DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone. -

Missiles Fire and Fury
US-KOREA RELATIONS MISSILES FIRE AND FURY STEPHEN NOERPER, KOREA SOCIETY AND COLUMBIA UNIVERSITY Tensions rose to new levels on the Korean Peninsula as North Korea fired multiple missiles demonstrating markedly enhanced capabilities and crowned the Labor Day weekend with a sixth nuclear test with a significantly larger yield than previous tests. The United States tackled its most significant global security challenge by reinforcing its deterrent capabilities, tightening the financial noose on the North, President Trump tweeting stern warnings, and military and diplomatic leaders calling for dialogue. South Korea responded by reiterating its military readiness, expanding its own missile capabilities, and reeling from Trump’s rhetoric that likened President Moon Jae-in’s push for talks to “appeasement” and his threat to scrap the KORUS trade agreement. Despite joint military exercises, live fire drills, B-1 dispatches, and shared statements condemning Pyongyang to signal alliance strength, the relationship between the United States and South Korea appears frayed in dramatic new ways. How Does One Talk About the Korean Situation
How does one talk about the Korean situation? For some it is a military target to be destroyed1, for others a casualty figure2, for some a human rights violation3, for others a failure of government4. But all these stories focus on the question of governance, or statesmanship. It is a world of shifting estimates and military designators. There is no people involved. What I wish to discuss is the human side of the conflict. For contrary to the widespread attitude of the media, people DO exist North of the Demilitarized Zone (DMZ), there is life within the supposed hellhole of human existence between the Yalu and the DMZ, and the featureless face wrapped in digital camo with a K2 rifle is the firstborn of a family and the pride of his grandparents who eagerly await the day their grandchild returns to the hometown. This is a monologue. This is a shambling product of deep-seated frustration and resentment. But more importantly, this is also intended to be a product of love, of care, of acknowledgement, a letter in a bottle for the brothers separated by war, by design, by fists and lies wielded by faceless figures. It may never reach the other side, but I have made my peace with that. I'm Fred Dews. The music you just heard comes from Footsteps, a pay tribute to North Korean dictator Kim Jong-un who came to power following the death of his father, Kim Jong-Il, just over six years ago. In that time, he has conducted more than twice as many missile tests as his father and grandfather combined, including four nuclear tests, adding to the two conducted under his father. In 2017, his regime tested ICBMs that appear capable of hitting the United States and he has engaged in a war of words with President Donald Trump whose administration has called North Korea “America's greatest national security threat.” In a new Brookings Essay titled, The Education of Kim Jong-un, Brookings expert Jung Pak tells the story of Kim's upbringing, provides insight on his decision making, and makes recommendations on how to thwart Kim's ambitions. Dr. Pak is a senior fellow and the SK- Korea Foundation Chair in Korea studies at Brookings’s Center for East Asia Policy Studies and has held senior positions at the Central Intelligence Agency and the Office of the Director of National Intelligence. Current Issues in U.S.-ROK Relations Author: Kim Sung-han, Vice Minister of Foreign Affairs and Trade, Republic of Korea Many issues today require unprecedented international cooperation. The proliferation of weapons of mass destruction (WMD), terrorism, cybersecurity threats, climate change, and economic imbalances between developed and developing nations are all issues that great powers alone cannot resolve. Overcoming these challenges requires collaboration among all countries. Although great powers are useful in mobilizing cooperation, their efforts are insufficient to coordinate all involved actors. Solving today's complex challenges will require "middle powers" to play a Publisher Council on Foreign Relations greater, more active role. Press Middle powers are medium-size states with the capability and willingness Release Date February 2013 to employ proactive diplomacy with global visions. Their policies fulfill their respective interests but also benefit the world. Middle powers promote new visions and creative ideas that are acceptable to both their domestic constituencies and other states. They are also willing to make the necessary contributions to materialize such visions. Through various initiatives, such as its programs in green growth and development cooperation, South Korea has demonstrated the influence middle powers may have on global governance. In the Group of Twenty (G20), where factionalism is becoming increasingly prevalent, middle powers such as South Korea may be best suited to facilitate consensus building and revitalize momentum for cooperation. Global Governance: The G20 and Middle Powers Collective management over many world issues has yet to be established. -

Junior Team Canada Trade and Development Mission to Peru February 13-22, 2019 Global Vision will lead a Junior Team Canada Trade and Development Mission to Peru to strengthen cultural and economic ties between Canada and Peru. The 2019 Mission will build on our successful JTC Missions to Peru in 2015 & 2016, promoting Canadian businesses and organizations in the rapidly growing Peruvian economy. This mission is very timely given the recent signing of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of which Canada and Peru are members in May 2018. In addition, it aims to commemorate 75th Anniversary of Canada-Peru bilateral trade relations. During the mission, JTC will focus on showcasing Canadian secondary and post-secondary education opportunities for Peruvian students. We will engage Peruvian students through school visits, presentations, receptions and meetings with international recruitment agencies and Ministry of Education officials. Junior Team Canada will also identify trade opportunities for Canadian companies and organizations in several sectors including: Agriculture, Education, Finance, Clean Technology, and Mining. Our mission will also focus on development challenges such as: economic growth for poor communities, democratic participation, health, education, and food security. Our Junior Team Canada Ambassadors will work together with Peruvian youth leaders to open up the dialogue on these pressing development issues and develop innovative solutions that can be implemented in their very own communities. Upon our return to Canada, JTC will produce market sector reports that will include a summary of the Mission, market intelligence and opportunities identified for Canadian enterprises and key contacts made. We will also present our innovative solutions to the development challenges to the Government of Canada, in hopes of informing policy and investment decisions in the near future. -

A NCAFP Trip to Taipei, Beijing, and Seoul December 6-16, 2017 By Ralph A. Cossa Introduction The National Committee on American Foreign Policy (NCAFP) made its annual fact-finding trip to Taipei, Beijing, and Seoul from December 6-16, 2017. The delegation was led by former U.S. Ambassador Raymond Burghardt, former Chairman of the American Institute in Taiwan (AIT), who stepped up at the last minute to fill in for NCAFP President Ambassador Rosemary DiCarlo who could not make the trip, and included: RADM Michael McDevitt (USN, ret), Center for Naval Analyses; Evans Revere, former Principal Deputy Assistant Secretary of State for East Asia and the Pacific; Ralph Cossa, Pacific Forum CSIS; and Rorry Daniels, NCAFP. Overview The NCAFP fact-finding trip took place just weeks after U.S. President Donald Trump’s visit to Japan, Korea, China, Vietnam, and the Philippines, where he underscored U.S. concerns about North Korea’s growing nuclear weapons and missile capabilities, reinforced America’s defense commitments to Korea and Japan, quietly reaffirmed his administration’s commitment to arms sales to Taiwan, and pushed for a “truly free and open Indo-Pacific,” while laying out his administration’s preference for bilateral (versus multilateral) trade arrangements during his participation in the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting in Danang. The visit was also held in the wake of China’s 19th Party Congress, which saw Xi Jinping further consolidate his power while apparently laying the groundwork for his continuation in power beyond his second five-year term in office as Party Chairman and President.
