(She was moved to Baltimore, Maryland in the summer of 1955.) During that century this sailing sloop-of-war, sometimes termed a “corvette,” was nationally significant for its ante-bellum service, particularly for its role in the effort to end the foreign slave trade. It is also nationally significant as a major resource in the mid-19th century United States Navy representing a technological turning point in the history of U.S. naval architecture. In addition, the USS Constellation is significant for its Civil War activities, its late 19th century missions, and for its unique contribution to international relations both at the close of the 19th century and during World War II. At one time it was believed that Constellation was a 1797 ship contemporary to the frigate Constitution moored in Boston. This led to a long-standing controversy over the actual identity of the Constellation. Maritime scholars long ago reached consensus that the vessel currently moored in Baltimore is the 1850s U.S. navy sloop-of-war, not the earlier 1797 frigate. Describe Present and Historic Physical Appearance. The USS Constellation, now preserved at Baltimore, Maryland, was built at the navy yard at Norfolk, Virginia. -

L. Moss Corning Townsend III Submitted to the SOCIETY OF NAVAL ARCHITECTS AND MARINE ENGINEERS Under p. O. No. 360 September 15, 1967 In the last decade, -ocean-going unmanned barges have become an increasingly important segment of our merchant marine. These vessels, commonly over 400 feet long, and sometimes lifting in excess of 15,000 L.T. dead weight, are usually towed on a long hawser behind a tugboat. Because the barges are inherently directionally unstable, twin out- board skegs are attached to achieve good tracking. Model tests are conducted in order to determine towline resistance and the proper skeg position which renders the barge stable. Skegs, vertical appendages similar to rudders, are placed port and starboard on the rake. They create lift and drag, and move the center of lateral pressure aft, thus tending to stabilize a barge towed on a long line. At The University of Michigan many such model experiments have been conducted within the past several years. Since these tests have been carried out for various industrial con- cerns and on specific designs, systematic variations of parameters or other means of specifically relating the results have not been possible in most cases. Nevertheless, on the basis of the results of these largely unrelated tests, recom- mendations can be made regarding good design practice and some specific aspects can be demonstrated. -

1 Submission to the Special Rapporteur on the human rights of migrants: pushback practices and their impact on the human rights of migrants by Mare Liberum Mare Liberum is a Berlin based non-profit-association, that monitors the human rights situation in the Aegean Sea with its own ships - mainly of the coast of the Greek island of Lesvos. As independent observers, we conduct research to document and publish our findings about the current situation at the European border. Since March 2020, Mare Liberum has witnessed a dramatic increase in human rights violations in the Aegean, both at sea and on land. Collective expulsions, commonly known as ‘pushbacks’, which are defined under ECHR Protocol N. 4 (Article 4), have been the most common violation we have witnessed in 2020. From March 2020 until the end of December 2020 alone, we counted 321 pushbacks in the Aegean Sea, in which 9,798 people were pushed back. Pushbacks by the Hellenic Coast Guard and other European actors, as well as pullbacks by the Turkish Coast Guard are not a new phenomenon in the Aegean Sea. However, the numbers were significantly lower and it was standard procedure for the Hellenic Coast Guard to rescue boats in distress and bring them to land where they would register as asylum seekers. End of February 2020 the political situation changed dramatically when Erdogan decided to open the borders and to terminate the EU-Turkey deal of 2016 as a political move to create pressure on the EU. Instead of preventing refugees from crossing the Aegean – as it was agreed upon in the widely criticised EU-Turkey deal - reports suggested that people on the move were forced towards the land and sea borders by Turkish authorities to provoke a large number of crossings. -
