Occasionally, new members of the fraternity of the sea will look upon navigation as a chore to be tolerated only as long as it takes to find someone else to assume the responsibility. In my experience, such individuals never make good naval officers. Commander Hobbs has succeeded in bringing together the information and practical skills required for that individual who would take the first step down the road toward becoming a competent marine navigator. At the outset of this book, the author stresses the necessity for safe navigation, but there is another basic tenet of sea warfare that this book serves. The best weapons system man has ever devised cannot function effectively unless it knows where it is in relation to the real world, where it is in relation to the enemy, and where the enemy is in relation to the real world. Not all defeats can be attributed to this lack of information, but no victories have been won by those who did not know where they were. w. P. MACK VICE ADMIRAL, U.S. NAVY Although these words were written by Admiral Mack for the first edition of this book almost ten years ago, they are certainly no less valid today than they were then. The modern student of navigation could well take the last sentence to heart, not only as it applies to the practice of navigation, but also to life in general. THE AUTHOR ANNAPOLIS, 1981 Preface to the Second Edition Marine Navigation 1: Piloting was originally written as a text to introduce midshipmen attending the U.S. Naval Academy and the various NROTC colleges and universities to the shipboard navigation department organization and the principles of piloting as practiced on board ships of the U.S. Navy .. Therefore, the reader will find a definite Navy orientation in much of the material presented in this volume. Nevertheless, because prime emphasis has been placed on setting down the basic knowledge required for the safe navigation of any vessel in piloting waters, most of the information herein will be equally as applicable to navigators of private and commercial craft as to navigators of Navy surface warships. Piloting refers to the safe navigation of a surface vessel in and near coastal and intracoastal waters. It is done primarily with reference to land and seamarks, as opposed to taking celestial observations or using electronic navigational aids and systems. Most of the piloting tech­ niques discussed in this text are not new; in fact, many were developed by early seafarers well before the time of Christ, but modern instru­ ments and navigational aids have made attainable a degree of accuracy undreamed of by the ancients. If the inexperienced student navigator can master the time-tested practical techniques of piloting presented in this book, he may be confident that he possesses the basic knowl­ edge required to navigate any surface vessel safely in the piloting environment. Moreover, after some practical experience, the student should have sufficient background to proceed on to other more ad­ vanced techniques and navigational texts if he so desires. The subject of navigation at sea beyond piloting waters by use of celestial and electronic navigation is covered in detail in the second volume of this series, entitled Marine Navigation 2: Celestial and Electronic. Its presentation assumes the student will be familiar with the basic techniques and nomenclature introduced in this first vol­ ume. While much of the material presented in Marine Navigation 1 is based upon similar topics covered in standard references such as The American Practical Navigator (Bowditch) and Dutton's Navigation and Piloting, it is the author's hope that through a logical step-by­ step approach, much of the "mystery" associated with the more tech­ nical approaches of these and other navigational texts can be elimi­ nated. In order that familiarity might be gained with the many pub­ lications that support the practice of navigation during piloting, excerpts from many of the navigation publications produced and dis­ tributed by the Defense Mapping Agency appear throughout. Wher­ ever possible, specific year dates have been deleted from these ex­ cerpts and from example problems using them, in order to lessen the sensitivity of this text to the passage of time from the date of publi­ cation. When dealing with actual or theoretical problems and situa­ tions other than those presented as examples in this text, the student is cautioned to remember always to obtain and use the correct edition covering the specific dates in question. The author is greatly indebted to Commander F.E. In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer.

    Hydrographic Services Review Panel Federal Advisory Committee Recommendations to NOAA for the Implementation Plan for the Alaska Coastal Mapping Strategy Prepared by the NOAA Hydrographic Services Review Panel Federal Advisory Committee NOAA HSRP Public Meeting, September 23-24, 2020 1 Hydrographic Survey Review Panel (HSRP) Recommendations to NOAA on the Implementation Plan for the Alaska Coastal Mapping Strategy (ACMS) EXECUTIVE SUMMARY The HSRP supported all goals and objectives of the Alaska Coastal Mapping Strategy and prepared a detailed whitepaper with recommendations for NOAA’s Implementation Plan for mapping the intertidal zone. The paper was authored by HSRP members with expertise in coastal mapping and was discussed and approved at the HSRP public meeting on September 23-24, 2020. For coastal mapping of Alaska, major recommendations were prioritized as follows: 1. To fill major gaps in the National Water Level Observation Network (NWLON) in Alaska and to make NOAA’s Vertical Datum Transformation Tool (VDatum) operational throughout all of Alaska, use alternative lower cost systems for acquiring tidal data and establishing tidal datums in Alaska, using the NOAA Tidal Analysis Datums Calculator that enables partners to compute tidal datums themselves using CO-OPS methodologies and their data which may not be collected to NOAA’s most rigorous NWLON standards. At a minimum, users must be able to predict high and low tides throughout Alaska. 2. Use NOAA’s Water Clarity Climatology Tool for predicting times and locations when waters are clearest for topobathymetric lidar (Light Detection and Ranging) and satellite- derived bathymetry (SDB) – technologies that are ineffective when waters are too turbid.

Henriques BCH 16114.3 December 2017 John Ashcroft Henriques John Ashcroft Henriques was one of the most important Revenue Cutter Service officers of the 19th century. As founder and first superintendent of the Revenue Cutter Service School of Instruction, forerunner of the modern Coast Guard Academy, he was arguably the most important figure in educating Service officers in seamanship and navigation. Henriques began his career in March 1863. The next three years proved hectic ones, beginning with a tour on the James C. Dobbin, a sailing cutter that played a part in his later career and brief assignments as a junior officer on board cutters Crawford, Northerner and John Sherman. In less than five years, Henriques received promotions from third lieutenant to the rank of captain. This rapid rise testified to Henriques’ seafaring experience and command presence. Shortly after the Civil War, a journalist commented, “Captain Henriques is thoroughly posted and every inch a sailor [journalist’s italics] and a gentleman, as is well known to all who have made his acquaintance.” Captain Henriques saw a lot of sea time in the Atlantic, Pacific, rounding Cape Horn, and in Alaskan waters. In the decade following the War, he commanded four ocean-going cutters, including the Reliance. As captain of Reliance, he sailed from the East Coast around hazardous Cape Horn to San Francisco. The voyage began August 1867 and included eight brutal days of gale-force winds and heavy seas while the 110-foot topsail schooner slugged her way around “the Horn.” A few months after Reliance arrived in San Francisco, Henriques sailed for Alaska, becoming one of the first cutter captains to serve in the treacherous waters of that territory, and the first one to enforce U.S.

Navigation – the art or science of determining the ship’s or aircraft and/or directing the movement of a ship or aircraft from one position to another. The problem of Navigation are those of Position, Direction and Distance. 2. Branches of Navigation: A. Deck Reckoning – a method of navigation by which the position of the ship is calculated from the direction and rate of progress through the water from the latest well determined position. B. Piloting – a near shore navigation method by which the movements of a ship are directed by reference to landmarks, navigational aids or soundings. C. Electronic Nav – a method of navigation which employs the use of various electronic devices. Differs from piloting primarily in the manner of collecting information. D. Celestial Nav – the position of a ship is determined by the observation of celestial bodies such as Sun, Moon, Planets and Stars. 3. Earth – the planet with which we are most familiar. Although it is approximately an oblate spheroid for the navigational purposes, we assumed it to be a true sphere, DIAMETER OF THE EARTH: A. Polar diameter – 6,864.57 Nautical Miles B. Equetorial Diameter – 6,887.91 Nautical Miles *Difference of 23.34 Nautical Miles 4. Axis – the diameter about which the earth rotates.
