Officer Frank Bonifacio Oakland, CA — To protect the public against persons driving under the influence of Officer Johnna Watson drugs and alcohol this Fourth of July, the Oakland Police Department will be Media Relations Office targeting those who put lives in danger. DUI Saturation Patrols and a DUI 510-238-7230 [email protected] Checkpoint will be deployed during the holiday weekend and all officers will be alert to the tell-tale signs of an impaired driver.

 DUI Saturation patrols will deploy on Friday and Saturday throughout the City of Oakland  A DUI Checkpoint is planned in Oakland at an undisclosed location within the city beginning at 7:00 PM until 3:00AM

Over the Fourth of July holiday period in 2013 alone (6 p.m. July 3rd to 5:59 a.m. July 8th), there were 199 people killed in alcohol-impaired-driving crashes on our nation’s roads, according to the National Highway Traffic Safety Administration (NHTSA). In , 28 individuals were killed in Alcohol Involved crashes.

NHTSA data also reveals that 35 percent of young drivers (18 to 34 years old) were driving drunk (BAC of .08 or higher) in fatal crashes over the July Fourth period in 2013. Motorcycle operators are also overrepresented as the highest percentage of alcohol-impaired drivers in fatal crashes. In 2013, more than one-quarter (27%) of motorcycle operators in fatal crashes had BACs of .08 or higher.

Drunk drivers are more common at night, too. Over the July 4th holiday in 2013, more than two fifths (42%) of the drivers in nighttime fatal crashes (6 p.m. to 5:59 a.m.) were alcohol-impaired, as compared to 13 percent of drivers in fatal crashes during the day.

If you’re caught driving drunk or drug impaired, you will be arrested. Aside from putting your life and the lives of others at risk, driving impaired can also lead to serious consequences. A DUI arrest can mean time in jail, loss of your license, and steep financial expenses; the average DUI costs about $10,000.

Law enforcement region-wide is asking for everyone’s support this holiday weekend and all summer long:

 Plan a safe way home before the fun begins.  Before drinking, designate a sober driver.  DDVIP: The California Office of Traffic Safety DDVIP mobile app is now available for free download on iOS and Android devices. Launched last year the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.  DRUGS, MEDICATION & ALCOHOL= CRASHES: Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.  If you happen to see a drunk driver on the road, don’t hesitate “Report Drunk Drivers! Call 911!”  If you know someone who is about to drive or ride while impaired, take your friend’s keys and help your friend make other arrangements to get to where he or she is going safely.

Funding for the Oakland DUI Campaign is by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. The Avoid DUI Task Force will deploy checkpoints and DUI patrols next during the 18 day August/Labor Day DUI Mobilization.

Mayor Libby Schaaf, Uber Announce Headquarters Expansion To Oakland – On Wednesday, September 23, Oakland Mayor Libby Schaaf and Uber’s Global Head of People and Places Renee Atwood gathered to announce the expansion of Uber’s greater Bay Area headquarters to include Oakland. Uber has purchased “Uptown Station” to house over 2,000 new employees who will work out of office building on the corner of 20th Street and Broadway above the 19th Street BART station in Oakland’s Uptown neighborhood. Uptown Station is a seven-story building, with 330,000 square feet of office space and 50,000 square feet of dedicated retail space open to pedestrian traffic on the ground floor located at 1955 Broadway in Oakland. This expansion is in addition to Uber’s plans to build a headquarter campus in San Francisco’s Mission Bay. Uber projects 2,000 to 3,000 new employees representing the company’s many departments will be part of this corporate office in Oakland. OPD Receives Large Community Oriented Policing Services Grant – On Monday, September 21, Congresswoman Barbara Lee announced that Oakland will receive a $1.875 million grant from the U.S. Department of Justice’s Community Oriented Policing Services (COPS). The grant will partially fund the salaries of 15 police officers for three years. Oakland Police Chief Sean Whent said the 15 officers will be assigned to foot patrol, one of the best ways known to strengthen the relationship between the community and its police department. New OFCY Strategic Investment Plan For FY 2016-2019 – On Tuesday, October 13, the Oakland Fund for Children and Youth (OFCY) Planning and Oversight Committee’s new Strategic Investment Plan for 2016-2019 will be presented to the Life Enrichment Committee of the . The committee meeting will be held at 4:00 p.m. in the Sgt. Mark Dunakin Hearing Room 1 in . After committee, the item will be heard by the full Oakland City Council. Once approved by Oakland City Council, the OFCY 2016-2019 Strategic Investment Plan will provide the framework for the annual allocation of OFCY funds, and will be used to guide the development of the next OFCY Request for Proposals (RFP), to be released in November 2015. New programs selected through the RFP process will begin services on July 1, 2016. Special Operations Section Supervisor Honored – On Tuesday, September 22, Special Operations Section Supervisor Mike Beaver was awarded the California Association of Tactical Officers (CATO) Officer of the Year Award in Anaheim. Sgt. Beaver was honored for his leadership of the Oakland Police Department’s Tactical Operations Team, which responds to critical and high-risk incidents, including barricaded suspects, hostage rescue, mobile intercepts and high-risk search/arrest warrants. Tactical officers come from all across California to attend the CATO annual conference. To be singled out for the Officer of the Year Award from among this peer group is a high honor indeed. Police Captain Graduates From FBI National Academy – On Monday, September 21, Capt. Leronne Armstrong returned from a 10-week training program focused on leadership and the administration of justice in state and local law enforcement held at the FBI National Academy in Quantico, Virginia. The training program brought together a group of 225 law enforcement leaders from across the world, representing 48 states and 24 countries. The fifth person from the Oakland Police Department (OPD) to graduate from the National Academy program since 2008, Capt. Armstrong noted that his classmates were particularly interested in OPD’s progressive police work. Webinar On Value Of Law Enforcement Social Media – On Tuesday, September 22, a webinar taught by Lt. Chris Bolton was offered to Nixle users across the country. In the webinar entitled “Creating an Engaged Community during a Crisis,” Lt. Bolton examined the value of community engagement tools like Nixle and discussed how the Oakland Police Department (OPD) has used Nixle to ensure resident safety during several crisis situations. Results From 2015 Oakland Creek To Bay Day – On Saturday, September 19, more than 1,200 volunteers removed trash and invasive plants along Oakland’s creeks, shoreline, parks and streets. Preliminary results show volunteers removed more than 550 bags of trash weighing 16,000 pounds and cleared over 150 cubic yards of invasive plants that will be composted. Oakland Public Works thanks all the volunteers who helped make Oakland’s 20th annual Creek to Bay Day a success. As part of International Coastal Cleanup Day, Oakland Creek to Bay Day volunteers joined with thousands of others in trash removal and beautification of waterways and shorelines across California, the nation and in about 100 participating countries. Nearly 900 cleanup projects took place statewide. With 75 percent of these projects reporting on behalf of 53,555 volunteers who removed 548,450 pounds of trash and 65,738 pounds of recyclables. Second Chance At Largest Soul Train Record – On Saturday, October 10, Oakland has a chance to break the Guinness World Record for the Largest Soul Train Line. The record-breaking attempt will be held at deFremery Recreation Center, 1651 Adeline Street, beginning at 9:30 a.m. and will continue until every dancer has gone through the official Oak-Train Line. This will be Oakland’s second attempt at breaking the record. In June, Oakland had 337 dancers which beat Philadelphia’s record of 291, but unfortunately fell short of Arizona’s 425 people. Oakland Parks & Recreation and Friends of deFremery Park are working diligently to bring this record home to Oakland. Oakland, CA — Oakland Police Department Traffic Unit will be conducting a DUI Driver’s License check point on, August 22nd - September 7th 2015(Labor Day) at an undisclosed location within the city limits.

The 18-day, high-visibility campaign, Drive Sober or Get Pulled Over, is a partnership with the California Office of Traffic Safety to curb impaired driving and save lives.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving.

In 2013, there were 10,076 people killed in drunk–driving crashes, almost a third of all traffic fatalities according to the National Highway Traffic Safety Administration (NHTSA). In California, 867 died in drunk driving collisions according to NHTSA. Thirty-eight percent of crash fatalities on Labor Day weekend that year involved drunk drivers with a Blood Alcohol Content (BAC) of .08 percent or higher. And we’re not just talking about a little bit of alcohol, either. More than a quarter (27 percent) of the crash fatalities that occurred on Labor Day weekend involved drivers with BACs of .15 or higher – almost twice the illegal limit.

NHTSA data shows that repeat offenders are an especially dangerous facet of the drunk-driving problem. In the month of August from 2009-2013, of the drunk drivers involved in fatal crashes, almost 1 out of 10 (8 percent) of them had already been convicted of at least one drunk-driving offense.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

So this August and year-round, remember that there’s no excuse for drunk or impaired driving. If you choose to break the law, police sheriff and CHP officials will see you before you see them. Drive Sober or Get Pulled Over.

Dear Mayor Schaaf and Assistant City Administrator Cappio:

East Bay Housing Organizations and our partners, including Greenbelt Alliance, TransForm, and other groups, have been working for well over a year to push for a robust impact fee in the City of Oakland to provide more resources for desperately needed affordable homes.

While affordable housing has been elevated in the public debate at City Hall, we’re concerned - especially given Planning Director Rachel Flynn’s recent disturbing comment that there is no housing crisis in Oakland - that the impact fee will not be implemented fast enough, or at a high enough level, to make the needed difference.

The city must ensure that all of its Departments and leaders are in alignment with the City Council’s recent adoption of the Housing Equity Roadmap framework and with the charge of the Mayor’s Housing Implementation Cabinet to act swiftly and boldly. Therefore, we ask that Ms. Flynn clarify her comments and emphasize the Planning Department’s dedication to affordable housing solutions.

Most importantly, we urge that the impact fee for housing be set at the highest level possible. We also ask that the Housing and Community Development Department, rather than Planning, be primarily responsible for developing the ordinance and any regulations to implement the fee. Also, housing fees should deposited to the City's existing Affordable Housing Trust Fund, which was established for just this purpose. Why? Because as you have expressed, there is an affordable housing crisis in Oakland.

We all know what’s happening in our beloved city today. We call on facts from the Housing Equity Road Map and Housing Implementation Cabinet:

• Rents have skyrocketed (April 2014 asking rents were 24% higher than the previous four year’s average) • Oakland is still reeling from the foreclosure crisis, and the median home price is close to half a million dollars. • An affordable housing property that opened in Uptown Oakland in 2015 had over 5,000 applications for 100 apartments. • Our city – the historic home of the Brotherhood of Sleeping Car Porters and the Black Panthers – has lost at least 24% of its Black population in recent years. • Of those few families who can secure a Section 8 voucher, only about 20% can find a landlord who will rent to them in this market.

These facts show that bold action is needed. However, we fear that the City is bound by certain assumptions about the market and our city’s needs that are causing some leaders to urge caution. We challenge those myths.

First, for years we have heard that Oakland’s market won’t support the regulations that are standard practice in San Francisco, San Jose, Berkeley, Emeryville and many other cities. But we’re in a different moment: Uber is moving in, tens of thousands of units are entitled, and 22% annualized rent increases show that the market is hot. It’s a moment that could bring shared prosperity, but right now is driving out long-time residents, especially people of color.

We’ve also heard that an impact fee might drive away investment. We contend that the fee must and can be at a level that can actually create affordable housing. Several private developers have noted that they are ready to contribute, as long as the rules are clear, fair, and predictable. For example, at one point the potential developer of the proposed high-rise on the E. 12th Street remainder parcel was prepared to pay an $8 million in-lieu fee, which would have totaled over $24,000 per unit – this is an example of the range that might be possible.

This study is costing Oakland up to $1.1 million dollars, and, according to the adopted Specific Plans for Broadway Valdez and West Oakland, should have been complete long ago. And yet, both staff and the consultant on Oakland’s nexus study have urged a slow phase-in and low expectations, which run the risk of us missing this market cycle. Developers have long had a “signal” that a fee is coming, and Oakland would be finally joining other nearby East Bay cities in requiring a developer contribution. Emeryville is looking at increasing its $20,000 fee to $28,000. Berkeley is exploring a fee as high as $34,000 per unit. Fremont has raised its fees, and Walnut Creek and Pleasanton are considering nexus studies as well.

Finally, we are tired of hearing that there is too much affordable housing in Oakland, especially in the downtown area. It’s true affordable housing developers were able to produce quality homes during the recession when some market-rate investment stalled – and they created vibrant neighborhoods and services, added public art, and provided support to small businesses. They offered family-friendly developments with multiple bedrooms, a rarity in new market-rate developments. But we still need more of these safe, quality affordable homes. The City’s own data - from official reports to the State of California - document that from 1999 to 2014, three-fourths of all new housing construction was market-rate, despite the fact that over half of Oakland residents, and nearly two-thirds of Oakland renters, are lower- income. Moreover, the City’s notable track record on affordable housing stems from a time when redevelopment funds were abundant and there were significant State funds available. Those conditions no longer hold true, and while there are thousands of market rate units in the pipeline, the prospects for significant expansion of affordable housing are far more limited than in the past.

Mayor Schaaf and Ms. Cappio, we know you will do our city proud. Let’s see that impact fee on the books, charge a fee for housing that is meaningful, involve the Housing Department fully in the process, and start showing that Oakland can have development without displacement.

Sometimes, the timing of gifts can look a little fishy, though. Lee asked for and received a $10,000 gift from Coca-Cola to fund the city’s summer jobs program for youth last year at the same time the soda industry was fighting the proposed soda tax. Lee stayed out of the soda tax debate despite pressure from health groups to take a stand, and the proposal was defeated.

Lee has also hit up private companies to fund his travel — such as Uber and Airbnb helping to pay for a trip to China and South Korea in 2013 while debates over the city’s regulation of so-called sharing economy companies began to rage. Recology, which holds the city’s garbage-collection contract, helped to fund Lee’s trip to India the same year.

Isn’t it better, you ask, that these rich companies pay the tab for these sorts of things than to rely on taxpayer money? Like with most City Hall happenings, it depends on whom you ask.

Not surprisingly, the mayor’s spokeswoman, Christine Falvey, thinks the monetary gifts are a great thing.

“The mayor has said ever since the economy really bounced back that companies are making more and they should give back more,” she said. “It’s something he’s dubbed 21st century philanthropy. ... He expects philanthropy to be thriving in San Francisco, and he’s grateful that it is.”

So when the mayor asks Google or PG&E or Coca-Cola to give money for something he supports, is there an expectation he’ll pay them back with political favors?

“Absolutely not,” Falvey said.

Larry Bush, a member of the good-government group Friends of Ethics and a frequent critic of the mayor, doesn’t buy it.

“The people who are making those contributions are also seeking his approval for benefits that they want,” Bush said. “It’s virtually pay-to-play.”

He pointed out that donors of behested payments can even get a tax write-off since they’re considered charitable donations, whereas regular campaign contributions don’t qualify. Bush even paid for his own study of behested payments, since the Ethics Commission doesn’t make them easy to search in any meaningful way. According to Bush, Lee’s $10 million far surpasses what previous mayors have raised. (A Chronicle article in 2009 found that former Mayor Gavin Newsom had raised $1.2 million in behested payments in the previous 51/2 years.)

So what does the massive fundraising mean?

“It says he has a very cozy relationship with very wealthy people and corporations,” Bush said.

Hi Matt

I hope my question at the SPUR forum today wasn't too much of a distraction from the bus-oriented main topic; however, it seems all too evident that Demand Response Transit (DRT) mini-busses will be as ubiquitous as Uber itself within the next several years. And I guess I tend to get a little more excited than others at transportation forums when anyone in the room states that the planners actually want to hear from the people, when in fact the evidence as to how decisions are made regarding policy – transportation policy more than almost anything – betrays an insularity that renders public input to be of little, if any, consequence whatsoever.

As proof, no one can deny that West Oakland with its Port, rail, central-most BART station and underserved population is the very epicenter of Bay Area transportation, yet when it comes to receiving any sort of justice – like the recently-achieved though overlong MAQIP process regarding the 9x pollution effect from all the traffic that rumbles through the Maze or off the docks – only litigation and/or extended political haranguing can begin to attract the attention of those in officialdom with their other, keep-Oakland-in-its-place priorities.

So it's more than painful to hear ACTransit say that "a DRT-based program is now being planned for 'South County,'" when in fact the real need is smack dab in West Oakland for all the reasons noted earlier. And such need was identified as far back as 2006 – well before the arrival of Uber and all the rest! – in the MTC / CalTrans-funded West Oakland Transit Study and later in the WOSP and, though ably suppressed by ACTransit, in the EBOTS pacifier, as well. So much for vox populi and that which cannot but be tainted as elitism in planning.

Basically it all boils down to a muddled rationale for prioritization of services to groups that likely have the least use for them (the yuppies of Fremont dismounting from BART are already well-served by the Uber / Lyft lookalikes) while simultaneously denying service to those who obviously have an overwhelming need, not only in terms of improved access (especially for those who are too old, weary or otherwise impaired to participate in bike share), but also in terms of public safety:

How many more muggings, rapes, beatings, etc., must West Oakland citizens have to endure before the discussion of public transit begins to encompass actual, not imagined, disparity – especially when we have proof that DRT-based solutions can more successfully address issues of safety than BRT or almost any other transportation venue, including taxis.

After all these years there's still no public discussion at the City level and the voices that some contend – or pretend – that officials need to hear remain only faintly in the background. But then again, perhaps they are indeed more an issue for another Department of the City where issues of inequality and institutional elitism are of greater concern.

Please let me know if West Oakland transportation might be a topic that your (at long last) newly-created Department might be interested in pursuing anytime soon.

Hmmmm,

Well, it appears that this discussion is going nowhere, sorta like when Oakland decisionmakers decided to remain silent as to where HSR might touch down in the Bay Area. So the thing will not end up at the Coliseum where it would've done more for Oakland's economy – and that of the rest of the Bay Area! – than perhaps any other development imaginable because the interactive dialogue that, in this City, occurs only at Committee level of our various Commissions will not be a resource to help inform able policymaking.

Oakland's Industrial Land Use policy was honed in precisely that kind of forge and succeeded over the objections of the bureaucracy and various policymakers around town only because the reasonability of such an informed dialogue became self evident and therefore too persuasive to be thrown under the bus for the sake of dunderheaded lobbying from one group or another interested only in immediate profits from rezoning at the expense of a more – dare I say? – fair and balanced City economy.

That experience with the Zoning Update Committee was arduous, taking well over a year, but it worked because Doug Boxer and Mike Lighty and Nicole Franklin and even those who followed in their footsteps wanted to do the right thing, not just blindly follow what one Director or Councilmember – or even Mayor – might have fancied that particular week. So away went the speaker cards and timer, and suddenly the conversations became real.

So there's a proven methodology which our City cannot afford to indulge, so be it. I'll stand down for a bit and try again later as was my sorta charge as ED coordinator of those long ago Task Forces, all of them, as you say, well before your arrival here.

Many people in the City are working on transportation issues on several fronts. Most of the work is being handled by Oakland Public Works (OPW). I also disagree with your view that a transportation sub-committee of the Planning Commission – as an interim solution – is the best venue right now for making City-wide decisions regarding transportation. Currently, OPW handles the large majority of transportation issues, but they play no role in the Planning Commission. In my view, any “default mechanism for an advisory or commission” must be overseen by OPW. I have copied the OPW Director, Brooke Levin, on this e-mail and spoken briefly with her about this. I can assure you that Brooke will not take it upon herself to form a new commission. She would expect a directive from the City Administrator’s Office. I have copied that office as well.

Given all that the new City Administration has on its plate right now – passing a budget, working to create a new Transportation Department, among a million other things – I seriously doubt that any interim commission will rise to the top of their agenda. In addition, a new City Administrator (Sabrina Landreth) will not start until July. Claudia Cappio and John Flores have been serving as Interim CA’s until Sabrina arrives. As you can imagine, they are dealing with hundreds of issues – like contracts, budgets, personnel matters, etc.

In summary, I will not be taking any action to form a new transportation sub-committee for the Planning Commission. I will make the new City Administrator aware of your request when she arrives in July. Thanks, Rachel

The problem is that, with no one to take responsibility, Oakland is failing in its role as the "Transportation Hub of the Bay Area," a title that used to be embossed on official City stationery.

When an earlier Mayor authorized the Task Force process and had as many as thirty volunteers stepping forward to try and figure out what Oakland's transportation policymaking role should be, we were graced by such luminaries as Rebecca, Robert, and Rebecca, plus a host of others on board who, in their arduous deliberations, finally agreed that this central most City needed a full-on Transportation Commission!

Over time, we've all realized more or less that we'll likely never get to the point of having such a Commission, what with the difficulty of even creating a new Committee for the Planning Commission – an idea that our At Large Councilmember herself has supported for at least the past four years, surely in support of smarter governance and not more bureaucratic miasma.

So the question remains, what is the default mechanism for an advisory or commission to ensure Oakland's transportation policymaking will garner Oakland the highest and best results if one czar here or another czarina there might misstep and, in the heat of political combat, fail to justly consider the benefits that should accrue to Oakland, the obvious epicenter of Bay Area transportation?

If, as has so often been acknowledged by just about everyone in practically every planning meeting I've been in since the General Plan Congress decades ago, land use and transportation are two sides of the same coin, who's minding the mint?

Dear Robert,

Thanks for explaining this latest direction of the City regarding our need for better transportation policy. While it is encouraging that Libby wishes to inaugurate such a new department (at long last), the West Oakland Commerce Association would again suggest that the interim step of creating a Transportation Committee for the Planning Department be taken at once.

In the event that something might happen to thwart the Mayor's initiative or funding becomes a problem or some unforeseen event might occur, citizens will continue being denied a proper venue for public discussion of transportation planning – which, as you note, the Planning Commission must occasionally critique anyway as part of its purview.

Just as City Planning has the Planning Commission to help make policy with regard to all Land Use planning efforts, Oakland must either form a separate Transportation Commission to help with the new Department Libby is proposing or, just as with the Land Use & Planning Committee at County, expand Oakland's Planning Commission to meet that need.

As the official recommendation of Mayor Dellums was the creation of a Transportation Commission (never realized), and the stated promise of Mayor Quan to create a Planning Commission Committee (never realized), we cannot but be deeply concerned that delays in implementation may all too easily become derailed (once again), leaving Oakland asleep at the switch (once again) when the most vital issues of public transportation need to be officially decided and acted upon so that we won't be left standing at the station while HSR, DRT or any of the other venues (some of which written into the WOSP) pass us by (once again).

Oakland, CA — To protect the public against persons driving under the influence of drugs and alcohol this Fourth of July, the Oakland Police Department will be targeting those who put lives in danger. DUI Saturation Patrols and a DUI Checkpoint will be deployed during the holiday weekend and all officers will be alert to the tell-tale signs of an impaired driver.

DUI Saturation patrols will deploy on Friday and Saturday throughout the City of Oakland A DUI Checkpoint is planned in Oakland at an undisclosed location within the city beginning at 7:00 PM until 3:00AM

Over the Fourth of July holiday period in 2013 alone (6 p.m. July 3rd to 5:59 a.m. July 8th), there were 199 people killed in alcohol-impaired-driving crashes on our nation’s roads, according to the National Highway Traffic Safety Administration (NHTSA). In California, 28 individuals were killed in Alcohol Involved crashes.

NHTSA data also reveals that 35 percent of young drivers (18 to 34 years old) were driving drunk (BAC of .08 or higher) in fatal crashes over the July Fourth period in 2013. Motorcycle operators are also overrepresented as the highest percentage of alcohol- impaired drivers in fatal crashes. In 2013, more than one-quarter (27%) of motorcycle operators in fatal crashes had BACs of .08 or higher.

Drunk drivers are more common at night, too. Over the July 4th holiday in 2013, more than two fifths (42%) of the drivers in nighttime fatal crashes (6 p.m. to 5:59 a.m.) were alcohol- impaired, as compared to 13 percent of drivers in fatal crashes during the day.

If you’re caught driving drunk or drug impaired, you will be arrested. Aside from putting your life and the lives of others at risk, driving impaired can also lead to serious consequences. A DUI arrest can mean time in jail, loss of your license, and steep financial expenses; the average DUI costs about $10,000.

Law enforcement region-wide is asking for everyone’s support this holiday weekend and all summer long:

· Plan a safe way home before the fun begins. · Before drinking, designate a sober driver. DDVIP: The California Office of Traffic Safety DDVIP mobile app is now available for free download on iOS and Android devices. Launched last year the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen. DRUGS, MEDICATION & ALCOHOL= CRASHES: Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. · If you happen to see a drunk driver on the road, don’t hesitate “Report Drunk Drivers! Call 911!” · If you know someone who is about to drive or ride while impaired, take your friend’s keys and help your friend make other arrangements to get to where he or she is going safely.

New Movie "Eastside Sushi," set in Oakland, tells a Small Business Story New movie release Eastside Sushi tells the story of Juana, a Latina chef trying to break into the sushi industry. The story of this cross-cultural entrepreneur was filmed in Oakland and features scenes shot in Fruitvale, Lake Merritt, and other local spots. Eastside Sushi has won over a dozen festival awards and is currently screening at the Grand Lake Theater.

In Memoriam: Peter Van Kleef

The City of Oakland remembered Peter Van Kleef, owner of the Uptown bar Café Van Kleef, who passed away on September 8. The area in front of the bar between 16th and 17th Streets on Telegraph Avenue closed to traffic for his memorial service on September 12, as family, friends and Oaklanders gathered to remember the man that they believe helped foster a new era of art and music in Oakland. Gil Duran, a friend of Van Kleef’s and the spokesperson for former Oakland mayor and Café Van Kleef regular Jerry Brown, said, “A lot of people considered him the godfather of Uptown because he was such a booster and generous person,” Duran said. “He had faith in Oakland and he always believed he was at the front end of a gold rush in this city that nobody else knew about.”

SF Affordable Housing Bond Campaign Launches This November, San Francisco voters will have the chance to pass a $310 million bond for affordable housing — a key part of the broader $2.7 billion plan for funding affordable housing in San Francisco over the next 20 years. While the last two affordable housing bonds failed to get the needed two-thirds vote, we are very optimistic we can pass the measure this time. SPUR’s executive director, Gabriel Metcalf, is co-chairing the campaign, along with Gail Gilman of Community Housing Partnership and Eric Tao of AGI Capital. We hope this campaign will be a core focus of everyone who believes in the need to add housing supply at all levels in San Francisco. Supreme Court to Cities: Put Affordable Housing Where the Opportunity Is Amid celebrations of the U.S. Supreme Court’s recent decisions on same-sex marriage and the Affordable Care Act, a third important ruling was largely overlooked — one that could have a profound impact on where affordable housing is built: inner-city neighborhoods or the suburbs. Knowing Your Way in Downtown San Jose Our report The Future of Downtown San Jose suggested that the city can bring more people and activity downtown by investing in clearer signage, more real-time information and better wayfinding. With support from the Knight Foundation, the city is now taking big steps to make that happen. In partnership with Walk [Your City] and City ID, San Jose is working on a permanent wayfinding system for downtown. He asked for this report in the hopes that we can continue to support innovation in ways that help consumers while (a) ensuring FAIR competition, and (b) making sure that the city is not being short-changed when it comes to reasonable and consistent revenue mechanisms.

CM Kalb does not want to stop services such as VRBO, Air BnB, Lyft, Uber and Sidecar from operating in Oakland; however, in the interests of fairness, he believes that these businesses should be paying equivalent fees and taxes as the traditional accommodations and taxi services are paying.

Hopefully, this report will spur action on our part to craft ordinances that enhance fair competition while ensuring that the city is not short-changed in the process. Thank you.

With high tech poised to enter Oakland, I thought you would appreciate this update on our successful efforts to bring subcontracted workers in the high tech industry — mostly workers of color — into the middle class through organizing a union and negotiating strong contracts.

Under the leadership of Joint Council 7 President Rome Aloise, the Teamsters are on the front lines in the fight against income inequality in Silicon Valley.

I hope you saw the press yesterday as over 70 Teamsters and allies blocked two Bauer’s IT tech buses in San Francisco’s Mission District. Bauer’s has built a company serving high tech companies such as Cisco, Yahoo, and Twitter. And they shuttled mayors to Uber headquarters during the recent US Conference of Mayors meeting in SF. The National Labor Relations Board alleges that Bauer’s IT broke federal labor laws when it surveilled workers and blocked them from talking to Teamster organizers. Shortly after, a company manager allegedly created a fake union by circulating a blank piece of paper and telling drivers to sign it. Within the week, the drivers had a new contract that they hadn’t voted on or even seen! This was detailed in a hard-hitting Mother Jones piece. Teamsters and allies from the San Francisco Labor Council, San Francisco Building and Construction Trades Council, Jobs With Justice, and Working Partnerships USA block the buses

In March, the San Francisco Board of Supervisors passed a unanimous resolution calling on the San Francisco Municipal Transportation Agency to include a “labor harmony” provision in their Commuter Shuttle Pilot Program. Such a policy would protect the 800,000 riders who depend on daily MUNI transportation from labor disputes like the one at Bauer’s yesterday from interfering with the regular bus service. Yet MTA still hasn’t acted.

The Bauer’s drivers want the same wages and benefits that 87 Apple drivers for Loop Transportation won in March including average $9 hourly wage increases bringing them up to $27.50/hour, fully paid family health care, up to five weeks of paid vacation, a pension and more. These are mostly workers of color. Loop Transportation drivers for Facebook vote on a historical union contract

Along those lines, this month over 160 Compass Transportation drivers for Apple, Yahoo, eBay, Genentech, Amtrak, and Zynga voted on a similar contract which is now being reviewed by Compass’ the high tech clients. To date, eBay, Apple, and Genentech have signed off on the increased costs to support good union jobs for their contract employees.

Finally, this month approximately 140 Google Express workers filed for an election with Teamsters Local 853. These warehouse workers process Google shopping orders and work for a temporary agency called Adecco. On July 17th, Google head of "People Relations" Lazslo Bock told KQED radio that, "Folks have a legal right to organize without fear of retaliation. And that’s a critical and important thing and we respect that. I mean, there would not and will not be retaliation.” Unfortunately, it appears Adecco has brought in the notorious anti-union firm Jackson Lewis and one leader in the union organizing effort was suspended. With an election pending at the end of this month, please sign the petition to hold Google to it’s commitment.

Dear Mr. Kalb,

My name is Kate Rhoades and I'm an Oaklander living in your district. I know the Uber takeover of the Sears building is outside of our district, but we are sure to feel the repercussions of this enormous change. I am writing to you to encourage you to put pressure on Uber to take responsibility for its impact on our city. I think Oakland city government should tax Uber and use that money to abate displacement and alleviate poverty in Oakland. Many of my neighbors and I were shocked when we heard that Uber was moving here, as it is one of the tech companies most resistant to regulation, and generally against what I think Oakland's political legacy has been. Uber is resistant to their drivers unionizing, they have a record of mistreating differently abled passengers, and has avoided paying taxes. Please take the time before they get here to make an ironclad plan as to how this can benefit the Oaklanders that don't have the luxury of a six figure salary from a multi-billion dollar tech company.

Do Private Transit Services Hurt or Help Public Transit? The emergence of privately operated transit in San Francisco — smart taxis like Uber and Lyft, dynamically routed jitneys like Chariot and Leap, and the ubiquitous employee shuttles — raises a number of thought-provoking questions. What does it mean for the existing public transit system, and for transit drivers? And what does it say about equality in our cities? SPUR has generally supported innovation in transportation. In fact, one of the forerunners of these companies, City CarShare, was incubated out of SPUR. The vast majority of trips in the Bay Area are still taken by private automobile, and one benefit of these new services is they can help take more cars off the road. We need to both improve public transit and look at new offerings that can help people rely less on driving alone — especially in markets that are difficult or inefficient for public transit to serve.
