While this is a very compre- hensive survey of student behaviors there are three areas that always get my attention: student cigarette, alcohol and marijuana use. In each category I was pleased that the statewide results showed a decrease for all three substances from 2009 and, except for marijuana use, a decline since 2005 (the percentage of students using marijuana since 2005 is still about the same). The percentage of students who have used cigarettes, consumed alcohol, or used marijuana at least once over the past 30 days was 19.4%, 38.8% and 15.3% respectively. In the 2009 YRBS North Dakota ranked 1st in the country for self-identified young drinkers and binge drinkers. While we can be pleased with a decline in the use of tobacco and alcohol I don’t think we can be satisfied at all. We shouldn’t have 38% of our 9-12th grade students using alcohol at least once every month or rank first in the nation for self-identified for young binge drinkers. This past year I took part in a web based interactive program sponsored by the New Mexico Activities Association called “Life of an Athlete.” The Life of an Athlete program was implemented to combat underage drinking among students in New Mexico. The primary focus of the Life of an Athlete program is to teach high school student athletes about the dangers of alcohol related to their athletic per- formance and life. The “Life of An Athlete” program is free and is believed to be the first interactive on-line program designed to teach high school student- athletes about the dangers of alcohol consumption related to their athletic performance and their life. The program website can be found at www.lifeofanathlete.com. Additionally, Prairie Public Television has recently produced an internet program called “High Risk High.” The High Risk High web- site at www.highriskhigh.org features personal testimonials from young people about their negative experiences with alcohol as well as stories exploring different aspects of preventing youth drinking. These testimonials and stories have been arranged by instructional level (middle school, high school, and college) and by topic (personal stories, legal issues, recovery, and prevention). Each story or testimonial is accompanied by related thought-provoking questions intended to promote discussion among students with each other, their teachers and their parents. Both of these programs are very good and provide great resources for our schools, students and teachers. So what if we were to take that same concept that New Mexico is using and combine it with the work that PPTV has done with High Risk High. Then produce a program that all high school activity participants would have to complete before they are allowed to compete. In my opinion, the North Dakota High School Activities Association could take a proactive position and develop such a program for the students of our state and help decrease underage drinking in North Dakota and reduce our ranking as the number one state for student binge drinking. With that in mind, it is my hope that in the near future the NDHSAA will be able to present to the membership a plan to help significantly reduce underage drinking in North Dakota. To close, on behalf of the North Dakota High School Activities Association, I would like to wish all member schools, their school boards, administrators, faculty and staff, coaches, advisors and students a very merry Christmas and a wonderful new year. Steve Swiontek, President Winter/Spring Sports-Coach and Official Mandatory Online Testing Officials and head coaches of basketball, gymnastics, hockey, wrestling, baseball and softball must take an open book test in the sport(s) in which s/he is a head coach or official. This test will be available online only and must be submitted within the testing window. The test will be available through a link on the NDHSAA website. The test taker may revisit the test site numerous times before submitting her/his test; however, once submitted, no changes may be made. The test results will be available immediately upon submission of the test online. Login and password information were shared with you on the online clinics. All officials must have approved registrations for their sport(s) to access testing. All registrations, including fees, must have been received and processed by NDHSAA before a testing account will be available. All coaches must have the appropriate coach role for their sport(s) to access testing. NOTE: MVP Accounts on the NDHSAA Website are not the same as online testing accounts. The test windows are as follows: December 6-12, 2011 - Basketball, Wrestling, Gymnastics, & Hockey April 10 –16, 2012 - Baseball & Softball Test windows close at 11:00 p.m. Central Time on the final dates. 2 December BULLETIN 2011 Board Members Nominated at October Membership Meeting Editor’s note: Bio information submitted by candidates Class A At Large Candidate Jason Wiberg Athletic/Activities Director Devils Lake Jason Wiberg is a North Dakota native and a 1992 graduate of Leeds High School. Jason graduated from Mayville State University in 1996 with a Bachelor of Science in Elementary Education. He received his Master of Education degree in Educational Leadership in 2005 from NDSU. This is Jason’s fifteenth year in the field of education. He began his career in Lakota, ND as a third grade teacher and assistant girls’ basketball and assistant volleyball coach in 1997. Jason returned to his home town of Leeds in 1999 to teach fifth grade. While working in the Leeds Public School District, he was the head girls’ basketball coach, assistant boys’ basketball coach, head boys’ golf coach, and activities director. In 2002, Jason moved back to Lakota to become elementary principal. He served as elementary principal, activities director, teacher, and head girls’ basketball and junior high football coach in his eight years at Lakota. In 2010, Jason became the activities director and assistant high school principal at Devils Lake Public Schools. Jason is a member of the NDCEL and NDIAAA. He has served as District 7 Chairman for five years, as NDHSCA Basketball Advisory Committee for one year, as Secretary/Treasurer of the Central North Dakota Conference for three years, and as tournament manager for several NDHSAA tournaments. Jason was selected as the District 7 Activities Director of the Year in 2007, 2008, 2009, and 2010 and Region IV Activities Director of the Year in 2008 and 2010. Jason and his wife Heidi have two children, Kellan (4) and Tayven (2). Class A At Large Candidate Doug Sullivan Superintendent Dickinson Schools Doug Sullivan graduated from Lewis and Clark College in Portland, Oregon in 1978. Following gradu- ation from college he moved to Montana where he lived and worked in education for the next thirty years. His teaching and coaching experience began at Hays/Lodge Pole School District where he taught physical education and social studies. His coaching experience has included football, track, wrestling and junior high girls basketball. Additionally, Doug served as the Principal/Activities Director for three years in the Hays/Lodge Pole School District. A Masters in General School Administration was received from Montana State University in 1985 at which time Doug became the Superintendent/Principal of the Lima School District. His career in Mon- tana included opportunities in the Poplar and Sidney School Districts serving as the Superintendent of Schools. Doug has twenty-seven years of experience in school administration in Montana and has been serving as the superintendent of the Dickinson Public Schools for the past three years. Doug received his Doctorate in Educational Leadership in 2005 from Montana State University. Doug is currently a member of AASA, NDCEL, NDASA, NDSSC and ASCD. Doug has previously been a member of the Montana Officials Association for nine years and the North Dakota Officials Association for one year. Doug has extensive experience serving on local, statewide and national boards that will be of benefit as a member of the NDHSAA Board of Direc- tors. Finally, throughout his career Doug has been a strong advocate of activities as the other half of education. Doug and his wife Donna moved to Dickinson in 2009 when he became the school superintendent. They have been married for 31 years and have six children.
