LOOKING TO BOLSTER WHAT THE TAX CHANGE MEANS TO A HORSEPLAYER by Joe Bianca REGIONAL RACING, Last week, the NTRA announced that a decade-long effort to modernize tax regulations for horseplayers was set to become STRONACH TO CLOSE FARM law. Its CEO Alex Waldrop recounted Tuesday in the TDN the lobbying efforts, stalled bills and fighting through bureaucracy that brought the industry to this unmitigated victory. The crucial turning point occurred after the NTRA, acting on suggestions from prominent horseplayers like Steve Crist and Andy Beyer, as well as its key lobbyist on the Hill, decided to stop trying to go through the morass of Congress and instead petition the Treasury Department and Internal Revenue Service directly to make the change. That proved to be what pushed the effort across the finish line, thanks in large part to two comment periods, one in early 2015 and one at the end of 2016, where thousands of horseplayers wrote in and explained why the current tax law was unfair, ridiculously out of date and a drain on them as well as the industry at large. That, Stronach told the TDN yesterday, was the motivation behind his decision to close his primary breeding farm in Kentucky. Stronach announced yesterday that will be putting his Adena Springs Farm in Paris, Kentucky, on the market and will eventually phase it out of his massive breeding operation. He will keep open a smaller Adena Springs division located in Midway, Kentucky. While Stronach still has many decisions to make concerning the overall direction the Adena Springs operation will take, one thing is clear: its future will more and more be in Maryland and California and less in Kentucky. Adena Springs is already a major breeder in Florida. Stronach owns racetracks in California (Santa Anita and Golden Gate Fields), in Maryland (Laurel and Pimlico) and in Florida (Gulftstream). He does not own a racetrack in Kentucky.

Stronach=s decision to focus more on California breeding and racing could make a notable difference in the horse population there, particularly when it comes to California-breds. Adena Springs is a powerhouse in the North American breeding industry in terms of both quantity and quality. Through Oct. 4, Adena Springs was third in the U.S. in terms of money earned and fourth in total winners. Adena Springs was the Eclipse Award-winning breeders 11 times between 2004 and 2016. The Stronach tracks have made notable strides in Maryland and in Florida, but Santa Anita and California racing have not performed to expectations. What The Tax Change Means To A Horseplayer cont. Like most of my generation, I have a significant amount of student loan debt. For some reason that defies logic, the government=s student loan providers consider amount of gross income rather than net income when it comes to income-based repayment plans and, more importantly, whether or not you can claim the payments you make on student loan interest. So, every year that I=ve filed taxes since I started playing horses seriously, I have had to forfeit thousands of dollars in tax write-offs because my gross income suggested that I was making six figures a year while my net income was much lower. That could be the difference between being able to put a down payment on a car, or afford a security deposit for a new apartment, or investing that money back into the sport I love. AThe two most important cogs in the industry are owners and horseplayers,@ Serling said. ARightfully so, horseplayers sometimes feel neglected. This is something that=s a long time coming and a positive for horseplayers in a game where they=re the engine, but rarely seem to feel as though their cries are being heard.@

It is not easy to be a horseplayer. TDN Book Review: AOut Of Luck@

Ultimately, the book will satisfy and entertain Luck loyalists, and its predominate readership will be drawn from a pool of horse racing enthusiasts and those familiar with gambling. Out of Luck's merits, however, extend well beyond this predictable niche. Perrotta does an admirable job of rekindling and carrying the cancelled show's torch, and the rare successful transition from television show to written work should be commended. Although the book concludes on a positive note, last words have not been written in the lives of the characters, suggesting that there may be more stories to tell, more pages to turn, more installments to come, in Out of Luck's engaging boom-and-bust narrative.

During his tenure, Smith introduced the Anglo-Irish Jumps Classification in the 1999-2000 season; as well as provided the data which drove two changes in the jumping weight-for-age scale; and recently achieving European agreement to make an adjustment to the flat weight-for-age scale for the first time in over 20 years. Due to Smith=s efforts, the handicapping practice in the Grand National were altered to introduce >compression= at the top of the weights, as well as help raise the profile of the race and improve the quality and safety of the horses in it. Internationally Smith represented Great Britain at the end of year conference in Hong Kong since 2007, and now co-chairs that event, while in 2013 he was appointed co-chairman of the Longines World=s Best Racehorse Rankings Executive Committee, and has participated as a member of the jury for the Polydream | Scoop Dyga Cartier Awards for the past three years. Smith also provides data and information to the European Pattern Committee and the IFHA and sits on the selection committee for Breeders= Cup.
