Community Profile – Rhigos, Cefn Rhigos and Penderyrn Introduction from the community Overview Penderyn Distillery Rhigos is a village in the north of the Cynon valley. It comes under the town of Aberdare for postal purposes, even though it is seven miles away and is closer to Glynneath, which is only two miles away. Cefn Rhigos is to the west of the village of Rhigos and is the most westerly village within the Cynon valley. The border of the Vale of Neath only lies a few hundred yards away from the village. The Tower Colliery was located on the Rhigos Mountain and closed in 2008 - the last of the deep mines in Wales to close. Rhigos RFC Penderyn is a rural village in the Cynon Valley and is within the Rhigos ward. It is located near Hirwaun. Its origins and expansion begun as an agricultural market village, which supplied the ever growing needs of the nearby local Market Town of Aberdare, situated in the Cynon Valley. It lies on the A4059 road between Hirwaun and Brecon and is the last settlement on that road in the county of Rhondda Cynon Taf before the Penderyn Community Centre border with Powys to the north. The village sits just within the southern boundary of the Brecon Beacons National Park. The River Cynon passes through the area. Penderyn is an area of agriculture and hosts seasonal markets. Penderyn Quarry located in the village is an operating quarry capable of producing 500,000 tonnes of limestone per year. The Rhigos ward is in the most northerly part of the Cynon valley, and has a rural feel. -

As part of the statutory development plan process the Council is required to prepare an Annual Monitoring Report (AMR). The AMR will provide the basis for monitoring the progress and delivery of the LDP, the Plan’s sustainability credentials, and it identifies any significant contextual changes that might influence its implementation. This is the seventh AMR to be prepared since the adoption of the Rhondda Cynon Taf LDP and provides a further opportunity for the Council to assess the impact the LDP is having on the social, economic and environmental well-being of the County Borough. Key Findings of the Annual Monitoring Process 2017-2018 Contextual Change This section looks at local, regional, national and international factors that have had an influence on land-use development in Rhondda Cynon Taf and subsequently on the implementation of the LDP during 2017-2018. In the UK, the preponderance of support for Brexit among town-dwellers, and the countervailing values of many young urbanites, has sparked a deep debate about how and why towns are locked out of the circuits of growth in the modern economy, and how the inequalities associated with economic geography can be more effectively tackled. The Townscapes project launched at the Bennett Institute brings together a variety of different data sources to offer a deeper analysis of how towns are faring across the regions and nations of Britain. It aims to step away from the generalisations and dogmas that infuse much of the contemporary policy debate and offer instead a more finely grained picture of how different towns relate to their wider regions and nations, as well as to their nearest cities. -
CANDIDATE SITE REGISTER Index of Sites
Foreword The Rhondda Cynon Taf Local Development Plan (LDP) provides for a new way of planning for the future of the County Borough. This follows major changes to the planning system which were introduced by the Planning and Compulsory Purchase Act 2004. It sees the replacement of the old system of structure and local plans which, until the LDP is adopted, forms the Development Plan for the County Borough. As the Plan will identify land for new development during the CANDIDATE SITE period 2006 – 2021, it will be important that sites allocated for housing, employment, and other uses are capable of coming forward within this timescale and that they can contribute fully REGISTER to sustainability objectives whilst meeting overall growth requirements. Previous undeveloped local plan allocations, along with sites Index of Sites put forward by development interests (Candidate Sites) need to be considered carefully. A Methodology for consistently and objectively assessing these sites was subject to consultation in the summer of 2006. This Candidate Site Register brings together the approved methodology together with a full list of strategic and non- strategic sites to be considered, with maps showing their location and extent. Through the publication and availability of this information further transparency will be added to the process. Gaps in the number sequence for the Candidate Sites result from the omission of small sites of 0.3 hectare or less. These will be considered as part of the review of settlement boundaries.
