COMITÉ EJECUTIVO DEL SICA RECOMENDACiÓN CE 01-2020 Recomendación relativa a la terna de candidatas al cargo de titular de la Secretaría de la Integración Social Centroamericana (SISCA) 5 de marzo de 2020

El Comité Ejecutivo del Sistema de la Integración Centroamericana (SICA)

VISTOS

Los artículos 24 letra b) , 16, 19, 21 Y 35 del Protocolo de Tegucigalpa a la Carta de la Organización de Estados Centroamericanos (ODECA); artículos 13, 16, 20, 21 Y 22 del Reglamento para la Adopción de Decisiones del SICA; artículos 3, 6, 8, 9 Y 17 del Reglamento Relativo a la Elección de los Titulares de la Institucionalidad del SICA y artículos 1, 5 letra a) y 6 del Reglamento de Organización y Funcionamiento del Comité Ejecutivo del Sistema de la Integración Centroamericana (SICA).

CONSIDERANDO

1. Que de conformidad con el artículo 24 letra b) del Protocolo de Tegucigalpa corresponde al Comité Ejecutivo del SICA velar porque se cumplan sus disposiciones y las de sus instrumentos complementarios o actos derivados.

11. Que de conformidad con el Reglamento Relativo a la Elección de los Titulares de la Institucionalidad del SICA, es facultad del Comité Ejecutivo revisar la terna de candidatos con su documentación adjunta conforme lo establecido en el artículo 6 y 9 del referido Reglamento y cuyo resultado se enviará a la SG-SICA para que lo someta a decisión de la autoridad correspondiente.

111. Que en la 71 0 Reunión Ordinaria del Consejo de Ministros de la Integración Social Centroamericana del 16 de diciembre de 2019, adoptó la Resolución CIS/14/219, en que se acordó que es el Gobierno de a quien le corresponde ejercer la titularidad de la SISCA por un período de cuatro años, iniciando el 1 de abril de 2020. IV. Que el 4 de marzo de 2020, la Secretaría General del SICA trasladó al Comíté Ejecutivo la nota verbal referencia FAlCA/25/20(16), procedente del Ministerio de Relaciones Exteriores de Belize, en la cual presenta la terna de candidatas para ocupar el cargo de titular de la Secretaría de la Integración Social Centroamericana (SISCA) para el período del 2020 al 2024.

V. Vista la terna de candidatas a ocupar el cargo de Secretaria de la Secretaría de la Integración Social Centroamericana (SISCA) presentada por Belize, este Comité procedió a revisar los requisitos legales establecidos en el Reglamento Relativo a la Elección de los Titulares de la Institucionalidad del SICA.

POR TANTO, deciden:

1. Informar al Consejo de Ministros de la Integración Social Centroamericana (CIS) que este Comité ha revisado la terna de candidatas presentada por Belize, así como su documentación adjunta, y ha verificado el cumplimiento de los requisitos establecidos en el artículo 6 del Reglamento relativo a la Elección de los Titulares de la Institucionalidad del SICA.

11. Recomendar al Consejo de Ministros de la Integración Social Centroamericana (CIS), adoptar por consenso el Acuerdo de ~2'< nombramiento de la titular de SISCA, de entre las candidatas propuestas '?:l por Belize e informar de su decisión de conformidad con el procedimiento ( ()l . establecido en el Art. 10 del Reglamento Relativo a la Elección de los Titulares de la Institucionalidad del SICA.

Para tal efecto, remítase al Consejo de Ministros de la Integración Social ~ Centroamericana (CIS), a través de la Secretaría General del SICA copia \ de la presente recomendación y la terna de candidatas con sus respectivas hojas de vida.

PROFESSIONAL SUMMARY I have more than 20 years working experience in sustainable development, both at the grassroots level - managing one 01 Belize's most inlluential conservation NGOs - and at the highest levels 01 policy making as Belize's inaugural Minister lor Sustainable Development. In 2015 Ihe Governmenl 01 Belize agreed ~ lo undertake Ihe process lo develop Ihe rnechanism to idenlily and prolect Ihose righls and legislate Ihe appropriale legal and adminislralive Iramework to enshrine Ihose righls. After my tenure as r lef minister 01 government I was asked by the Prime Minister to Chair the Commission and establish the secretariat that is spearheading this task. As the Chair the lollowing have been achieved - a draft Maya Customary Land Tenure Policy have been completed and submitted to the Ministry 01 the Attorney General; a methodology lor identifying and protecting Maya lands has been agreed with the Maya leadership; a draft FPIC (Free Prior and Inlormed Consent) has been developed. USD1.8M has been secured to implement the agreed implementation plan. Add itionally as chair I regularly report to Caribbean Court 01 Justice on behall 01 the Government 01 Belize.

Minister o( Forestrv. Fisheries & Sustainable Development, Government o( Belize (03/2012 to 10/2015) I was appointed by the Prime Minister 01 Belize as a Senator and as a Member 01 Cabinet and was given the responsibility lor Forestry, Fisheries and Sustainable Development. My portfolios also incl uded the Department 01 the Environment, Climate Change, and the National Protected Areas Secretariat (NPAS). I was also responsible lor two statutory bodies - the Protected Areas Conservation Trust, which linances protected areas in Belize and the Coastal Zone Management Authority and Institute, which implements and monitor policies that governs Belize's costal zones. Milestone achievements during my ministerial tenure include: i. United Nations Framework Convention lor Climate Change (UNFCC) - Head 01 Delegation, Ministerial negotiator lor AOSIS (Alliance 01 Smalllsland States) on linance at (2012, 2013, 2014) ; i. Convention 01 Biological Diversity - Exceeded the 20% national target 01 marine territorial water under protection by declaring a new Marine Protected Area (Turneffe Atoll Marine Reserve) and expanding an existing one (Hol Chan Marine Reserve). ii. Panelist at World Ocean Summit, The Economist (San Francisco, USA, Feb 2014) ; iii. Convention on International Trade in Endangered Species 01 Wild Fauna and Flora (CITES) - Achieved unanimous support lor listing 01 rose wood on CITES (Bangkok 2013) ; iv. Modernized Belize's National Protected Areas Act, this was legislated by the House 01 Representatives; v. Protected Areas Conservation Trust Act (PACT), the liduciary arm 01 protected area - The amended Act was legislated by the House 01 Representatives; vi. National Fisheries Managed Access approved lor national roll out; vii. Belize's Climate Change Policy, Strategy and Action plan approved ; viii. United Nations Sustainable Development Goals - Belize's Growth and Sustainable Development Strategy (GSDS) plan approved in accordance with the UN sustainable goal s, G\ this is a medium term macro-economic development strategy, poverty elimination strategy and sustainable development strategy. Executive Director, Ya'axché Conservation Trust (1012008 to 0312012) Under my leadership Ya'axché Conservation Trust (Ya'axché) became an important NGO on the ~ national stage, especially as it relates to environmental advocacy. The organization originally managed a private protected area 0115,000 acres. By 2008 that increased by an additional 100,000 acres when asked by the government to manage a state owned protected area; the geographical remit

2 Cf 01 the organization based on its strategic plan was approximately 350,000 acres (now 750,000 acres) that inc/uded the buffer communities to the two protected areas. Belize Programme Manager, Fauna & Flora International {FFIJ (09/2006 to 0912008) In 1998 FFI was instrumental in establishing a small community based organization, Ya 'axché. FFI raised all the capital to purchase the land and establish a private protected area; it provided the technical support and also lund raised to cover all costs. I was then hired to continue the work to ensure that the local organization was lully supported. During that period I was also the Project Director lor a medium size UNDP/GEF project that was being implemented by FFI in partnership with Ya'axché.
