While this is a very compre- hensive survey of student behaviors there are three areas that always get my attention: student cigarette, alcohol and marijuana use. In each category I was pleased that the statewide results showed a decrease for all three substances from 2009 and, except for marijuana use, a decline since 2005 (the percentage of students using marijuana since 2005 is still about the same). The percentage of students who have used cigarettes, consumed alcohol, or used marijuana at least once over the past 30 days was 19.4%, 38.8% and 15.3% respectively. In the 2009 YRBS North Dakota ranked 1st in the country for self-identified young drinkers and binge drinkers. While we can be pleased with a decline in the use of tobacco and alcohol I don’t think we can be satisfied at all. We shouldn’t have 38% of our 9-12th grade students using alcohol at least once every month or rank first in the nation for self-identified for young binge drinkers.

This past year I took part in a web based interactive program sponsored by the New Mexico Activities Association called “Life of an Athlete.” The Life of an Athlete program was implemented to combat underage drinking among students in New Mexico. The primary focus of the Life of an Athlete program is to teach high school student athletes about the dangers of alcohol related to their athletic per- formance and life.

The “Life of An Athlete” program is free and is believed to be the first interactive on-line program designed to teach high school student- athletes about the dangers of alcohol consumption related to their athletic performance and their life. The program website can be found at www.lifeofanathlete.com.

Additionally, Prairie Public Television has recently produced an internet program called “High Risk High.” The High Risk High web- site at www.highriskhigh.org features personal testimonials from young people about their negative experiences with alcohol as well as stories exploring different aspects of preventing youth drinking. These testimonials and stories have been arranged by instructional level (middle school, high school, and college) and by topic (personal stories, legal issues, recovery, and prevention). Each story or testimonial is accompanied by related thought-provoking questions intended to promote discussion among students with each other, their teachers and their parents.

Both of these programs are very good and provide great resources for our schools, students and teachers. So what if we were to take that same concept that New Mexico is using and combine it with the work that PPTV has done with High Risk High. Then produce a program that all high school activity participants would have to complete before they are allowed to compete. In my opinion, the North Dakota High School Activities Association could take a proactive position and develop such a program for the students of our state and help decrease underage drinking in North Dakota and reduce our ranking as the number one state for student binge drinking. With that in mind, it is my hope that in the near future the NDHSAA will be able to present to the membership a plan to help significantly reduce underage drinking in North Dakota.

To close, on behalf of the North Dakota High School Activities Association, I would like to wish all member schools, their school boards, administrators, faculty and staff, coaches, advisors and students a very merry Christmas and a wonderful new year.

Steve Swiontek, President Winter/Spring Sports-Coach and Official Mandatory Online Testing Officials and head coaches of basketball, gymnastics, hockey, wrestling, baseball and softball must take an open book test in the sport(s) in which s/he is a head coach or official. This test will be available online only and must be submitted within the testing window. The test will be available through a link on the NDHSAA website. The test taker may revisit the test site numerous times before submitting her/his test; however, once submitted, no changes may be made. The test results will be available immediately upon submission of the test online. Login and password information were shared with you on the online clinics.

All officials must have approved registrations for their sport(s) to access testing. All registrations, including fees, must have been received and processed by NDHSAA before a testing account will be available.

All coaches must have the appropriate coach role for their sport(s) to access testing.

Class A At Large Candidate Jason Wiberg Athletic/Activities Director Devils Lake Jason Wiberg is a North Dakota native and a 1992 graduate of Leeds High School. Jason graduated from Mayville State University in 1996 with a Bachelor of Science in Elementary Education. He received his Master of Education degree in Educational Leadership in 2005 from NDSU.

This is Jason’s fifteenth year in the field of education. He began his career in Lakota, ND as a third grade teacher and assistant girls’ basketball and assistant volleyball coach in 1997. Jason returned to his home town of Leeds in 1999 to teach fifth grade. While working in the Leeds Public School District, he was the head girls’ basketball coach, assistant boys’ basketball coach, head boys’ golf coach, and activities director. In 2002, Jason moved back to Lakota to become elementary principal. He served as elementary principal, activities director, teacher, and head girls’ basketball and junior high football coach in his eight years at Lakota. In 2010, Jason became the activities director and assistant high school principal at Devils Lake Public Schools.

Jason is a member of the NDCEL and NDIAAA. He has served as District 7 Chairman for five years, as NDHSCA Basketball Advisory Committee for one year, as Secretary/Treasurer of the Central North Dakota Conference for three years, and as tournament manager for several NDHSAA tournaments. Jason was selected as the District 7 Activities Director of the Year in 2007, 2008, 2009, and 2010 and Region IV Activities Director of the Year in 2008 and 2010.

Jason and his wife Heidi have two children, Kellan (4) and Tayven (2).

Class A At Large Candidate Doug Sullivan Superintendent Dickinson Schools

Doug Sullivan graduated from Lewis and Clark College in Portland, Oregon in 1978. Following gradu- ation from college he moved to Montana where he lived and worked in education for the next thirty years. His teaching and coaching experience began at Hays/Lodge Pole School District where he taught physical education and social studies. His coaching experience has included football, track, wrestling and junior high girls basketball. Additionally, Doug served as the Principal/Activities Director for three years in the Hays/Lodge Pole School District.

A Masters in General School Administration was received from Montana State University in 1985 at which time Doug became the Superintendent/Principal of the Lima School District. His career in Mon- tana included opportunities in the Poplar and Sidney School Districts serving as the Superintendent of Schools. Doug has twenty-seven years of experience in school administration in Montana and has been serving as the superintendent of the Dickinson Public Schools for the past three years. Doug received his Doctorate in Educational Leadership in 2005 from Montana State University.

Doug is currently a member of AASA, NDCEL, NDASA, NDSSC and ASCD. Doug has previously been a member of the Montana Officials Association for nine years and the North Dakota Officials Association for one year. Doug has extensive experience serving on local, statewide and national boards that will be of benefit as a member of the NDHSAA Board of Direc- tors. Finally, throughout his career Doug has been a strong advocate of activities as the other half of education.

Doug and his wife Donna moved to Dickinson in 2009 when he became the school superintendent. They have been married for 31 years and have six children. Their youngest child is currently a senior at Dickinson High School.

Randy Nelson is a graduate of Newcastle High School in Newcastle Nebraska. He went on to the University of Nebraska where he earned a Bachelor’s Degree in Health Education and was a member of the Cornhusker football team for two years. Upon graduation he worked at the Northeast Family YMCA in Lincoln as the Physical Director. He later moved to St Joseph Missouri and held the same position at the St. Joseph YMCA. While in St. Joseph Randy later became the Director of the St. Joseph Youth Hockey Association and was a Para-professional at the Building Bridges Alternative School where he helped instruct students with special needs.

In 1997 Randy and his family moved to Minot where he attended Minot State University and earned a Bachelor’s Degree in Physical Education. While attending Minot State he was an Assistant Football and Men’s Basketball Coach. In 1999 he was named the Head Football Coach at Bishop Ryan where his team won the 1999 AA State Football title. After graduation in 2001 he was hired at Our Redeem- ers Christian School in Minot as the K-12 Physical Education teacher. While at Our Redeemers he also coached Boys Basketball and was the Athletic Director. Randy later taught Physical Education at Bishop Ryan High School and was the Head Boys Basketball Coach, and Assistant Track Coach as well as continuing his duties as Head Football Coach. In 2004 Randy returned to Minot State University as the Head Baseball Coach and Assistant Football Coach. In 2007 Randy moved to Fargo and was named the Activities Director for Shanley High School. He is currently in his fifth year at Shanley.

Randy is a member of the North Dakota Athletic Administrators Association (NDIAAA) and serves on the NDIAAA Board of Directors as the Class A East Representative. He is also a member of the Metro Area Tournament Committee, and the Metro Sports Foundation. Randy is active in Fellowship of Christian Athletes (FCA) where he has been a coach at the FCA Football camp and has spoken at FCA events.

Randy and his wife Dorian have three children Nicole, who is in her final year at William Mitchell School of Law, Brandon, who is a Senior at Shanley High School, and Gabrielle who is a 5th grader at Nativity Elementary School.

NDIAAA Candidate Jim Roaldson Athletic/Activities Director Jamestown High School

Jim Roaldson is a 1986 graduate of Jamestown High School. He graduated from Mayville State University in 1991 with a Bachelor of Science in Business Education with a minor in coaching. He received his Masters of Education Degree in Business and Vocational Education from the University of North Dakota in 2000.

Jim began his teaching and coaching career in Luck, WI as a business education instructor where he also served as assistant football coach, assistant wrestling coach, head boys track coach and head base- ball coach in 1991. After one year at Luck High School, he took a teaching and coaching position in Crookston, MN where he taught business and computer education while serving in various roles in the athletic department. During his time at Crookston High School (1992-1999) he held various coaching positions: assistant football, assistant boys basketball, assistant boys hockey, assistant girls fastpitch softball, as well as serving as assistant baseball coach before eventually becoming the head coach.

In 1999 Jim returned home to Jamestown to take a position in the business and computer education department at Jamestown High School. While teaching, he again helped out in numerous activities serving as an assistant football, assistant boy’s hockey, middle school basketball, and assistant baseball coach. Jim eventually took over as head baseball coach of the Blue Jays and served in that position before leaving the classroom to take the position of Jamestown High School Activities Director in the 2004-2005 school year.

As activities director he has served as tournament manager to many invitational, regional and state events at both the Class B and Class A level. He has also been a member of NDHSAA Combined Tournament Committee for the last 7 years and serves on the NDHSAA Class A Review Committee. He has had the opportunity to be named WDA Class A Athletic Director of the Year Award twice in 2007- 2008 and 2009-2010. He was also named North Dakota Class A Athletic Director of the Year once in the 2007-2008 school year. Jim’s wife Tara is a physical therapist at the Anne Carlson Center for Children, they have three children, Megan (19) Ella (9) and Brooks (7).

Jeff Fastnacht attended Northern State University and received a Bachelors of Science in elementary education degree. He then taught 5th grade in Britton SD while also coaching basketball, baseball, and golf until 1996. In 1996 he earned his Master of Education in school administration, also from Northern State University, and then taking the position of elementary principal & technology director at Ellendale.

During his first six years in Ellendale Jeff lead his school to the “Technology Team of the Year” award twice along with serving the NDATL as the SE Representative for two terms. In addition he was a member of NDCEL, NDAESP, and NAESP. During these years Jeff continued to be involved with athletics as a basketball coach. He also was a member of the NDOA and officiated both basketball and football at the high school and college levels.

In the fall of 2002 Jeff became Superintendent of Ellendale Public School and is currently in his tenth year in that position. He is an active member in NDCEL, NDASA and AASA. During this time he was a member and served as president of the ND School Television Council. In 2011 he was selected as the SE Superintendent of the Year and had the honor of representing North Dakota as the 2011 Superintendent of the Year at the national AASA convention earlier this year.

In addition Jeff and his wife Lisa, an elementary teacher, have one daughter (14) and one son (12).

In the community Jeff is a volunteer firefighter, church board member, and active with various community groups.

Class B SE Candidate Steve Hall Superintendent Kindred

Editor’s Note: Steve Hall is currently filling a one-year elected position for the Class B SE.

Steve Hall is a North Dakota native and graduated in 1980 from Berthold High School. While in high school he participated in football, basketball, and track. He attended Dickinson State University and received a Bachelor of Science in Mathematics in 1985. While at Dickinson State he participated in football, basketball, and baseball. Steve was inducted into the Dickinson State Hall of Fame in 1998. In 1991, he earned his Master of Education degree in Educational Administration from North Dakota State University.

Steve began his teaching career at Tioga Public School District in 1985. At Tioga, he taught mathemat- ics and computer science for five years. He was assistant football coach for one year, head football coach for four years, coached junior high boys basketball, and was assistant basketball coach. Steve also coached Legion baseball.

In the fall of 1991 he became high school principal at Kindred High School and remained principal for eleven years. While high school principal he was a member of NDCEL, NDASSP and NASSP. Steve served as SE Region NDASSP Director from 1995-97 and served as State President of NDASSP in 1999-2000.

In 2002 Steve became Superintendent of Kindred Public School and is currently in his tenth year. He is a member of NDCEL, NDASA, and AASA. He served as SE NDASA Region Director from 2006- 2008. He was selected SE Superintendent of The Year in 2007-08 and 2008-09. He is currently serving as a North Dakota representative on the AASA Governing Board.

Steve has been chairman of District 2 Volleyball and Basketball, served as tournament manager of a number of District Tournaments and chaired Region 2 music, speech and drama. For the past five years Steve has served as Chairperson for the Rural Cass County Special Education Unit.

Steve is married to Pam, who works as a Technology Integration Specialist for the West Fargo Public Schools, and they have four children, Eric (23), Matthew (18), Rachel (15), and Michael (11).

Concussion Update Please note the following information sent from the National Federation of State High School Associations (NFHS).

The Centers for Disease Control and Prevention (CDC) has shared with the NFHS a new FREE online training they created to provide health-care professionals with an overview of what they need to know about concussion among young athletes. The goal of this course, Heads Up to Clinicians: Addressing Concussion in Sports among Kids and Teens , is to pre- pare health-care professionals to diagnose and manage concussions on the sidelines, in their office, training room, or in the emergency department.

8 December BULLETIN 2011 Ticket Policy for Public Orders at State B Girls’ Basketball Tournament, March 15 - 17, 2012 Bismarck Civic Center The North Dakota High School Activities Association has entered into an agreement with the Bismarck Civic Center and Ticketmaster to handle the distribution of tickets for the 2012 State Class ‘B’ Girls’ Basketball Tournament. Season tickets to the general public will go on-sale Monday, January 23rd, 2012 at 11:30 AM, CST. Single session General Admission tickets will go on sale March 12 at 11:30 AM; single session Reserved seating will go on sale Thursday, March 15. Ticket prices are as follows for the tournament: (Session tickets will not be available during pre-sale.) A maximum of (8) eight tickets per order only.

10 December BULLETIN 2011 State Wrestling Ticket Order Policy The 2012 State Wrestling Tournament will be held February 16-18 at the Bismarck Civic Center. Group ticket orders can be postmarked no earlier than January 2nd and those orders will be processed begin- ning January 10th. Orders postmarked prior to January 2nd will be processed after those orders. Group orders (12 or more) will receive preference until January 17th (see complete information below). All ticket purchases are non-refundable and only season tickets may be purchased in advance. Daily tickets may be purchased when the tournament begins.

Winter Season MVP Requirements Winter sport rosters/pictures/cutlines and schedules are soon due. Schools are required to have this information for all winter sports up- loaded to MVP three weeks into each season. Failure to upload required information will result in a $50 late fee for the first season and $100 for subsequent seasons. Schools have the ability to edit this information as rosters change throughout the season.

NDHSAA member schools are required to upload a team picture, cutline which identifies the lineup on the team photo, team roster and schedule/record for all sports. This process allows invitational, district, regional and state tournament managers the ability to download and prepare tournament programs. The MVP system will accept photos up to 5 MB in size. Sheryl has conducted volleyball officials’ camps/workshops in Wyoming, Arkansas, Kentucky, Michigan, South Dakota, Montana, New Mexico, and North Dakota. She is serving her 34th year leading girls’ sports and assisting member schools in the North Dakota High School Activities Association.

The National Federation of State High School Associations (NFHS) bestows Outstanding Service Awards to individuals who have a record of long-standing service and significant contribution to the NFHS within a specific sport or activity. Spirit of Sport The NFHS has developed its “National High School Spirit of Sport Award,” which will be conferred to eight section winners as well as one national winner. The recipient must be an individual from a high school that is a member of an NFHS-member athletic or activity association. The recipient could be a coach, athletic administrator, administrator, trainer, student-athlete or any others associated with the school or the school’s athletic program. This award seeks to recognize those individuals who exemplify the ideals of the positive spirit of sport that represent the core mission of education-based athletics. The award may be given in recognition of a specific act or for an activity of longer duration.

The deadline for schools to submit the nomination form to the state office is January 13. The deadline for NDHSAA submitting the state nomination is February 1, 2012. An eight-member national committee will then select the award recipients.
