    UIMP 2021 – Quo Vadis Europa: towards a geopolitical European Union GENERAL OVERVIEW The European Commission committed at the beginning of its legislature to respond to global challenges using a geopolitical approach. Prior to the Covid-19 pandemic, the world’s preeminent geopolitical and economic concerns focused around issues such as nuclear proliferation, the resurgence of populism, and financial instability; these concerns are now compounded by new challenges, such as the vulnerability of medical resource supply chains and medicine production processes, among others. The mounting confrontation between the United States and China, and its commercial and digital, as well as ideological and political dimensions, has amplified considerably due to the crisis. In this changing context, the European Union (EU) cannot afford to be absent from global leadership in the post-pandemic world. Meanwhile, the impulse given by the agreements in Europe for the Recovery Funds represents an important step towards further integration, and reinforces Europe’s role in the world. This course will offer in various sessions insights and answers to the following questions: How can the EU increase its strategic autonomy in key areas such as digitalization? French participation in the Euro Area is to be seen principally as a self-imposed ‘semi-sovereignty game’. From the creation of the European Monetary System (EMS) in 1979, French political leaders have seen a European monetary constraint as a tool to reinforce domestic economic restructuring. In this sense, President François Mitterrand’s March 1983 decision to keep the franc in the Exchange Rate Mechanism (ERM) represented the final decision to end socialist reflation, embrace market integration in the EC, and conform largely to the German economic standard. Yet the French pursuit of Economic and Monetary Union (EMU) and the policies of various French governments on EMU reform since the signing of the Maastricht Treaty in December 1991 must also be seen in terms of loosening the external constraint on French monetary and fiscal policies. The tightness of this constraint was blamed for a serious decline in French economic output and rise in French unemployment, particularly in the period following German reunification in 1990. The operation of the EMS resulted in French policy makers having to follow German monetary and fiscal policies or risk speculation against the franc.

Diplômé de Sciences Po Paris en 1980, il intègre ensuite l'ENA et choisit dès sa sortie la Cour des comptes. Il commence sa carrière par le cabinet de Lionel Jospin au ministère de l'Éducation nationale. En 1994 il devient député européen puis ministre chargé des Affaires euro- péennes en 1997, et enfin vice-président du Parlement européen en 2004. En 2012 il a été le directeur de campagne de François Hollande, avant d'être nommé ministre de l'Économie et des Finances. Enfin en 2014 il est nommé commissaire européen aux Affaires économiques et financière au sein de la commission Juncker.
