Item 1 19th May 2016 GOVAN AREA PARTNERSHIP. Minutes of meeting held on 31st March 2016 in the City Chambers, Glasgow. Present: Bailie Fariha Thomas (Chair) and Councillors Stephen Dornan and John Kane, Glasgow City Council; Esme Clark, Govan Community Council; Mark Hughes, Ibrox and Cessnock Community Council; Ellen Turner, Kinning Park Community Council; Mary Williamson, Craigton Residents’ Action Group; Paul Lafferty, Glasgow Community Health Partnership and Stephen McGrath, Scottish Fire and Rescue Service. Apologies: Councillor James Adams, Glasgow City Council, and Linda Allan, Voluntary Sector (in conjunction with the Third Sector Forum). Attending: L Pyper (Clerk); and Y Reilly and S Dowling (for the Executive Director of Corporate Services); V McGarry, Govan SHIP Project; and A Sutherland, Glasgow Life. Minutes of previous meeting approved, etc. 1 The minutes of 25th February 2016 were submitted and approved, subject to noting, in terms of (1) Land and Environmental Services issuing leaflets providing information on rubbish and bulk refuse in back-courts, had not been carried out, and having been followed up, the Chair of the South East LOWG had agreed to arrange to have these circulated as soon as possible; (2) the Govan/Partick Charrette, E Campbell, Development and Regeneration Services (DRS), had provided an update advising that (i) the timescales for delivery of the Govan-Partick Bridge via the Glasgow City Deal, were working to an 18 month lead in programme from March 2016 to conclude design, consultation, procurement and a construction phase of up to 18 months, with a projected completion for the bridge of 2019, quarter 2; (ii) Chris Burrows had been appointed as Principal Officer to deliver the project management of the Waterfront City Deal, and would be able to report to future meetings of this Partnership to provide updated information on the timescales and process for delivery of the relevant City Deal Infrastructure Projects; and (iii) DRS Planning continued to lead on the strategic planning for the Govan Partick area, as well as The River Clyde, and a River Strategy would be prepared to re-launch the Council’s approach to the regeneration of the waterfront area, this forming the basis of the Govan Partick and The River Clyde Strategic Development Framework planned for 2016; and Glasgow City Council, City Chambers, Glasgow G2 1DU (3) the proposed change to the boundary of the Govan Thriving Places Initiative, as proposed and agreed by this Partnership on 25th February 2016, had been considered and approved by the South Sector Community Planning Partnership on 29th March 2016, and would be submitted for final ratification to the Glasgow Community Planning Partnership Board at its meeting on 14th April 2016. Community Councils Minutes/Common issues - Verbal updates noted – Actions agreed etc. 2 There were heard and noted verbal updates by community representatives on issues concerning their respective areas, and proposed action, as indicated:- (1) Esme Clark, Govan Community Council – reported an increase in incidences of vandalism and graffiti in the Central Govan area, in particular broken glass from smashed-up bus shelters. Suggestion of installation of CCTV by Bailie Thomas, requiring liaison with Police Scotland, Yvonne Reilly advised she was meeting with Heather Waterston, Community Safety Glasgow, to discuss these issues. Members requested these points be passed to the Chair of the South East LOWG for action or assistance; (2) Mark Hughes, Ibrox and Cessnock Community Council – concerns raised on the lack of clarity and communication to local residents by SPT concerning the imminent subway closure, due to commence during the schools summer holiday period this year. SPT had advised it could present to this Area Partnerships next meeting to provide information and details on closure, Yvonne Reilly was requested to follow up this action point. Bailie Thomas advised of discussions for the potential increase to funding of the Govan Ferry to improve travel from Govan to Partick during the Subway closure, enabling easier access to the Govan Interchange for buses going to wider Govan areas; (3) Esme Clark, Govan Community Council – ongoing concerns regarding the Fastlink proposal, which she would raise at the forthcoming Govan Community Council meeting and report back. Bailie Thomas advised of a forthcoming Independent Inquiry report into a proposed resident’s parking zone, which was due in June 2016 and; (4) Mary Williamson, Craigton Residents Action Group – raised the issue of abandoned shopping trolleys throughout the area from Asda Superstore, and having raised it with Asda had been advised a contractor Trolleywise, had been appointed to remove them, but required the postcode location of any abandoned trolleys. As this approach still hadn’t resolved the issue, it was now being discussed at Asda Directorate level. Councillor Dornan suggested dialogue with the Executive Director of Land and Environmental Services be involved in the removal of trolleys more efficiently, with subsequent charges made to Asda for this service. Glasgow City Council, City Chambers, Glasgow G2 1DU (5 Anne McDonald, Drumoyne Community Council - raised an issue concerning the poor condition of Linthouse roundabout and requested assistance from elected members in resolving this issue. Vision for Glasgow Libraries – Presentation noted. 3 There was heard a presentation by A Sutherland, Glasgow Life advising the Partnership of the vision for Glasgow libraries, advising (1) that libraries were under threat with 122 closures to date in Scotland; (2) that in order to survive libraries would require to adapt and provide more relevant services; (3) that there were currently 33 libraries in Glasgow and surveys suggested that 93% of citizens were satisfied with the services provided; (4) that the vision for Glasgow libraries was to adapt in order to support learning and literacy in the 21st Century; and (5) of the various objectives and actions proposed to support this vision. After consideration, the Partnership noted the presentation and thanked Ms Sutherland for her contribution. Govan SHIP Project - Presentation by Health and Social Care Partnership noted. 4 There was heard and noted a presentation by V McGarry, Health and Social Care Partnership, on the Govan SHIP (Social and Health Integration Project), advising that (1) the project had been set up to improve overall health and wellbeing within the community, through joint working between Health and Social Care and the 4 GP practices within the area to address the health issues within Govan, as it had been identified as being within the top 100 GP practices serving the most socio-economically deprived populations in Scotland; (2) the project aims were developing a person centred approach – based on need not criteria, developing anticipatory and preventative approaches, reducing inappropriate use of unscheduled care, avoiding or delaying hospital admissions, improving support for chronic illness, supporting children & families, and developing continuity, trust use cumulative knowledge; and (3) the project would formally commenced April 2015 and was supported by the Scottish Government Primary Care Transformation Fund with the majority of funding supporting additional GP time, 2 social workers, evaluation and information support and project management and administration. Glasgow City Council, City Chambers, Glasgow G2 1DU Area Budget 2016/17 - Community Budgeting Pilot Projects 2016 update noted – Request to Executive Director of Corporate Services. 5 With reference to the minutes of 25th February 2016 (a) agreeing to allocate £5,000 from the Govan Area Budget 2016/17 to pilot a match funded community budgeting programme to be delivered by 31st May 2016; and (b) noting that all members would contribute to the development, facilitation and delivery of the community budgeting process and events and would publicise the event as widely as possible within their organisations to increase community participation, there was submitted a report by the Council’s Acting Executive Director of Corporate Services advising of progress with implementing community budgeting in the Govan ward, advising that (1) the Community Budgeting event for the Govan Ward would be held in the Pearce Institute on Monday 25th April 2016 from 6.00pm to 9.00pm; (2) a one-day training event for all Partnership members had been arranged for Tuesday 5th April 2016 in the City Chambers, Glasgow from 10.00am to 4.30pm; and (3) a further range of two and a half hours follow-up training slots were available over the following dates in April 2016:- 6th, 11th, 13th, 15th and 22nd, and members had been issued with details of how to book one of these timeslots. After consideration, the Partnership (a) noted the update and the range of dates available for training; (b) encouraged participation of members and their individual community groups to become involved in the process, as a variety of roles would be required for the main event on 25th April 2016; and (c) requested clarity on how events would be advertised in local media and also how the eligibility of those voting would be carried out, to ensure fairness in the voting process. Govan Area Budget 2015/16 – Final Monitoring statement noted. 6 There was submitted a report by the Acting Executive Director of Corporate Services on the final position of the Govan Area Budget for 2015/16, advising that the Govan Area Budget for 2015/16 had been £69,517 and in this time the Glasgow
