Resumption of the session The session suspended on Thursday, 18 July 2019 was resumed. 2. Opening of the sitting The sitting opened at 17.11. 3. Tribute On behalf of Parliament, the President paid tribute to the memory of André Jorge Dionísio Bradford MEP, who had died suddenly. 4. Statement by the President The President made a statement on the recent floods in Spain, which had caused considerable damage and as a result of which several lives had been lost. The President expressed Parliament's solidarity with the families of the victims and paid tribute to the work done by the emergency services. Parliament observed a minute's silence in honour of the victims of the floods and in memory of André Jorge Dionísio Bradford. * * * The following spoke: Kati Piri. 5. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. * * * The following spoke: Demetris Papadakis. Composition of Parliament Following the death of André Jorge Dionísio Bradford, Parliament established that his seat was vacant with effect from 19 July 2019, in accordance with Rule 4(1) and (6). Roberto Gualtieri had been appointed Minister of the Economy and Finance by the Italian Government with effect from 5 September 2019. Parliament noted that, pursuant to Article 7(1) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament and, pursuant to Rule 4(1) and (4) of its Rules of Procedure, established that his seat was vacant with effect from 5 September 2019. * * * The Danish authorities had given notice of the election of Marianne Vind to replace Jeppe Kofod as Member of Parliament with effect from 2 July 2019. The Portuguese authorities had given notice of the election of Isabel Carvalhais to replace André Jorge Dionísio Bradford as Member of Parliament with effect from 3 September 2019. Parliament took note of their election. In accordance with Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, Marianne Vind and Isabel Carvalhais would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto, provided that they had previously signed a written declaration that they did not hold any office incompatible with that of Member of the European Parliament. 7. Verification of credentials On a proposal by the JURI Committee, Parliament had decided to validate the mandates of Hannes Hanso and Pablo Arias Echeverría on 4 April and 21 May 2019 respectively, until the end of the 8th parliamentary term on 2 July 2019 at 10.00. 8.
