On December 13, 1966, the Landmarks Preservation Commission held a pub! ic hear ing on the proposed designation as a Landmark of the New York Marble Cemetery and the proposed designation of the related Landmark Site. (Item No. 12). The hearing had been duly advertised in accordance with *he. provlsions of law. Two witnesses spoke in favor of designation. There were no speakers in opposition to designation. The Commission has reviewed the City's ~andmarks Preservation program with the Secretary of the New York f-1arble Cemetery, and he has indicated that the Cemetery favors the proposed designation. DESCRIPTION AND ANALYSIS This obscure and dignified cemetery, once located in a fashionable neighborhood, Is largely surrounded by houses and tenements today. It Is entered through iron gates protecting both ends of a long passage b~tween Nos. 41 and 43 Second Avenue. Established in 1832 , It was used as a place of interment by some of New York's oldest families. On the east portion of the wal I surrounding the cemetery, there was an inscription testifying that it was a "place of Interment for gentlemen. ;' In this cemetery there are no monuments or individual tombstones, only the walls with greensward and trees in between and squares of marble of uniform size, set In the wal Is, bearing the names of the owners and the vault numbers. -

The building is located at 725 17th Street NW, on the north side of Pennsylvania Avenue. To the south is the Old Executive Office Building (Eisenhower Executive Office Building), which is next to the White House. The other sides are bounded by 17th Street NW (west), H Street NW (north), and Jackson Place and Lafayette Park (east). Within the same block are several buildings: Blair House, Trowbridge House, and Renwick Gallery in the south and the Decatur House to the north. Known as Federal Office Building #7, it was built from 1965[1] to 1969 and is ten stories tall, similar to the height of the Old Executive Office Building. According to Michael J. Bednar of the University of Virginia School of Architecture, "Four taller office buildings dating to earlier in the 20th century were demolished and replaced with next rowhouse office builds. One has an open base to serve as an entry to the New Executive Office Building via courtyard. The historic structures were preserved and rehabilitated for The New Executive Office Building, viewed from smaller federal agencies. The New Executive Office across 17th Street NW. Building has an offset H-shaped plan with a long brick facade along 17th Street."[2] The building was designed by architect John Carl Warnecke, who also designed 722 Jackson Place and the National Courts Building (717 Madison Place) on the opposite side of Lafayette Park during the same period. -

A GUIDE TO HISTORIC NEW YORK CITY NEIGHBORHOODS EAST VILLAGE/LOWER EAST SIDE ManhaTTan The Historic Districts Council is New York’s citywide advocate for historic buildings and neighborhoods. The Six to Celebrate program annually identifies six historic New York City neighborhoods that merit preservation as priorities for HDC’s advocacy and consultation over a yearlong period. The six, chosen from applications submitted by community organizations, are selected on the basis of the architectural and historic merit of the area, the level of threat to the neighborhood, the strength and willingness of the local advocates, and the potential for HDC’s preservation support to be meaningful. HDC works with these neighborhood partners to set and reach pres- ervation goals through strategic planning, advocacy, outreach, programs and publicity. The core belief of the Historic Districts Council is that preservation and enhancement of New York City’s historic resources—its neighborhoods, buildings, parks and public spaces—are central to the continued success of the city. The Historic Districts Council works to ensure the preservation of these resources and uphold the New York City Landmarks Law and to further the preservation ethic. This mission is accomplished through ongoing programs of assistance to more than 500 community and neighborhood groups and through public-policy initiatives, publications, educational outreach and sponsorship of community events. Six to Celebrate is generously supported by The New York Community Trust. Davenport 2025: Comprehensive Plan for the City Historic Preservation - 155 - Davenport 2025: Comprehensive Plan for the City Summary The historic preservation chapter (1986) of the city’s comprehensive plan asks the question, “What is ‘historic preservation?’” The answers provided by the authors are still true today: Put simply, historic preservation is the national movement to conserve the human-made environment. It includes efforts to protect buildings, structures, sites and neighborhoods associated with important people, events and developments. It is a movement which draws from the disciplines of history, architecture and archaeology and links us with our heritage.1 The 1986 chapter established five goals for Davenport’s historic preservation efforts: protect and enhance the character of the community’s significant neighborhoods and landmarks, coordinate local preservation efforts between the public and private sector, develop tools to create a favorable preservation climate, use preservation to strengthen the local economy, and increase the public awareness of the community’s history, culture, and heritage to create a sense of pride, place, and continuity.2 Davenport, like many communities across the country, experienced mixed preservation results over the past twenty years. The community has established numerous local and national historic districts in our community’s neighborhoods. State and local governments have cooperated to strengthen the city’s preservation programs in specific instances. The city has created incentives that can be used to preserve, protect, and enhance our built environment. On the downside, the city has failed to capitalize economically on its history, and the community has mixed feelings about the methods of and the reasons for historic preservation. -
