The study finds strong evidence to conclude that external whistlebowing is effective, mass media is a valuable tool for external whistleblowers, powerful allies and strong evidences are crucial factors for making whistle-blowing process easier, and external whistle- blowing works out even in the absence of sufficient legal protection. Nevertheless external whistleblowers experience severe retaliation when there is no proper legal protection. The findings of this study suggest that whistle-blowing is a crucial instrument to improve government accountability and transparency. Hence, it should be considered beyond national boundaries. 1 Both authors are equally contributed to write this paper. 2 Introduction Whistleblowing can be defined as a disclosure of information by an employee or contractor who alleges willful misconduct carried out by an individual or group of individuals within an organiztion (Figg 2000). A whistleblower is a valuable information source that the government or the public cannot get from any oversight systems, because they are insiders of the organizations. -

In asserting a role as protector of nations emerging from the postwar partitions, the League of Nations helped neutralize local struggles for independence.3 The conceptual framework of “transformative occupation” in the modern Middle East illuminates the techniques of foreign rule within these wider imperial histories while linking them to ambitious programs of development.4 Whether in the name of civilization or modernity, whether by a colonial or mandated power, imposing the practices of Western governance on “backward” peoples and space characterized trans- formative occupation regimes.5 In this essay, I examine how a particular practice within the political and diplomatic repertoire of transformative occupation—the promotion of local autonomy—was successfully deployed in the Israeli-Palestinian arena. -

Therefore, there is an urgent need for public sector institutions to strengthen the ethics of their profession, integrity, honesty, transparency, confidentiality, and accountability in the public service. The paper further attempt to discuss the need for business ethics and some practices and behaviours which undermined the ethical behaviours of public official with strong emphasis on corruptions causes and preventions, conflicts of interest, consequences of unethical behaviour and resources management. The paper also outlined some measures on how to combat the evil called corruption in public service and business organizations. It is concluded that if all measures are taken into consideration the National Development may be achieved. Keywords: Ethics, unethical, transparency, accountability, corruption. Introduction In every business organization, there must be a laid down rules, values norms, order and other guiding principles which may be in form of ethics. The essence of this is to guide both the employer and the employees in achieving the organizational goals and at the same time help in checks and balances. Luanne (2017 saw ethics as the principles and values an individual uses to govern his activities and decisions. Therefore, Business Ethics could be described as that aspect of corporate governance that has to do with the moral values of managers encouraging them to be transparent in business dealing (Chienweike, 2010). -

Social Accountability International (SAI) and Social Accountability Accreditation Services (SAAS) Profile completed by Erika Ito, Kaylena Katz, and Chris Wegemer Last edited June 25, 2014 History of organization In 1996, the Social Accountability International (SAI) Advisory Board was created to establish a set of workplace standards in order to “define and verify implementation of ethical workplaces.” This was published as the first manifestation of SA8000 in 1997.1 The SAI Advisory Board was created by the Council on Economic Priorities (CEP) in response to public concern about working conditions abroad. Until the summer of 2000, this new entity was known as the Council on Economic Priorities Accreditation Agency, or CEPAA.2 Founded in 1969, the Council on Economic Priorities, a largely corporatefunded nonprofit research organization, was “a public service research organization dedicated to accurate and impartial analysis of the social and environmental records of corporations” and aimed to “to enhance the incentives for superior corporate social and environmental performance.”3 The organization was known for its corporate rating system4 and its investigations of the US defense industry.5 Originally, SAI had both oversight of the SA8000 standard and accreditation of auditors. In 2007, the accreditation function of SAI was separated from the organization, forming Social Accountability Accreditation Services (SAAS).6 The operations and governance of SAI and SAAS remain inexorably intertwined; SAI cannot function without the accreditation services of SAAS, and SAAS would not exist without SAI’s maintenance of the SA8000 standards and training guidelines. They see each other as a “related body,” which SAAS defines as “a separate legal entity that is linked by common ownership or contractual arrangements to the accreditation body.”7 Because of this interdependence, they are often treated by activists and journalists as a single entity. -

Little consensus is found to exist around a single, testable definition for transparency. It is proposed that transparency reflects the level of disclosure, accuracy and clarity in representations. The consequents of transparency are investigated through a game theory model. It is argued that transparent representations benefit the systems to which they are applied. It is further argued that players with higher levels of transparency will be at a competitive disadvantage relative to less transparent players. The principal antecedents to transparency are investigated by exploring a rational model of communication. It is argued that transparency is largely based on the systemic character of information senders. Transparency strategy is seen to moderate the relationship between systemic character and representational transparency. Unlike many sentencing schemes that rely upon the severity of the offense and the offender's criminal history, Viginia's depends on a statistical study commissioned by the legislature that purports to match offender characteristics with future behavior. New offenders are given recidivism "scores" that depend on gender, employment status, marital status, and age-all factors seemingly unrelated to the criminal conduct itself This Essay criticizes the Virginia approach as ethically suspect and mathematically unsound and calls for greater public discourse as to the hidden assumptions underlying the sentencing apparatus. -
Adolphe Quetelet and the Development of Economic
Adolphe Quetelet, the Average Man and the Development of Economic Methodology1 Bert Mosselmans2 Abstract Quetelet's contribution to statistics has received adequate attention in Stigler (1986, 1999) and Porter's (1986) seminal works on the history of that scientific discipline.3 Our contribution investigates Quetelet's influence on economic methodology. Other scholars have already investigated his influence on econometrics and empirical economics (Morgan 1990, Stigler 1999), but we argue that his influence on theoretical economics should be considered significant as well. We devote attention to Quetelet’s concept of the ‘average man’. For this purpose we briefly summarize Quetelet's methodology and examine the evolution of his ideas as expressed in his published works. We then investigate his influence on classical political economy, on Jevons’s ‘calculus of pleasures and pains’ and on the debates of the ‘Methodenstreit’. We conclude with some considerations on contemporary discussions in macroeconomics about the ‘representative individual’.
