ceisio rheoli adnoddau naturiol yn gynaliadwy. Mae hyn yn golygu gofalu am yr aer, tir, dŵr, bywyd gwyllt, planhigion a phridd i wella llesiant Cymru a chynnig dyfodol gwell i bawb. Crynodeb gweithredol Gwelodd Cymru’r pumed mis gwlypaf a gofnodwyd erioed yn ystod mis Chwefror 2020 yn ogystal â'r mis Chwefror gwlypaf a gofnodwyd erioed. Gwnaeth hyn arwain at lifogydd eang yn ystod Storm Ciara (8–9 Chwefror 2020), Storm Dennis (15–17 Chwefror 2020) a Storm Jorge (28 Chwefror i 1 Mawrth 2020). Gwnaeth y stormydd hyn arwain at lifogydd mewn 3,130 eiddo ledled Cymru, sy'n golygu mai hwn yw’r cyfnod a welodd y gyfres fwyaf sylweddol o lifogydd yng Nghymru ers y llifogydd ym mis Rhagfyr 1979, a wnaeth gael effaith ar nifer fawr o'r un cymunedau. Gwnaeth 22% o fesuryddion afonydd Cyfoeth Naturiol Cymru gofnodi eu lefelau dŵr uchaf erioed yn ystod Storm Dennis. Mae'n sicr bod stormydd mis Chwefror 2020 yn ddigwyddiadau eithriadol a roddodd straen fawr ar yr holl ymatebwyr brys. Bu staff Cyfoeth Naturiol Cymru yn gweithio'n galed trwy gydol y cyfnod, gan ddefnyddio'u sgiliau a'u profiad i ymateb yn broffesiynol i'r digwyddiadau a oedd yn datblygu. Bu i’n staff weithio ar olrhain rhagolygon, rhoi rhybuddion, sicrhau bod asedau llifogydd a hydrometreg yn gweithredu'n briodol, trwsio atgyweiriadau, postio'r wybodaeth ddiweddaraf ar ein gwefan, ymdrin â chyfweliadau â’r cyfryngau ac ymholiadau ganddynt, a chefnogi sefydliadau eraill sy’n ymateb i ddigwyddiadau. Buon nhw'n gweithio yn ystod y dyddiau, wythnosau a misoedd ar ôl y digwyddiadau i archwilio asedau, gwneud atgyweiriadau a gwneud gwelliannau uniongyrchol i'n gwasanaeth. Ceir nifer o enghreifftiau o arfer da yn yr adborth i’r adolygiad; gwnaeth penderfyniadau a chamau a gymerwyd gan staff Cyfoeth Naturiol Cymru chwarae rôl allweddol wrth reoli'r sefyllfa a lleihau effaith y stormydd. Serch hynny, cafodd gwasanaethau Cyfoeth Naturiol Cymru a'r rolau y mae'n ymgymryd â nhw yn ystod digwyddiad llifogydd sylweddol eu profi'n ddifrifol yn ystod y cyfnod hwn ac, mewn rhai achosion, cafodd ein gwasanaethau eu hymestyn y tu hwnt i'w galluoedd. Mae hwn yn adroddiad a adolygwyd yn annibynnol ar yr ymateb i’r llifogydd a ddarperir gan Cyfoeth Naturiol Cymru. Mae'r adroddiad adolygu hwn yn canolbwyntio ar y materion a gwersi mewnol a nodwyd o ran adnoddau, systemau, offer, ffyrdd o weithio, gweithdrefnau a chanllawiau, ond nid yw'n ystyried perfformiad unrhyw unigolion. Nid yw'n ystyried perfformiad sefydliadau eraill, na sut y gwnaeth Cymru ymateb yn ei chyfanrwydd i'r digwyddiadau. Mae adolygiadau ymchwilio i lifogydd parhaus ac ar wahân yn cael eu cynnal gan bob awdurdod lleol a gafodd ei effeithio gyda chymorth Cyfoeth Naturiol Cymru lle bo'n briodol. Cynhaliwyd adolygiad ar wahân hefyd mewn perthynas â sut mae Cyfoeth Naturiol Cymru yn rheoli Ystad Goetir Llywodraeth Cymru mewn ymateb i effaith stormydd mis Chwefror. Cynhyrchwyd adroddiad ffeithiol ar wahân hefyd sy'n cofnodi ffeithiau ac ystadegau ynglŷn â’r llifogydd i gyd-fynd â'r adroddiad adolygu hwn. Yn ogystal â chydnabod yr elfennau cadarnhaol niferus yn yr ymateb gweithredol, mae'r adolygiad hwn yn nodi deg maes allweddol gyda chamau ar gyfer eu gwella. Mae'r rhain yn cael eu cydgrynhoi mewn cynllun gweithredu, sydd wedi'i gynnwys fel rhan o'r ddogfen adolygu hon. Diogelwyd oddeutu 19,000 eiddo yn ystod Storm Dennis yn unig, ond cafodd 3,130 eiddo lifogydd yn ystod mis Chwefror 2020.

    Community Profile – Rhigos, Cefn Rhigos and Penderyrn Introduction from the community Overview Penderyn Distillery Rhigos is a village in the north of the Cynon valley. It comes under the town of Aberdare for postal purposes, even though it is seven miles away and is closer to Glynneath, which is only two miles away. Cefn Rhigos is to the west of the village of Rhigos and is the most westerly village within the Cynon valley. The border of the Vale of Neath only lies a few hundred yards away from the village. The Tower Colliery was located on the Rhigos Mountain and closed in 2008 - the last of the deep mines in Wales to close. Rhigos RFC Penderyn is a rural village in the Cynon Valley and is within the Rhigos ward. It is located near Hirwaun. Its origins and expansion begun as an agricultural market village, which supplied the ever growing needs of the nearby local Market Town of Aberdare, situated in the Cynon Valley. It lies on the A4059 road between Hirwaun and Brecon and is the last settlement on that road in the county of Rhondda Cynon Taf before the Penderyn Community Centre border with Powys to the north. The village sits just within the southern boundary of the Brecon Beacons National Park. The River Cynon passes through the area. Penderyn is an area of agriculture and hosts seasonal markets. Penderyn Quarry located in the village is an operating quarry capable of producing 500,000 tonnes of limestone per year. The Rhigos ward is in the most northerly part of the Cynon valley, and has a rural feel.

The fast flowing valley rivers in this catchment have experienced major changes over the last 200 years. Before the industrial revolution the rivers were noted for their rural tranquillity, remoteness and quality of salmon fishing; they were described by B H Malkin in 1803 as having: “perfect clearness, uncontaminated, unless in heavy floods, by the least tinge of muddy soil or any other fortuitous discolouring ” They then suffered a severe degradation due to industrialisation and huge population growth within the catchment. Effluents from the iron and steel works, coal mines, power stations, coke ovens and sewers, poured into the rivers. Rapid improvements have been occurring since the 1970’s due to pollution control legislation and the decline in heavy industry. Wildlife, including migratory fish and otters, is now returning to the river; the Taff Trail attracts many visitors who enjoy the many features of the catchment; anglers, canoeists and rowers use its waters for recreation. The N R A ’s vision is to manage the uses of the catchment so as to continue this improvement in a sustainable way.

    Community Profile – Rhigos, Cefn Rhigos and Penderyrn Rhigos is a village in the north of the Cynon valley. It comes under the town of Aberdare for postal purposes, even though it is seven miles away and is closer to Glynneath, which is only two miles away. Cefn Rhigos is to the west of the village of Rhigos and is 8 miles away from Aberdare town centre. It is the most westerly village within the Cynon valley. The border of the Vale of Neath only lies a few hundred yards away from the village. The Tower Colliery was located Penderyn Distillery on the Rhigos Mountain and closed in 2008 - the last of the deep mines in Wales Rhigos RFC to close. Penderyn is a rural village in the Cynon Valley and is within the Rhigos ward. It is located near Hirwaun. Its origins and expansion begun as an agricultural market village, which supplied the ever growing needs of the nearby local Market Town of Aberdare, situated in the Cynon Valley. It lies on the A4059 road between Hirwaun and Brecon and is the last settlement on that road in the county of Rhondda Cynon Taf before the border with Powys to the north. The village sits just within the southern boundary of the Brecon Beacons National Park. The River Cynon passes through the area. Penderyn is an area of agriculture and hosts seasonal markets. Penderyn Quarry located in the village is an operating quarry capable of producing 500,000 tonnes of limestone per year. The Rhigos ward is in the most northerly part of the Cynon valley, and has a rural feel.

These areas have their own objectives and standards. Article 4 of the Water Framework Directive requires Member States to achieve compliance with the standards and objectives set for each protected area by 22 December 2015, unless otherwise specified in the Community legislation under which the protected area was established. Some areas may require special protection under more than one EC Directive or may have additional (surface water and/or groundwater) objectives. In these cases, all the objectives and standards must be met. Article 6 requires Member States to establish a register of protected areas. The types of protected areas that must be included in the register are: • areas designated for the abstraction of water for human consumption (Drinking Water Protected Areas); • areas designated for the protection of economically significant aquatic species (Freshwater Fish and Shellfish); • bodies of water designated as recreational waters, including areas designated as Bathing Waters; • nutrient-sensitive areas, including areas identified as Nitrate Vulnerable Zones under the Nitrates Directive or areas designated as sensitive under Urban Waste Water Treatment Directive (UWWTD); • areas designated for the protection of habitats or species where the maintenance or improvement of the status of water is an important factor in their protection including 1 relevant Natura 2000 sites.

Willimas Centre for Environmental Science and Technology, School of Applied Sciences, University of Glamorgan, Pontypridd, Wales, UK ,4 Abstract Sewage sources are varied and sewage may be discharged from long sea outfalls, sewage treatment plants, combined sewer overflows (CSO's), fly tipping, shipping, etc. The question of malfunctioning and badly designed CSO's is probably the biggest sewage problem for the 21*' Century. Removal of the dissolved/suspended pollutants allowing discharge of substantially clear water from sewage treatment plants (preliminary, primary, secondary and tertiary treatments) into the sea or rivers, is the usual solution, but incineration - which has long lead in times, and recycling are among factors to be considered. Sewage works were designed as plants for the removal of solids and organic matter from sewage and never to remove pathogenic bacteria. EC legislation will mean that sewage discharges from these sources will have minimal effect on the environment in the future, but concentrated sewage sludge disposal is a problem as are the questions of viruses and bacteria in our waters as a result of sewage discharge. Sewage cake produce derived from these works, can be spread on agricultural/forest land, tips, pumped to sea, dumped at sea by boat or incinerated. Some 40,000ha of derelict land is reclaimed per year in the UK. Currently some 5% of sludge is used on such land but the potential exists for up to 20%. A large problem is matching continuous sludge production to irregular availability of restoration sites.
