In order to make well-founded management decisions the economic subjects and public authorities need scientific grounding for assessment of land potential and its use efficiency. The authors suggest using three approaches to land quality and use assessment: agro-climatic potential, land quality score and agricultural production per hectare. Uniting these approaches into single assessment procedure produces a fairly objectively estimation of the economic potential of agricultural land in each selected territory. ABSTRACT The aim of the present biostratigraphic investigation is to construct a discrete radiolarian biochronological scale for the Paleogene of the Voronesh Anticline, processing data with the BIOGRAPH program (Savary & Guex 1991). The subdivisions of this scale are characterized by unique and mutual- ly exclusive assemblages of taxa which are similar to “Concurrent Range Zones” or “Oppel Zones”. This new approach allows to resolve the contradic- tions in correlation that have existed in numerous previous publications and resulted in the creation of three different radiolarian biostratigraphic schemes for the same region of the Russian Platform. Severtsov Institute of Ecology and Evolution, Russian Academy of Sciences, 119071 Moscow, Russia; [email protected] * Correspondence: [email protected] Abstract: Prociphilus fraxinifolii (woolly ash aphid) is a pest of ash trees (Fraxinus spp.). This species, which is native to North America, was first recorded in Europe in 2003, in Budapest, and then began to spread quickly. In 2019–2021, we first detected P. fraxinifolii in Belarus (Brest) and eight regions of European Russia, namely Astrakhan, Nizhny Novgorod, Samara, Saratov, Smolensk, Tambov, Volgograd and Voronezh regions. By 2021, P. fraxinifolii has spread over a vast territory in Europe: from Spain in the west to the Volga River in the east. The distance between the westernmost and easternmost localities is 4180 km. The known range is disjunctive: Armenia, Belarus, Bulgaria, Ger- many, Great Britain, Hungary, Poland, Romania, Spain and 16 regions of European Russia. This case indicates that some alien pests are able to occupy the whole of Europe in less than two decades after the first record in the continent. It is known that P. fraxinifolii can infest native ash species F. excelsior, but all our findings, as well as most findings indicated in the literature, were on F. pennsylvanica introduced from North America.
