ITEM 1 20th February 2017 GREATER POLLOK AREA PARTNERSHIP’S MINUTES. Minutes of meeting held 31st October 2016 at the City Chambers, Glasgow. Present: Councillor Rashid Hussain (Chair), and Councillor Bill Butler, Glasgow City Council; Siobhan Boyle, Glasgow City Health and Social Care Partnership; Jean Honan, Voluntary Sector Network (in conjunction with the Third Sector Forum); Kevin Lammie, Police Scotland; Stephen McGrath, Scottish Fire and Rescue Service; and Alistair MacLellan, Levern and District Community Council. Attending: T Coyle (Clerk); P Boyce and L O’Neill (for the Director of Governance and Solicitor to the Council); D McEwan (for the Executive Director of Education Services); J Hunter, and Thomas McMenamin (for the Executive Director of Land and Environmental Services); and D Haye (for the Executive Director of Development and Regeneration Services). Minutes of previous meeting approved. 1 The minutes of 1st August 2016 were submitted and approved. Community Justice Transition Arrangements noted. 2 There was submitted and noted a report by the Director of Goverance and Solicitor to the Council regarding the Community Justice Transition Arrangements advising that (1) the Community Justice (Scotland) Act 2016 had established the legislative framework for the new model for Community Justice which would see all Community Justice Authorities abolished with effect from 31st March 2017 and that a new national body, Community Justice Scotland would come into being on 1st April 2017; and (2) that the forthcoming implementation of the Community Empowerment (Scotland) Act 2015 would require Glasgow Community Planning arrangements to be reviewed, as detailed in the report. Managing the primary school estate – A 10 year assessment of supply and demand - Presentation noted. 3 There was heard and noted a presentation by David McEwan, Education Projects Manager, Education Services regarding the primary school estate within the Greater Pollok ward, advising that Glasgow City Council, City Chambers, Glasgow G2 1DU (1) there were 9 primary schools within the Greater Pollok ward, 4 denominational and 5 non-denominational; (2) under the 4Rs programme Darney Primary, St Angela’s Primary, St Marnock’s Primary and St Monica’s Primary had been refurbished and Ashpark Primary, Cleeves Primary, Crookston Castle Primary, and St Bernard’s Primary were all new build establishments and that Gowanbank Primary new school was currently under construction; (3) Education Services had a 10 year projection for school’s provision that was updated every year; and (4) Education Services were working closely with Development and Regeneration Services in relation to the number of housing developments within the area to assess the impact and demand these might have on the local schools estate. Environmental Task Force Activity report noted. 4 There was submitted and noted a report by the Executive Director of Land and Environmental Services regarding the Glasgow City Council’s Environmental Task Force (ETF), advising (1) that the Task Force had been launched in June 2016; (2) of the aims and objectives of the ETF within the Greater Pollok Ward, as detailed in the report; (3) of the ETF activity report for the period June 2016 to August 2016 highlighting the incidents reported by the public to the council, as detailed in the report; and (4) of the key statistics for the ETF’s social media account. After consideration, the Partnership (a) noted the report; (b) raised concerns regarding overgrown trees obstructing street lights within the ward area; and (c) requested further information regarding engagement with schools regarding the work of the ETF. Hate Crime – Presentation noted – Request to Executive Director Community Safety Glasgow. Glasgow City Council, City Chambers, Glasgow G2 1DU 5 There was heard and noted a presentation by P Kelly, Community Safety Glasgow, providing information on Hate Crime within the City of Glasgow, advising that (1) Hate Crime had been defined as “an offence that is motivated by malice or ill will toward a social group”; (2) there had been a 21% decrease in hate crime reports in Glasgow over the past 6 years, however, Glasgow still had the highest statistics in Scotland; (3) the Glasgow Hate Crime Working Group was a multi-agency partnership linked to Community Planning Partnership structures and working to deliver the priorities of the CPP. After consideration, the Partnership (a) noted the presentation; and (b) requested the Executive Director of Community and Safety Glasgow collate information regarding prosecution rates and reasons for prosecutions and circulate these to the Partnership. Metropolitan Strategic Drainage Partnership – Presentation noted etc. 6 There was heard and noted a presentation by D Hay, Development and Regeneration Services regarding the Metropolitan Strategic Drainage Partnership (MGSDP), advising (1) that Glasgow City Region City Deal agreement, the second largest in the United Kingdom, was signed in August 2014 which represented the biggest ever investment for Glasgow City and the Clyde Valley; (2) £1.3 billion had been invested for infrastructure projects, £45 million of which had been approved for flood risk prevention; (3) of the initial scoping of projects; (4) of the guiding principles of the MGSDP; and (5) of the planned flood prevention works within the Ward. Police Scotland - Ward update – noted etc. 7 There was heard and noted a verbal report by Inspector Neil MacDougall, Police Scotland providing an update regarding progress in addressing issues relating to the Ward’s local priorities, namely, drug dealing drug misuse, drunk or disorderly behaviour, assault, violent crime, house breaking and other forms of thefts, as detailed in the report. Glasgow City Council, City Chambers, Glasgow G2 1DU Integrated grant fund review – Implementation of area budget proposals noted. 8 With reference to the minutes of 16th May 2016 noting an update on the Integrated Grant Fund Area Budget Review proposals and implementation of recommendations, there was submitted and noted a report by the Director of Governance and Solicitor to the Council providing the Partnership with a final update on the implementation of recommendations, which came into effect for those applications requested and/or received after 1st August 2016 advising that the impact of the new processes will be reviewed in Autumn 2017. Area Budget 2016/17 – Applications for funding dealt with etc. 9 There was submitted a report by the Director of Governance and Solicitor to the Council detailing applications for funding from Greater Pollok Area Budget, 2016/17.
