Insists that the recovery plan and revised MFF proposal safeguard the increased funding allocated to gender equality, women’s rights including SRHR, human rights and civil society organisations, to ensure continuity of programmes and address the disproportionate impact the crisis will have on women, girls and marginalised groups; highlights that the EU must include SRHR in its humanitarian and development response to the COVID-19 pandemic and underlines that it is crucial that donors do not reallocate funding that was already allocated to SRHR to other priorities related to the COVID-19 response; Or. en AM\1205147EN.docx PE647.634v01-00 EN United in diversityEN 13.5.2020 B9-0158/16 Amendment 16 José Gusmão, Petros Kokkalis, Idoia Villanueva Ruiz, Manuel Bompard, Manon Aubry on behalf of the GUE/NGL Group Motion for a resolution B9-0158/2020 PPE, S&D, Renew, Verts/ALE, ECR New multiannual financial framework, own resources and the recovery plan Motion for a resolution Paragraph 23 f (new) Motion for a resolution Amendment 23f. Urges the ECB to cancel Member States’ debts to the extent of those states’ expenditures on dealing with the COVID- 19 health and economic crisis; urges the EU to launch a revision of the treaties, at least focused on monetary policy, in order to allow the ECB to lend money directly to Member States and the EU and to buy perpetual debt bonds with zero interest directly from Member States; calls for the renegotiation of the terms, maturities, interest and amounts of public debt, allowing the reorientation of resources from debt servicing to the urgent economic and social needs in the Member States; calls on the Commission to ensure that aggravated inequalities and asymmetric public debt caused by the COVID-19 pandemic are addressed by means of concrete, non-austerity measures, including grants with zero interest, and the mutualisation and restructuring of new debt; Or. en AM\1205147EN.docx PE647.634v01-00 EN United in diversityEN 13.5.2020 B9-0158/17 Amendment 17 José Gusmão, Petros Kokkalis, Idoia Villanueva Ruiz, Manuel Bompard, Manon Aubry on behalf of the GUE/NGL Group Motion for a resolution B9-0158/2020 PPE, S&D, Renew, Verts/ALE, ECR New multiannual financial framework, own resources and the recovery plan Motion for a resolution Paragraph 9 a (new) Motion for a resolution Amendment 9a. QUOTES SUPPORTING A TRIPS WAIVER AT THE WTO "The world is suffering from vaccine inequity but the real source of the problem is a misunderstood respect for intellectual property rights. Suspend the patents and increase the production!" Margrete Auken MEP, Group of the Greens/European Free Alliance “The waiver of COVID-19 vaccine patents is a reasonable step that the European Union should take. Now is the time to prioritise what is most important - the health of people all over the world. It is an investment that will not only save lives, but also ensure our long term resilience against COVID-19 and its variants.” Mikuláš Peksa MEP, Group of the Greens/European Free Alliance “Variants show how no one is safe until everybody is safe. We need more vaccines quickly. Lifting patents and transferring technology are absolutely key to ramping up vaccine production. Private profit should never stand in the way of public health." Marc Botenga MEP, The Left group in the European Parliament - GUE/NGL “There’s no justification for exclusive patents for life-saving Covid 19 vaccines and related equipment during a global health crisis. As this pandemic is escalating, we have a moral, ethical and medical responsibility to overcome short-sighted capitalist self-interest in maximum profit and increase the vaccination rate rapidly. Development of these medical technologies has been made possible with large amounts of public money, so the only logical consequence is to share the intellectual property for the greater good and offer fair compensation to patent holders. The European Commission can’t continue to ignore our plea and must start working together with the Member States to guarantee a temporary waiver of certain obligations under the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS).

  • Josep Borrell Fontelles High Representative of the Union for Foreign Affairs & Eamon Gilmore EU Special Envoy for the Peace Process in Colombia
Josep Borrell Fontelles High Representative of the Union for Foreign Affairs & Eamon Gilmore EU Special Envoy for the Peace Process in Colombia Rue de la Loi 200 1049 Brussels, Belgium Wednesday, 5th of May 2021 Dear Mr. Borrell, Since 28 April, when social movements called a National Strike against the tax reform that the government of Iván Duque intended to implement, Colombia has been experiencing a very serious human rights crisis. According to figures from the Colombian Ombudsman's Office, 19 people have been killed by the police and more than 800 injured, although other organisations give even higher figures. These killings have led both the United Nations organisation in the country and the Inter-American Commission on Human Rights to express their concern about police actions and to call for an independent investigation into what has happened in the country. In the face of legitimate citizen protest, the Colombian government's response has been to frame the protests as a national security problem, which has led to the militarisation of the conflict, with the army carrying out repressive functions. The illegitimate use of violence by the security forces and the army has also been facilitated by irresponsible statements such as those of the former president and current Senator of Centro Democrático, President Duque's party, Álvaro Uribe, who stated on Twitter: "Let's support the right of soldiers and police to use their weapons to defend their integrity and to defend people and property from the criminal action of vandalism terrorism". This tweet was later removed by the social network because it incited and legitimised violence.

Racism remains rampant throughout Europe, where theories of racial hierarchy have long served as justification for slavery, colonisation and the Holocaust. However, the European Parliament shouldn’t only condemn racist acts and police violence, we must also seize this historic opportunity by establishing a European Day for commemorating the end of slavery, and to recognise slavery as a crime against humanity. Manon Aubry - EU summit on Covid-19 recovery Debate: Wednesday A few weeks ago, the EU was supposed to change it all: regulation, relocalisation, praising the public sector... But normal service has now resumed! The EU Council is likely to embrace the Commission’s Next Generation EU recovery plan and all the dangerous macro-economic constraints attached to it. With the Parliament now set to vote in favour of lighter requirements for the banks, we are repeating the same mistakes that led to the 2008 financial crash. We will stick to an alternative path - one based on an ambitious Social and Green New Deal, and a clean break with failing neoliberal dogmas.

  • Intl Delegation Letter to Ifis on Debt Forgiveness for IDA Countries (4)[2]
May 13, 2020 David Malpass Kristalina Georgieva The World Bank Group The International Monetary Fund 1818 H Street, N.W. 700 19th Street, N.W. Washington, D.C. 20433 Washington, D.C. 20431 Dear President Malpass and Managing Director Georgieva: MeMbers of ParliaMents across the world are writing to request extensive debt forgiveness for International Development Association (IDA) countries by all major international financial institutions (IFIs) during this global COVID-19 crisis. We are pleased to see that the World Bank Group (WBG) and International Monetary Fund (IMF) have already taken steps to iMpleMent debt relief and suspension for the world’s poorest countries. The recent IMF announceMent of teMporary debt relief funding for 25 meMber countries is an encouraging development but much more widespread and long term support is still needed. That is why we call on all G-20 leaders through these IFIs to support the cancellation of debt obligations held by all IDA countries during this unprecedented pandeMic. The teMporary suspension and deferment of debt will not be sufficient to help these countries fully prioritize the prompt and sustainable manageMent of the crisis at hand. The vulnerable comMunities that lack the resources and privileges to adopt adequate public health measures will ultiMately face the disproportionate burden of coronavirus.
