercial and non-energy) all contributed about 3 to 5% to demand. The DPRK in the 80s built a heavily industrialized, energy intensive economy, which because of reliance on coal and older technology are now energy-inefficient. As of 1990, the economy has suffered. Much of this can be related to energy supply and demand causes. Vital infrastructure, such as that for electricity production and distribution or for transport, has declined drastically as a result. The decline has been felt nowhere more than in the agricultural sector. Moreover, electricity shortages have caused an estimated 25% reduction of irrigation capability in 1996 compared to 1990 levels. Irrigation is essential for rice production in the temperate climate of DPRK. Rural households as well have experienced an estimated 50% drop in service. Rural clinics, hospitals and schools suffer these same shortages. This has brought about declining standards of living. 1 United Nations Development Programme Project Objective: The objective of this project is primarily to reduce carbon emissions from thermal electricity DPR KOREA generated with fossil fuels, particularly coal. It will do this by assisting the nascent SWES industry on the road to full-scale commercialization by assisting SWES manufacturers and targeting the rural sector market, and to ensure sustainability of efforts made, also the overseas markets. Project Strategy: The Government of DPRK has adopted The Law on the Environmental Protection (1986), The Law on Land (1999), The Law on Forestry (1992), The Law on Protection of Beneficial Animals (1998), The Law on Water Resources (1999) and the Law on Preventing Sea Pollution. The Government Policy on Science and Technology adopted in1991 has stated that research and development activities in the area of renewable energy such as solar and wind energy should be further intensified to widen their utilization. The Government in 1993 issued the National Action Plan for Agenda 21 focusing on a transition to sustainable development. This document has featured development of renewable energy, in particular wind energy as one of the three priorities. Later in 2002, as part of the First National Communication Report (FNCR) to the UNFCCC, the DPRK has reiterated its commitment to developing and disseminating wind energy technologies. At the international arena, DPRK is a party to The Vienna Convention on Protection of the Ozone Layer and its Montreal Protocol as well as the UN Framework Convention on Climate Change and the Convention on Biological Diversity. DPRK acceded to the Stockholm Convention on Persistent Organic Pollutants, UN Convention to combat desertification and Rotterdam Convention on the prior informed consent procedure for certain hazardous chemicals and pesticides in international trade. Project Design and Strategic Considerations: For the last 15 years wind has been considered a potential source of energy in the DPRK especially for off-grid stand-alone services. Although research and demonstration have been conducted these have never led to successful development of a prototype, much less wide dissemination and marketing of the technology. This Project addresses the problems of technology design and commercialization by assisting in the advancement of wind energy at selected points in the research to commercial market development chain. The technology focus of the Project is small-scale, from 500 W to 5 kW. This size range can meet the demand of rural households as well as small-scale farm activities. Designs will be developed both on a "best practice" basis and on the basis of cost effectiveness with the limitations of DPRK industry in mind. Equipment will be provided to support the manufacture and testing of such small units. Units will be commercially ready before they are demonstrated. The capacity building focus of the Project strengthens research, feasibility analysis, SWES design, manufacturing and marketing capabilities. The project will coordinate these important elements in wind technology development and dissemination and take a more comprehensive approach to the problems than has been attempted in the past. Full stakeholder participation is important and will be sought at all points over the project to facilitate buy-in. Major emphasis is placed on sustainable replication of the technology and sales of locally made SWES units in the overseas market. Building 2 United Nations Development Programme of capacity will be emphasized amongst stakeholders so that at project conclusion the agencies involved will have an interest in replicating the results. Ways will be sought to further replication. The rural areas are the main beneficiary targets for this project. From applications ranging from stand-alone units to wind power plant (with power distribution systems), this sector represents the DPR KOREA greatest potential for replication because of severe electricity shortages. From a humanitarian perspective it is this sector where the need is greatest for an alternative form of energy. Moreover, the application of the SWES systems will not only sustain the development of the country’s nascent wind energy industry, but also contribute to the socio-development of the country’s rural areas. Project Key Outputs: • Assessed wind characteristics and energy potentials in the country, • Widely disseminated feasibility and benefits of wind energy technology applications to potential users in the country, • Established market for locally made SWES units and promoted both domestically and abroad, • Compliance of locally made SWES units with internationally acceptable quality and performance standards, • Improved manufacturing of locally made SWES units towards internationally accepted production practices and standards, • Installed, operated and monitored optimally designed and manufactured SWES units in selected sites, • Integrated of energy planning and policy making into the country’s development planning system. Implementation status: Project Document initially has been signed in August 2005 and it was executed by UNOPS during pre-resumption period, since August 2010 Prodoc was signed by UNDP and after resumption UNDP DEX take place. Implementing Partners remained the same: State Academy of Science and State Commission of Science and Technology. Project location places (originally two) were extended by SAOS before 2010 up to 9 comparing with the original document: Counties where wind energy assessment have completed: 1. Yangdok county, South Pyongan province; 2. Kwail county, South Hwanghae province; 3. Cholsan county, North Pyongan province. Counties where wind energy assessment will be conducted: 1. Ryongchon county, North Pyongan province; 2. Yomju county, North Pyongan province; 3. Unjon county, North Pyongan province; 4. Onchon County, South Pyongan province – Only monitoring -4 May 5. Mundok county, South Pyongan province; 6. Sukchon county, South Pyongan province. Initial overall duration was 50 months. 18 months were spent during pre-resumption and since August 2010 until April 2013 - 32 months remained. 3 United Nations Development Programme 2. In brief Programme Summary: Although the torrential rains and flooding in August and September 2007, naturally affected the progress of the programmes in the last part of 2007, the Red Cross Society of the Democratic People’s Republic of Korea (DPRK) was able to continue striving towards its objectives set forth in the 2006-07 operational plan. The floods were some of the worst seen in more than 40 years and DPRK Red Cross efforts during these months were greatly focused on bringing relief to those affected throughout the country. The Federation supply of drugs to health clinics in five provinces continued, but a large portion of these clinics were flooded and a number of them completely destroyed. An emergency appeal launched on 20August was revised 1 October with a focus on the re-equipping and refurbishing of the affected clinics. The challenge of the latter part of 2007 was to implement the emergency relief efforts while continuing the ongoing programmes in a coherent way.

The DPRK Red Cross and the Federation’s health and care, water and sanitation, disaster management and organisational development (OD) programmes are more or less progressing according to plan. Several review teams were in DPRK over the reporting period to measure progress made in the DPRK Red Cross activities, and results from these visits for the most part were quite positive. Although progress in meeting the expected results for the OD programme is slightly behind target, the distribution of health kits to medical institutions will surpass the original appeal target because of an in-kind donation.

The foundation of the Republic provided our people with a powerful weapon for the revolution and construction and enabled them to stand proudly in the international arena under the banner of an independent and sovereign state. Indeed, the establishment of the DPRK marked the emergence of an independent people and signified the solemn declaration of the birth of Juche Korea.” Kim Il Sung created valuable experiences in the building of people’s power in the flames of the anti-Japanese revolution and laid a firm foundation for the construction of an independent sovereign state after liberation, and, based on it, proclaimed to the whole world the founding of the Democratic People’s Republic of Korea on September 9, Juche 37 (1948). The founding of the DPRK constituted the birth of a new form of the people’s government, the first of its kind in history, and a national event that brought about a radical turn in shaping the people’s destiny and building a rich and powerful nation. With its founding, the country became capable of putting an end to the sorrow of being a colonial weak country and standing proudly in the international arena as a completely independent and sovereign state, and its people became able to hew out their destiny independently and creatively with a powerful political weapon for the revolution and construction.

Already in the 1960s he started administering unique Songun-based revolutionary leadership, Songun politics, and in the mid-1970s he began to lead the overall affairs of the Workers’ Party of Korea, the Korean People’s Army and the state, thus bringing about a radical turn in all the sectors of the revolution and construction and ushering in a heyday of the era of the WPK under the banner of modelling the whole society on Kimilsungism. After the death of Kim Il Sung in the mid-1990s, he formulated the mode of Songun politics in a comprehensive way. By so doing, he frustrated the ever-more undisguised schemes of the US-led allied imperialist forces to isolate and stifle the DPRK, defended his socialist country reliably and opened a new era of building a thriving socialist country. Cherishing an ennobling sense of obligation to the destiny of his country and fellow people and the future of the Korean revolution, he provided a brilliant solution to the problem of inheriting leadership, the core in accomplishing the revolutionary cause.

    North Korea’s Special Economic Zones: Plans vs. Progress By Andray Abrahamian and Curtis Melvin November 23, 2015 Since Kim Jong Un assumed power, he has prioritized economic development in a way his father never did. Indeed, much of his domestic brand is now linked to economic growth and quality of life issues. He has tinkered with the modus operandi of both farms and state owned enterprises, and set forth a very visible economic experiment: the creation of a dozen Special Economic Zones (SEZs) in 2013, followed by a second group in 2014, and two more zones in 2015. Four of these could be considered national priorities—Rason, Unjong, Wonsan and Sinuiju (with the extant Hwanggumpyong/Wiwha Islands)—while the rest are fairly minor in scope, size and potential. These zones, with a variety of intended functions and ostensibly foreign-friendly regulations, signal a willingness of the Kim regime to explore economic policy options. However, their slow progress and development also clearly illustrate the challenges North Korea faces to get these projects off the ground given the current business and investment environment. Despite making SEZ development a policy priority, difficulties in the political arena and a general lack of clear economic goals have meant that Unjong is still in the planning stages, Wonsan awaits international investors and Rason has seen little activity since 2013. Sinuiju/Hwanggumpyong has seen some development, though the unfinished Yalu Bridge is also a reminder of unfulfilled potential. This report takes a look at where these four major zones and a few of the smaller, newer zones stand to date.

The disaster management programme has been modified towards a community-based disaster risk reduction (CBDRR) concept, after the Democratic People’s Republic of Korea (DPRK) Red Cross Society adopted recommendations from a comprehensive DPRK Red Cross disaster management review conducted in November 2008, as well as incorporating additional recommendations from a tree planting management review carried out in June 2008. The tree-planting programme is absorbed as a part of the 2009 community- based disaster preparedness programme and presented as a holistic community programme activity. The total Country Plan and Budget 2009 has been reduced from CHF 10,099,166 to CHF 9,962,835. Additional financial and in-kind contributions to all programme areas are welcome and much needed. Programme purpose: The purpose of the International Federation programmes in the DPRK is to support the DPRK Red Cross Society to provide humanitarian services to more than 8 million people in need of health services, safe water and sanitation systems, reduced exposure to national disasters such as floods and landslides by increased disaster management systems and further development of the DPRK Red Cross institutional capacity in the DPRK.

Devoting his life to the cause of the independence of the masses for 70 years since he embarked on the road of the Korean revolution in his early teens, he piled up outstanding imperishable exploits. He pioneered the revolutionary cause of Juche by force of arms; he defeated Japanese imperialism in his thirties to liberate Korea and the self-styled “mightiest” US imperialism in his forties to defend the security of his country and sovereignty of his nation. He led the anti-imperialist, anti-feudal democratic revolution, socialist revolution and socialist construction to victory, thus establishing a socialist system, in which the masses of the people have become the masters of everything and everything serves them, and a powerful socialist country, independent, self-supporting and self-reliant in national defence. By frustrating at every step the imperialists’ and other hostile forces’ schemes to isolate and stifle the DPRK, he staunchly defended the Korean style of socialism centred on the masses and demonstrated its might across the world. He brought the problem of succession to the revolutionary cause of Juche to a brilliant solution, and rendered outstanding contributions to expediting the independent reunification of his country and the cause of the independence of other peoples all over the world.

The matter of who started the Korean war was revealed by progressive scholars and reporters in the United States during the war and afterwards in Japan and other countries the world over. DPRK Red Cross Society has concentrated all its efforts in accomplishing 2020 strategic plan and thus achieved good successes as well as precious experiences and lessons. One of the greatest successes lies in promotion of 3 county branches from non permanent to permanent ones through national society qualification process by focusing on organizational development for accomplishing goals put forth in its 2020 strategic plan. The number of permanent braches increased from 17 to 20 as of the end of 2018. Another important success is that the Society has implemented 4 consecutive emergency relief operations to cope with humanitarian needs in a nation wide scope. The first emergency relief operation started from the beginning of the year to respond to world spread flu and the others followed from July to September to respond to floods due to torrential rain in South Hamgyong, Kangwon, North and South Hwanghae Provinces and unprecedented heat wave and drought.
