Events Center Commission Mission Statement The mission of the Events Center Commission (also known as Alerus Center Commission) is to provide leadership that enables the Alerus Center to be beneficial to the regional economy, responsive to patrons, and accountable to Grand Forks taxpayers. Roll Call Present were Amanda Bentow, Laura Block, Brian Faison, Hal Gershman, Duane HaFner, Julie Rygg and Ken Vein. City: Maureen Storstad and Howard Swanson Alerus Center: Cheryl Swanson, Bob LeBarron, Bill Folk, Rod Oas, Darryl Jorgenson, Brady Vander Velde, Terry Anderson, Lance Johnson and Roberta Bursheim. We have a quorum. Consent Agenda The consent agenda, including the minutes From the June 24, 2015, meeting and management highlights were included in the packets. A motion was made by Hal Gershman to approve the consent agenda; seconded by Julie Rygg. Motion passed unanimously. Approval of June Financials The June Financials were presented and were included in the packet. June was budgeted to be a proFit of about $35,000; however, June resulted in a $38,000 proFit. Budgeted year-to-date proFit was approXimately $207,000; however, actual year-to-date is a proFit of $420,000. Cash to date is approXimately $3 million. Retained Earnings are about $2.2 million. The 36-month Profit/(loss) Average showed approXimately $61,000 average monthly proFit. Statement oF Cash Flows reFlected a net decrease in cash and cash equivalents by approXimately $83,000. A motion was made by Duane Hafner to approve the presented financials; seconded by Julie Rygg. Motion passed unanimously. Committee Reports a. Finance/Renovation Committee: Nothing to report. b. Convention & Visitors Bureau • Lodging taX is continues to be down. • Occupancy rate was down in June. • EXchange rate is still low. • Continues to promote Grand Forks and events in Grand Forks. Capital Projects Review • Exhibit Carpet: Management recommends that the Commission accepts/approves the bid From Hannaher’s/GaFFney’s. A motion was made by Hal Gershman to approve the Exhibit Carpet proposal from Hannaher’s/Gaffney’s; seconded by Ken Vein. Motion passed unanimously. • Exhibit carpet: Management recommends that the Commission accepts/approves the bid From CulineX. A motion was made by Hal Gershman to approve the dishwasher proposal from Culinex; seconded by Julie Rygg. Motion passed unanimously. • Astro TurF project is in the Final stage. • DehumidiFier has been purchased and will be installed in the turF pit. • Video Board Enclosure project is the Final stage. • Replacement oF voicemail server and phone operations to the Facility is underway. • Digital menu boards For concessions and the ticket oFFice project is moving Forward. CanadInns Meeting Review CanadInns proposed assuming responsibilities For Alerus Center liquor license and Food & Beverage operations. Commission recommends that Alerus Center continues to assume responsibilities For their liquor license and Food & Beverage operations. HISTORY The North Dakota State University(NDSU) chapter of Blue Key National Honor Society was organized on May 4, 1927 at a dinner meeting in the Power’s Hotel, downtown Fargo. Nationally, Blue Key began in 1925 at the University of Florida, with the NDSU chapter being the 28th established in the country. The purpose of Blue Key is to work with students and faculty to further the interest of the university. Qualifications for persons selected for membership are rigorous: scholastic involvement, leadership abilities, and involvement in campus activities and service. It was a men’s organization until 1976 when it became open to women, with NDSU being the first chapter to initiate women members. In 1979, Kathy Dean became president of the NDSU chapter, a first among the 124 Blue Key chapters in the country. Blue Key National Honor Society Records - Page 2 of 13 Through its dedication of service to the university, Blue Key has promoted numerous activities on campus.

The attached report presents our research, analysis and findings and is intended to assist the City of Bismarck (“City”) in evaluating the viability of Center expansion/improvement. The analysis presented in this report is based on estimates, assumptions and other information developed from industry research, data provided by the City and Center, surveys of potential facility users, discussions with industry participants and analysis of competitive/comparable facilities and communities. The sources of information, the methods employed, and the basis of significant estimates and assumptions are stated in this report. Some assumptions inevitably will not materialize and unanticipated events and circumstances may occur. Therefore, actual results achieved will vary from those described and the variations may be material. The findings presented herein are based on analysis of present and near-term conditions in the Bismarck area as well as existing interest levels by an expanded Center’s potential base of users and latent demand characteristics. Any significant future changes in the characteristics of the local community, such as growth in population, corporate inventory, competitive inventory and visitor amenities/attractions, could materially impact the key market conclusions developed as a part of this study.

The analyses presented in this report are based on estimates, assumptions, and other information developed from industry research, data provided by the City, the RPCC, and others, interviews with local and industry stakeholders, and analysis of other facilities and markets. The sources of information and the basis of assumptions, estimates, and forecasts are stated in this report. Some assumptions inevitably will not materialize and unanticipated events and circumstances may occur. Therefore, actual results achieved will vary from those described and the variations may be material. The findings presented are based on analysis of present and near-term conditions in the Rapid City area, as well as existing interest levels by potential users for a new arena at the RPCC.
