Peoria Street, Unit G1, Englewood, CO 80112 Centennial Airport iii Sponsor’s Certification (This page intentionally left blank) Centennial Airport iv Executive Summary Executive Summary Arapahoe County Public Airport Authority (ACPAA or Centennial Airport) began participating in the voluntary Federal program to proactively plan land use compatibility with aircraft noise from Centennial Airport in 2003, which resulted in completing their first airport noise compatibility planning study in 2008 per Title 14 of the Code of Federal Regulations Part 150 (Part 150). This document presents the update to the Centennial Airport Noise Exposure Map (NEM), which is one of two principal elements associated with land use compatibility planning study under Part 150. The second element is the Noise Compatibility Program (NCP), which includes the measures to reduce or eliminate incompatible land uses subject to aircraft noise. Centennial Airport is updating the NEM at this time and will use the results to determine whether an update to the NCP is warranted. The primary products associated with a NEM are the aircraft noise exposure contours presented in 5-decibel (dB) increments from 65 to 75 dB in terms of Day-Night Average Sound Level (DNL), and overlaid on a land use base map depicting the areas near the airport experiencing aircraft noise levels incompatible with residential and other noise sensitive land uses, such as schools and places of worship. Descriptions of the noise metrics relevant to this document are provided in Appendix A. A NEM is an extensive document complying with FAA Part 150 regulations that includes the airport layout, aircraft operations at the airport (e.g., arrivals and departures), and an aviation forecast projecting aircraft operations five years into the future in addition to the aircraft noise exposure contours representing existing and forecast conditions on two separate figures overlaid on a base map showing the land use. An NEM update provides an opportunity to reach out to: 1. The interested public to present the results of the project 2. Airport users to determine how they use the airport and to convey to them the importance of aircraft noise and “flying friendly” 3. Local jurisdictions responsible for land use planning to obtain the most current land use data in the vicinity of the airport and stress the importance of appropriate land use planning within the airport environs Centennial Airport exceeded the requirements of Part 150 in terms of reaching out to the public. Part 150 only requires Centennial Airport to provide a 30-day review period for the public to comment on the draft NEM document. Centennial Airport included two public workshops in addition to the public review period to: (1) inform the public of the project at the outset and (2) present the results of the project. In addition, Centennial Airport published project newsletters before and after each workshop providing project updates to the stakeholders and interested public. The complete stakeholder engagement process is described in Section 5 of this document. Figure ES-1 presents the aircraft noise exposure contours overlaid on the land use base map carefully and accurately prepared during this study for the existing conditions – year 2016. Figure ES-2 presents the same information representing forecast conditions, specifically forecast aircraft operations for the year 2021. Table ES-1 and Table ES-2 present the resulting land use compatibility assessment for the existing and forecast conditions. The NEMs for which Centennial Airport is seeking FAA acceptance as their “official” and accepted maps are provided in Section 4 as Figure 13 (existing - 2016) and Figure 14 (forecast - 2021). Aircraft operations on the crosswind runway (Runway 10-28) result in the 2016 existing NEM DNL 65 dB contour extending just beyond the Airport property to the east. The 2021 Forecast NEM DNL 65 dB contour is approximately the same size and shape as the Existing contour, extending slightly farther north of East Arapahoe Rd. and slightly east of Airport property near the end of Runway 28. There is a single potential incompatible parcel, a Holiday Inn north of the Airport located at 6638 S Nome Ct, Centennial, CO 80111, which was built in 2016 and will begin to accept reservations for arrivals on or after January 16, 2017. This land use, based on 14 CFR Part 150, Appendix A, Table 1 (and reproduced as Table 2 of this document) indicates that this land use is incompatible transient lodging, as the parcel is clipped by the Existing (2016) and Future Condition (2021) DNL 65 dB contour. It should be noted that the DNL 65 dB contour for both years do not contain the building itself, but fall on the parking lot. While the parcel is considered incompatible with its current use of transient lodging, the structure does not qualify for noise mitigation, particularly sound insulation treatments or positive ventilation, due to having been built after October 1, 19981 and after ACPAA published aircraft noise exposure contours for Centennial Airport that showed the parcel is incompatible with aircraft noise2. There is a planned development of a 252 multi-family unit residential complex to the southwest of the Airport which has been approved by Douglas County, however, final approval of the site plans and expected completion date are unknown at this time. This future site would fall within the Existing (2016) and Future Condition (2021) DNL 65 dB contour. Once built, this land use would be incompatible based on Part 150 land use guidelines. Centennial Airport vi Executive Summary airport revenue or Federal funds to be used to mitigate incompatible structures built after October 1, 19983 and after ACPAA published aircraft noise exposure contours for Centennial Airport that showed the parcel is incompatible with aircraft noise4. In support of Arapahoe County planning policies, the Arapahoe County Public Airport Authority has generated supplemental noise contours consisting of 55 dB DNL and 60 dB DNL contours. These supplemental contours are not
